역사적 제도주의 관점으로 본 국내 스포츠 복지정책 (South Korean Sports Welfare Policies from the Perspective of Historical Institutionalism)

The purpose of this study is to explore the context in which South Korean sports welfare policies and systems have started and changed according to social changes. Drawing on historical institutionalism, we traced the shifts in the sports welfare policies along with social changes, investigated policy actors and subjects, and examined the content and changes of associated policies and legislation. We collected and analyzed sports welfare-related government reports, policy data, welfare programs, newspaper articles, and academic journals from the 1960s up to now. As a result, we have found that the concept of 'sports welfare' first appeared in government data in 1986, and that the sports welfare policies have been led by the government. Specifically, in the 1980s and 1990s, the government laid the foundation of sports welfare by building sport facilities and developing programs. From 2000 to the mid 2010s, the government has focused on welfare programs that provide opportunities for sport participation to a marginalized population. Recently, the government has carried out sport projects tailored for each age group, institutionalizing sport welfare based on the Sports Framework Act and the Sports Welfare Act. South Korean sport welfare policies adopted social environment and the basis of general welfare policies. However, most policies and programs’ initial direction of policies, showing a path-depended tendency. Policies pertaining to coaches, sport vouchers, adapted sport, and senior sport has been newly introduced, rendering some policies layering.
