초록

이 글에서는 여운형의 일본 방문 과정과 그에 대한 일본 언론의 반응을 살펴본다. 일본 언론은 여운형 보도를 통해 3･1운동 이후의 식민지 정책의 방향을 가늠할 여론을 조성함으로써 일본인의 조선인식 형성에 중대한 영향을 주었다. 3･1운동 이후 조선의 안정적 통치를 위해 여운형은 회유 대상으로 주목받았다. 따라서 그에 대한 언론의 논조를 파악하는 일은 의미 있는 주제 가운데 하나이며, 그동안 충분히 분석되지 않았던 주제다. 일본 언론 보도를 통해 여운형의 일본 방문의 의미를 재조명하고 그 사건이 당시 일본인에게 어떻게 기억되었는지, 그리고 이후 식민지 정책에 어떤 영향을 주었는지를 살펴보겠다. 여운형에 대한 회유 공작은 조합교회 관계자들의 암약과 하라 내각의 척식국, 군부, 총독부 간의 밀접한 연계 위에서 극비리에 추진되었다. 일본 당국은 상하이의 ‘불령선인’을 일본에 불러들여, 소위 ‘친일 선언’을 발표시킬 속셈이었다. 일본의 의도를 미리 간파한 여운형은 일본 방문을 조선 독립 의지를 표명할 새로운 기회로 활용했다. 회유 공작을 역으로 활용한 전략이었다. 여운형 일본 방문의 클라이맥스는 제국호텔에서의 연설이었다. 조선 독립의 정당성을 논리적으로 밝힌, 대표적 독립운동가의 연설은 일반 청중을 마음을 울렸다. 일본의 의도와는 달리 여운형은 ‘자치’라는 화두를 꺼내지 않았다. 오히려 독립의 정당성을 설득하면서 ‘조선의 독립이 동양의 평화로 이어진다’는 전망을 제시했다. 일본은 아카사카 이궁 방문이라는 파격적인 카드를 꺼냈지만, 결국 여운형 공작은 실패로 끝났다. 여운형에 대한 회유 공작은 당국의 철저한 통제 아래 극비리에 추진되었으므로, 여운형 방일 초기에는 일본의 언론 보도 역시 통제되었다. 보도 금지 조치가 해제된 뒤, 제국호텔에서의 연설 내용을 중심으로 관련 기사가 게재되었다. 언론 보도에서 여운형은 전형적인 ‘불령선인’의 모습으로 비춰졌다. 제국호텔에서의 연설 내용과 아카사카 이궁 방문은 여론을 악화시켰다. 제국의회에서의 하라 내각과 사이토 총독에 대한 비판적인 질의가 여러 차례 게재된 것도 이와 무관하지 않다. 여운형 회유 공작 실패 책임을 둘러싼 일본 정계의 공방은 결국 정치적인 수습을 통해 봉합되었다. 이후 일본은 여운형을 더욱 철저히 감시했다. 여운형을 회유하려는 시도가 다시 이루어진 것은 일본의 패전을 전후한 시기였다.

In this article, I examine the process of Yeo Woon-hyung's visit to Japan and its reaction of the Japanese media. By creating public opinion to gauge the direction of the colonial policy after 3･1 Independent Movement, the Japanese media had a significant influence on the formation of the Japanese people's Korean perception. For the stable rule of Korea after 3･1 Movement, Yeo Woon-hyung received attention as a ory object. Therefore, grasping the media's tone for him is one of the meaningful topics and the topic which has not been sufficiently analyzed so far. Through Japanese media reports, I will shed light on the meaning of Yeo Woon-hyung's visit to Japan, and examine how the event was remembered by the Japanese at the time and how it influenced the colonial policy afterward.
The conciliatory maneuver against Yeo Woon-hyung was promoted under the tightest secrecy on the close connection between the coaxation of union church officials and the bureau, military, and governor- general of the Hara Cabinet. The Japanese authorities intended to announce the so-called 'Pro-Japanese Declaration' by bringing Shanghai's 'disturbing Koreans(不逞鮮人)' to Japan. Yeo Woon-hyung, who saw through Japan's intentions in advance, used his visit to Japan as a new opportunity to express his will to Korean independence. It was a strategy that used conciliation in reverse.
The 'climax' of Yeo Woon-hyung's visit to Japan was his speech at the Imperial Hotel. The eloquence of a representative independence activist, who logically revealed the legitimacy of Korea's independence, touched the hearts of the general audience. Contrary to Japan's intention, Yeo Woon-hyung did not bring up the topic of 'autonomy'. Rather, he persuaded the legitimacy of independence and suggested the prospect that "the independence of Korea leads to peace in the East." Japan took out the unprecedented card of visiting the Akasaka Palace, but in the end, The maneuver against Yeo Woon-hyung failed.
Since the maneuver against Yeo Woon-hyung was promoted under the strict control of the authorities, Japanese media reports were also restricted in the early days of his visit to Japan. After the embargo on reporting was undone, related articles began to be published, focusing on the contents of speeches at the Imperial Hotel. In media reports, Yeo Woon-hyung was seen as a typical 'disturbing person'. The contents of his speech at the Imperial Hotel and his visit to the Akasaka Palace worsened public opinion. It is not irrelevant to this that critical questions about the Hara Cabinet and the Governor- General Saito in the Imperial Assembly were published several times. The battle between Japanese politics over the responsibility for the failure of conciliatory maneuver against Yeo Woon-hyung was eventually sealed through political settlement. Since then, Japan has more thoroughly monitored Yeo Woon-hyung. It was around the time of Japan's defeat that attempts to conciliate Yeo Woon-hyung were made again
