공유재의 관점에서 본사찰 재화의 특성 연구 (A Study on the Characteristics of Common Goods Found in Temples)

초록

본 연구는 사찰의 재화를 사유재, 클럽재, 공유재, 공공재 등 네 가지로 유형화한 다음 봉은사라는 특정사찰의 재화가 어떤 특징을 갖추고 있는지를 분석하였다. 불교의 사찰은 유형, 무형의 많은 재화를 가지고 있으며 한반도의전통문화 창달에 기여하였다. 그러나 최근에는 다종교사회로 진입되면서 불교의 재화들이 점차적으로 사유재 혹은 클럽재 등의 성격으로 활용되는 현상이 나타나고 있다.
오랜 역사 속에서 형성된 불교의 각종 재화는 문화재로서의 공공재적 특성이 강하였고, 지역사회의 거점 사찰로서 지역문화의 이정표 역할을 하는 공유재의 특성도 갖추고 있다. 그런데 최근 여러 종단이 난립하고, 사설사암이 증가하면서 사찰 재화의 특성이 변하는 과정에 있다. 그렇지만 한국불교계와 사찰들이 본래의 주어진 종교적 역할을 다하기 위해서는 다음과 같이 공유재와공공재의 역할 강화가 필요하다.
첫째, 사회적 자본으로 기능할 수 있는 무형의 사찰 재화를 지속적으로 생산할 수 있어야 한다. 사찰은 사회적 네트워크 구축의 중심에서 활동함으로서사회적 가치관 형성, 구성원 사이의 신뢰감 확보, 상부상조하는 협동심과 협력체 결성 등에 적극적으로 나서야 한다.
둘째, 사찰의 재화를 공동체 자산으로 인식하고 공급할 필요가 있다. 사찰의 재화는 지역사회 공동체 구성원들의 이익 증진을 위해 공유하는 방법을적극 모색해야 한다. 사찰은 지역사회에 위치하고 있고 포교활동의 범주가 정해져 있기 때문에 지역사회 지지기반 확보를 위해서도 공동체의 일원이 되는것이 중요하다.
셋째, 복전사상의 실천을 통해 사찰 재화를 공익적 자원으로 활용할 필요가 있다. 즉, 사찰의 재화가 공익적 자원으로 활용된다는 것은 누구나 이용할수 있고, 공공의 이익을 증진할 수 있는 방향으로 사용되어야 한다는 것을 의미한다.

영어초록

This paper analyzes the characteristics of the properties held by temples, Bong-eun-sa Temple in particular. I have established four categories of ‘temple goods’: private goods (private property), club goods (public property but excludable to use), common goods (non-excludable common pool resources property), and public goods (public property).
Buddhist temples have many tangible and intangible goods. One example of an “intangible good” is the Vulture Peak Ceremony (靈山齋 a form of the forty-ninth day memorial ceremony 七七忌). Temple goods have contributed to the development of traditional culture in Korean society.
However, with the appearance of new religious cultures in Korea, Buddhist temple goods have gradually turned to the character, either private or club type of goods.
The properties Buddhist temples have accumulated over the centuries seem to have characteristics of being public goods. They also have characteristics of being common goods through which temples became the centers of local communities and represented local culture. However, the characteristics of temple goods are now changing due to the increase of private temples and competition from denominations within the Buddhist community. In order for Buddhism and its temples to continue to carry out their original mission, I suggest that the role of these Buddhist common goods and public goods should be reestablished according to the following suggestions.
First, intangible temple goods, which function as social capital, should be continuously produced. While functioning as a center for establishing social networks, temples should have an active role in the following: the formation of social values, establishing trust among members, cooperating and collaborating with one another.
Second, a temple’s goods should be recognized and provided as community goods. Ways of sharing temple goods should be established to benefit members of the local community. Since temples are located in communities and do missionary work there, it is important for them to be members of the local community to obtain local support.
Third, temple goods should be used as community resources through the practice of merit or blessings (福田). This includes providing services and public facilities to assist the poor. In other words, temple goods should be used as a common resource. This means that everyone should have access to them and they should be used for the common good.
