초록

이 연구는 한국 근현대사에서 ‘당혹스러운 딜레마이자 미스터리’로 회자되는 육군특별지원병제를 식민권력과 피식민 사회와의 정치적 의존관계와 상호작용을 분석하는 유효한 프리즘으로 간주해서 육군특별지원병제의 성립 경과와 실상을 식민지 정치사 문맥에서 분석하였다. 1920년대 ‘친일 정치세력’은 일제가 제공하는 합법적인 정치공간을 활용해서 국민주권론의 연장으로 ‘빵이 아닌 권리’의 참정권 청원운동을 전개했고, 1930년대 전반에는 ‘先의무･後권리’의 복선적 정략으로 국민권리에 앞서 혈세의무 이행이라는 징병제 시행을 청원하였다. 그러나 이들이 주장하는 참정권과 징병제 청원은 일본정부의 상투적인 시기상조론을 극복할 수 없었다. 그래서 ‘친일 정치세력’은 재차 우수한 자질의 조선인에 한정한 지원병제 시행을 요구했고 식민권력과 타협할 수 있었다. 1938년 2월 육군특별지원제의 성립은 ‘半島民心의 先導’에 따른 동화주의 식민통치 이데올로기의 제도적 완성을 추구하는 식민권력과 이를 징병제 시행과 연계해서 참정권 획득을 위한 정치적 포석으로 삼고자 하는 ‘친일 정치세력’과의 비대칭적인 욕망과 셈법이 교차하는 ‘정치적 공진화’를 특징으로 하였다.

영어초록

The present study attempts to reconstitute and reinterpret in the context of colonial political history the institution and practical nature of the special army volunteer system labeled as an "embarrassing dilemma and mystery" in modern Korean history. In this study, the volunteer system is regarded as an effective historical prism for analyzing the political dependence and interactions between colonial authorities and colonized communities. Korean political forces in the 1920s launched a petition campaign for political rights ("not bread") as an extension of popular sovereignty using legitimate political space provided by imperialist Japan, and in the first half of the 1930s they petitioned that a conscription system should be implemented as part of their tax liability over civil rights. However, the Korean political forces' claim to political rights and petition for the implementation of the conscription system could not get over the Japanese government's conventional argument-it's too early to do that. Accordingly, they switched to a "double-track" approach by petitioning for voluntary enlistment limited to Korean people of good quality and finally reached a political compromise with the colonial power. The adoption of the special army volunteer system in February 1938 was characterized by a relationship of political dependence between the colonial authorities pursuing the institutional completion of the colonial assimilationist ideology and the Korean political forces pursuing the acquisition of political rights and realization of national autonomy in conjunction with the implementation of the conscription system, or a political coevolution between those colonial authorities and political forces who pursued different objective functions.
