자동차 덴트 복원업의 체계적 관리 정책방안 (Systematic Management Policy of the Automobile Dent Restoration Business)

초록

자동차 외관에 흠집이 생겼다고 정비공장에 차를 맡겨 수리하는 것은사람이 단순 감기가 걸려 종합병원 찾는 격이다. 이는 시간낭비이며 고급인력 낭비며 큰 사회적 병폐다. 자동차외관을 깨끗이 하는 것은 아침에 일어나 세수하고 화장하는 것과 같다. 정비공장이 우리집 앞에 널려있는 것도 아니다. 정비를 의뢰하면 금방해결 되는 것도 아니다. 자동차외관 흠집정도는 정비업계에서 받아주지도 반겨주지도 않는다. 자동차관리법상 받아주도록 되어 있으나, 대부분의 차주는 정비공장의 행태를 잘알기 때문에 정비공자를 찾지 않고 광택이나 흠집제거 전문점을 찾는다.
하지만 이곳은 불법 업소다. 그러나 어쩔 수 없이 화장하듯이 부분도장을 하는 실정이다. 이러한 악순환의 고리를 끊기 위해서라도 판금 및 용접을 제외한 자동차 외관 단순 복원 사항, 즉 자동차 외관 미용에 대해서는 자동차관리법령에 의한 자동차정비업 범위에서 제외토록 내용을 정비해야 한다. 다만, 대기환경보전법에 의한 신고대상 항목에 삽입함으로써 새로운 창업효과를 내 기존 덴트 복원 업계의 생존권을 유지하고 젊은이들의 일자리 창줄로 새로운 일자리를 양산함으로써 건전한 자동차 서비스 산업발전에 기여하도록 할 것이다.
지금 세계의 산업 재편 과정을 보면 과히 혁명 상황이다. 컴퓨터와 정보통신기술(ICT), 인공지능과 빅 데이터의 결합, 사물인터넷과 3D 프린터, 인간을 닮은 로봇, 생명공학, 드론과 자율주행차 등의 융복합으로 지금까지의 산업 경쟁력, 신기술, 고용, 제조업 역량은 물론 국력에 이르기까지 현기증 나는 변혁의 물결에 휩쓸려 있다. 이러한 시대에 자동차정비 서비스 업계에서는 사소한 일거리를 가지고 밥그릇 챙기기 타령만 할 것인가 아니면 시대의 변화에 맞추어 빠르게 변화할 것인가. 살아남기 위해서는 정비업계가 처한 몫을 지혜롭게 잘 대처해 나가야 할 것이다.
우리나라는 현재 경제발전을 통하여 2024년말 자동차등록대수가 2100만대를 돌파했다. 일류사회로 나아가는 동시대에 우리는 살아가고 있다. 양보와 타협은 변화의 물결에 동행하느냐 동행하지 못하느냐를 결정짓는 중요한 요소다. 자동차 덴트 외형복원업계는 전국 1만여 개의 사업장을 가지고 있으며 젊은이들에게 새로운 창업의 길을 제공하게 될 것이며 우리나라 일자리 창출에 기여하게 될 것이다. 이는 전문 자동차미용 업계를 열어가는 우리생활주변에 반드시 존재하여야 하며 또 발전하도록 권장되어야 한다. 그리고 불경기의 위기에 직면한 우리 사회의 추세며 해결해야 할 당면 과제다. 따라서 정비업계의 양보와 덴트업계의 욕심을 내려 놓고 법령제정비 등을 통하여 덴트 업계가 자동차정비업계에 진입하게 하거나, 정비업 제외 업종으로 분류하여 대기환경보전법에 의한 신고대상에 포함시켜 이 행정당국의 관리감독권에 놓이도록 하면 법과 원칙이 제대로 갖춘 정의사회를 구현을 것이며, 원활한 자동차관리 문화정착에도 크게 이바지 하리라 본다.

영어초록

Leaving the car to a maintenance factory for repairs because of a scratch on the exterior of a car is like a person catching a simple cold and visiting a general hospital. This is a waste of time, a waste of high-quality manpower, and a great social ills. Cleaning the exterior of a car is like waking up in the morning to wash your face and put on makeup. It's not like the maintenance factory is all over my house. It's not easy to solve when you ask for maintenance. The auto appearance scratch is neither accepted nor welcomed by the maintenance industry. Although it is supposed to be accepted under the Automobile Management Act, most car owners do not look for a mechanic or a shop specializing in polishing or scratch removal because they are familiar with the behavior of the maintenance plant. However, this place is an illegal business. However, it is inevitable to apply partial painting as if putting on makeup. Even in order to break this vicious cycle, the contents of simple restoration of the exterior of a car excluding sheet metal and welding, that is, the beauty of the exterior of a car, should be maintained from the scope of the automobile maintenance business under the Automobile Management Act.
However, by inserting it into the items subject to reporting under the Air Environment Conservation Act, it will create a new start-up effect, maintain the survival rights of the existing dent restoration industry, and contribute to the development of the sound automobile service industry by mass-producing new jobs to create jobs for young people.
Looking at the world's industrial reorganization process right now, we are in a very revolutionary situation. The combination of computers and information and communication technology (ICT), artificial intelligence and big data, the Internet of Things and 3D printers, human-like robots, biotechnology, and drones and autonomous vehicles have so far been swept away by a dizzying wave of transformation ranging from industrial competitiveness, new technology, employment, manufacturing capabilities, and national power. In this era, the automobile maintenance service industry will only talk about taking care of rice bowls with trivial tasks or will it change rapidly in line with the changes of the times. In order to survive, we must wisely cope with the share of the maintenance industry. In Korea, through economic development, the number of automobiles registered at the end of 2024 exceeded 21 million units. In the modern era of moving toward a first-class society, we are living. Concessions and compromises are important factors that determine whether or not to accompany the wave of change. The automobile dent appearance restoration industry has more than 10,000 workplaces nationwide, and it will provide young people with a new way to start businesses, and contribute to job creation in Korea. This must exist and should be encouraged to develop in our daily lives that open up the professional automobile beauty industry. And it is a trend in our society facing the crisis of a recession, and it is an immediate task to be solved. Therefore, if the dent industry enters the automobile maintenance industry through concessions from the maintenance industry and legislation costs, or if it is classified as an industry excluding the maintenance industry and is included in the report under the Air Environment Conservation Act and placed under the administrative authority's management and supervision, it will realize a just society with proper laws and principles and contribute greatly to the smooth establishment of an automobile management culture.
