초록

1945년의 해방은 이동을 촉발시킨 역사적 사건이었다. 해방 공간에서의 급격한 교통(交通) 증가는 한반도 유입자와 정주자(定住者) 간의 접촉을 유발했으며, 육로ㆍ해로ㆍ공로(空路)를 통해 세균과 바이러스를 확산시키는 결과를 초래했다. 이때 전염병 침입을 방지하기 위한 남북한 정권의 방역 정책은 해방기라는 무중력의 시공에 질서를 수립하기 위한 시도를 보여준다는 측면에서 주목할 필요가 있다. 그러나 해방기라는 국가가 사라진 시공간에서, 방역은 누구에 의해/어떠한 방식으로 진행되었던 것일까? 국가의 기본 임무가 “세계 공간을 가로지르는 흐름의 총체에 대해 법이 지배하는 지대가 군림”하도록 하는 것이며, 이를 위해 “집단의 유동성이나 침입해 들어오는 무리들의 힘에 대비한 필터(filter)”를 구축하는 것이라면, 채 자리 잡지 못했던 신생 정권은 무엇으로 전염병 침입에 대비하기 위한 방벽(防壁)을 세웠던 것일까? 나아가 재난에 대응하기 위한 남북한 주체들의 사투(私鬪)는, 식민지 시절 겪었던 강압적 통제와 탈식민 시대정신이 표방하는 인도주의 사이에서 머뭇거리던 통치 권력으로 하여금 무엇을 중심에 둔 채 방역을 수행하도록 추동함으로써, 구(舊) 제국의 속박으로부터 풀려난 “새 세계”의 면모를 가시화했는가?이 글에서는 해방기 북조선에서 발표된 이춘진의 단편소설 「안나」(1948)를 주요 연구 대상으로 선정했다. 이를 통해 사회주의 민주 건설 와중에 발생했던 콜레라 방역의 문학적 형상화를 식민지 및 남한 방역 정책과의 비교 하에 분석함으로써, (1) 임시인민위원회로 대표되는 북조선 통치 권력이 재난에 대응하여 인구ㆍ상품 등의 유동적 흐름을 포획했던 과정 및 (2) 개별 주체들이 생존을 위해 국가적 통제를 넘나드는 사적 이동성을 선보였던 과정을 검토했다. 이러한 공적/사적 모빌리티(mobility)가 생성하는 알력ㆍ상호 침투의 지점들에 대한 고찰은 북조선 통치 질서의 공고화 과정을 포착하는 것에 그치지 않고, “이동의 권리”를 둘러싼 사회 집단의 대응을 가시화함으로써 대중과의 “상호작용” 속에서 비로소 현실화될 수 있었던 신생 국가의 탈식민 전망을 가늠할 수 있도록 한다는 측면에서 의의를 지닌다. 아울러 전염병과 재난 대응을 둘러싼 위와 같은 고찰은, 현대에 이르기까지 제기되는 개개인의 보건 및 생존을 둘러싼 권리를 사유하는 계기가 된다는 측면에서도 중요하게 다루어질 필요가 있다.

영어초록

The liberation in 1945 was a historical event that sparked mobility. The rapid increase in traffic in the liberation space caused contact between immigrants and settlers on the Korean Peninsula, resulting in the spread of bacteria and viruses through land, sea, and air routes. It is worth noting that the quarantine policy of the South and North Korean governments to prevent intrusion of infectious diseases at that time shows an attempt to establish order in space with zero gravity during the liberation period. However, in space where the country disappeared during the liberation period, by whom/how was the quarantine carried out? Where the basic task of a country is to ensure that the land dominated by the law reigns over the total flow across the world space and to build a filter for the liquidity of the group or the force of the invading group to this end, what did the new governments, which had barely established their footholds, set up a barrier to prepare for the invasion of infectious diseases? Furthermore, with what at the center did the struggles between North and South Koreans responding to disasters urge the ruling powers that hesitated between coercive control and humanitarianism advocated by the spirit of decolonization to perform quarantine and visualize the aspect of the “new world” liberated from the bondage of the old empire?In this article, Lee Chun-jin’s short story Anna(1948), published in North Korea during the liberation period, was selected as the main research object. Through this, the literary embodiment of cholera quarantine that occurred during the construction of socialist democracy was analyzed in comparison with colonial and South Korean quarantine policies to review (1) the process in which the North Korean ruling power represented by the Provisional People’s Committee captured the liquidity of population and goods in response to the disasters and (2) the process in which individual subjects showed private mobility across national control for survival. The consideration of the points of conflicts and mutual penetrations created by public/private mobility is significant in that it not only captures the solidification process of the North Korean ruling order but enables the estimation of the prospect of decolonization of a new country that could only be realized in “interaction” with the public by visualizing the responses of various social groups surrounding the right of mobility. In addition, it also needs to be treated importantly in that the above consideration surrounding the responses to infectious diseases and disasters serves as an opportunity to think about individual health and survival rights raised from decolonization to contemporary times.
