규범적 측면에서 본 로마자표기법의 제 문제 (Some Issues on the Korean Romanization as the Normative Law)

Current Romanization of Korean is the fourth official system since 1948. In 1948, the government of Korea enacted 'Romanization of Korean' for the first time and it was revised in 1959, 1984 and 2000. These frequent revisions of Romanization rule during just 55 years were due to the conflict between some scholars and the others who researched the principal of Romanization and it caused Korean people to feel that there are no regulations about Romanization. As a result the present Romanization in Korea causes confusion about its identity. This paper aims to look into five issues on the Korean Romanization as the normative law. First, the rule is not established sufficiently as a social status in the Korea. This is because the rule has no forced punishment in case of the Korean people do not observe it. Second, this rule was made for writers not for readers so the foreigners who read the signal written by the rule can't understand the rule easily. Third, the letter used by this system is Roman character but most Koreans are confused Roman character with English. Fourth, the principle of the rule is wavering between tanscription and tansliteration. Fifth, we generally accept the object of writing by this system is restricted within proper noun.
