20세기 초 일본 군대의 성병관리: 육군성의 화류병 분석을 중심으로 (Control of Sexually Transmitted Diseases in the Japanese Army in the Early 20th Century -Focusing on the Analysis of Venereal Disease by the Army-)

본 연구는 근대 이행기 일본에서 만연한 성병 특히 매독이 초기 군대에 어떠한 영향을 끼쳤고 정부는 이를 어떻게 관리하려 했는지를 검토했다. 메이지유신 이후에 제국의 길을 걸으면서 10년마다 전쟁을 치렀던 일본 군대에서의 성병 문제는 군사력 저하와 연관하여 심각한 수준이었다. 부국강병을 국가의 정책으로 삼고 있었던 메이지 정부는 계속되는 병사의 감소 원인을 병역 면제와 기피라고 분석했다. 그러나 실질적인 전쟁이 발발하면서 병사 인원 문제는 감염병과 병사들의 성병에서 더 크게 발생하게 되었다. 따라서 육군성은 성병의 추이를 조사하여 성병 환자가 군대에 미친 영향에 대해 성병으로 인해군복무를 할 수 없다는 점을 강조했다. 당시 육군성이 조사한 바에 따르면, 일본 육군의 성병은 병사 총수에 대해 천분율로 46.40‰를 점하고 있으며, 성병으로 인한 불합격자, 병역면제 및 제대자는 7‰에 달하고 있었다. 이에 육군성은 1908년에 응급법을 정하는 과정에서 성병을 주요감염병으로 간주하고 성병의 종류 및 감염원인과 치료과정을 정확하게 조사했다. 일본 육군성은 성병 예방을 위해사창의 이용을 엄하게 금지하여 외출제한구역을 설정하기도 했다. 이와 함께 엄격한 정신교육과 콘돔 사용 장려도 병행했다. 이러한 육군의 노력에도 불구하고 군대 내의성병 문제는 해결되지 않았으며, 육군은 이후 시베리아 출병, 만주사변 등으로 이어지는 원정 전쟁에서 위안시설을 설치하여 군인들의 성병을 관리하기에 이르렀다.

영어초록

This study examines how prevalent an effect sexually transmitted diseases in modern times had on the Japanese army and how the Japanese government tried to manage them. After the Meiji Restoration, sexually transmitted diseases in the Japanese army, which had waged war every ten years, was viewed as a serious problem in connection with the decline in military power. The Meiji government, which had pursued a national policy of being prosperous and strong, analyzed that the reason for the continued decrease in the number of soldiers who were exempted from and evaded military service. However, as war broke out, the problem of the number of soldiers became bigger in infectious diseases and sexually transmitted diseases of soldiers. Therefore, the Ministry of the Army analyzed the effects of sexually transmitted diseases on the military by investigating the trend of sexually transmitted diseases.
According to a survey conducted by the Ministry of the Army at the time, sexually transmitted diseases in the Japanese army accounted for 46.40‰ of the total number of soldiers, and the number of people exempted from military service and discharged due to sexually transmitted diseases reached 7‰. Therefore, in the process of establishing the emergency law in 1908, the Ministry of the Army considered sexually transmitted diseases as major infectious diseases and accurately investigated the types of sexually transmitted diseases, the causes of infection, and the treatment process. And the Japanese Ministry of Army strictly forbade the use of brothels to prevent sexually transmitted diseases. At the same time, strict mental training and condom use were encouraged. Despite these efforts of the army, the problem of sexually transmitted diseases in the army has not been solved. Afterwards, the Japanese Army installed comfort facilities in the expeditionary war that led to the deployment to Siberia and the Manchurian Incident to manage sexually transmitted diseases among soldiers.
