통화정책 효과의 지역별 차이: 지역 화폐공급을 중심으로 (Monetary Policy Impacts and Regional Money Supply: Regional Differences)

초록

본 연구에서는 통화정책 효과의 지역별 차이를 지역 화폐공급을 중심으로 분석하고 화폐공급이지역경제에 미치는 영향에 대해서 검증하고자 하였다. 우선 서울과 경기도를 포함한 광역시의화폐공급을 추계한 후 통화정책이 각 지역의 화폐공급에 미치는 영향을 조사하였다.
겉보기무관 회귀분석( seemingly unrelated regression)을 통한 추정결과 통화당국의 국채보유및 재할인율의 증가는 지역의 화폐공급을 각각 증가․감소시키며, 이러한 통화정책의 효과는지역별로 상이하다는 것이 확인되었다. 다음으로 지역 화폐공급이 지역의 경제성장 및 소득에미치는 영향을 분석하기 위해 동태적 지역 패널 임의효과 모형(regional dynamic panel random-effects model)과 시스템 일반화 적률법(system generalized method of moment)을 통해 추정한 결과 지역화폐공급의 증가는 지역내총생산과 지역총소득을 증진시키는 것으로 나타났다. 이러한 결과를화폐공급에 미치는 통화정책의 영향이 지역별로 상이하다는 결과와 결부해서 해석해 볼 때 이는지역경제에 미치는 통화정책의 영향 또한 상이할 수 있음을 시사하는 것이라 할 수 있다. 특히통화당국이 경기안정화를 위한 통화정책 수행 시 지역경제에 보다 효과적으로 파급될 수 있도록통화정책의 지역별 차이를 고려하여 정책적으로 보완하려는 노력을 병행하여야 할 필요가 있다는정책적 시사점을 제시한다.

영어초록

This paper examines differences in the impact of monetary policy on regional money supply, with an emphasis on the effects of money supply on regional economic development and income. To this end, the money supply (M2) in metropolitan regions is first computed, followed by a seemingly unrelated regression (SUR). With regional variations, it is found that the increase in the stock of treasury bonds expands the regional money supply, whereas the rise of the discount rate leads to the opposite effect. In particular, based on the findings, the hypothesis is tested that monetary policy via open market operations and the discount rate has homogeneous impacts on the regional money supply in all regions. The premise is rejected at a significant level of 1%, implying that there are regional disparities in the impact of monetary policy on the regional money supply.
Furthermore, to explore the impact of regional money supply on regional economic development and income, regional dynamic panel random-effects estimations with one period lagged money supply are conducted, taking into consideration that the impact of money supply on economic activities takes time. The findings reveal that regional money supply has statistically significant and positive effects on gross regional domestic product (GRDP) and gross regional income (GRI). To check the robustness of the results, regressions are rerun with the regional money supply growth rate controlled for the years of 2008 and 2009, which correspond to the global financial crisis period, and then system generalized method of moment (system GMM) estimations are performed, taking into account the potential endogeneity of regional money supply. It is found that regional money supply still promotes regional economic growth and income. This indicates that the previous results are highly robust.
These findings imply that the impact of monetary policy on regional economies may also differ by region. Therefore, in order to execute monetary policy more effectively in stabilizing regional economies, monetary authorities should adopt auxiliary policies that take regional disparities into consideration.
