장애인스포츠 실업팀 고용연계를 위한 기관별 협력 방안 (Cooperative Measures by Organizations for the Employment Connection of Buisness Sports Team for the Disabled)

초록

본 연구는 장애인스포츠 실업팀의 안정적 운영을 위해 장애인스포츠 분야와 장애인고용 분야 간 정책연계를 통한 기관별 협력 방안을 제시하는데 목적을 두고 있다. 이를 위해 관련 법․제도 검토와 장애인스포츠실업팀 운영 현황 및 장애인 고용 실태를 파악하였으며, 실증적 자료 보완을 위해 중앙일간지나 인터넷신문을 중심으로 장애선수나 장애인스포츠 실업팀 관계자의 기사인터뷰 자료를 근거로 장애인스포츠 실업팀의 효율적 운영 방향을 모색하였다. 장애인스포츠 실업팀의 효율적 운영을 위해 고용을 연계한 기관별 협력방안을 제시하기 위한 본 연구의 결론은 다음과 같다. 첫째, 장애인스포츠 실업팀이 안정적이고 체계적으로 운영되기 위해 법․제도 정비가 선행되어져야 한다. 특히 「국민체육진흥법」이나 「장애인고용촉진 및 직업재활 법」「장애인차별금지 및 권리구제 등에 대한 법률」등의 포괄적인 범위에서 장애인 체육활동을 규정하고 지원하는 것으로 명문화되어져야 하며, 실업팀을 운영하는 지자체마다 제각각인 설치기준을 마련하는 것이 필요하다. 둘째, 관련기관 간 정책연계를 통해 장애인스포츠 실업팀 창단과 운영에 필요한 재정적 어려움을 덜어주어야 한다. 이를 위해 장애인 의무고용률을 장애인스포츠 분야에 적용시켜 실업팀을 운영함으로서 선수들에게는 직업안정성을 높여 안정적 훈련환경을 제공하고, 기업은 장애인 의무고용률 달성을 통해 사회적 책임과 고용장려금 지원 및 장애인편의시설 설치지원 효과를 얻을 수 있도록 하여 실질적 팀 운영에 부담을 덜어주어야 한다. 셋째, 장애인스포츠 실업팀의 창단이나 효율적 운영을 위해 실업팀 창단 이후 각 기관별 역할과 업무를 보다 명확히 구분해야 한다. 이를 위해 장애인스포츠 부문과 장애인고용부문, 기업부문 간 협력방안을 각각 구분하고 기관별 역할 규정과 업무분장 내용 등 구체적인 협조체제를 구축하여 장애인스포츠 실업팀이 보다 활성화 될 수 있는 기본적 환경을 조성해 주어야 한다.

영어초록

The purpose of this study was to provide cooperative measures by organizations through the policy connection between sports and employment for the disabled for stable operation of Business Sports Team for the disabled(BSTD). To end this, this study analyzes the status of employment of the disabled and the problems presented in the operation of the team. Through this analysis, this study aims to present measures to promote the stable employment of the disabled at public institutions, local autonomous entity and private enterprises. Therefore this study conducted analysis to provided employment-affiliated measures through collaborative governance to present practical means for public institutions, local autonomous entities and private enterprises to overcome the difficulties and provide good environment for disabled athletes. The results are as the followings. First of all, it is necessary to reduce the burden of finance concerning foundation, operation and employment of BSTDs through affiliated poligies of relevant institutions. Operation strategies should be established to achieve effects of social responsibility and budget/convenience facilities installation support through fulfillment of obligated employment rate in public institutions, local autonomous entities and private enterprises. Through this process, the operation of BSTDs can provide athletes with stable employment and environment for training. Secondly, it is necessary to reduce the burden of finance concerning foundation, operation and employment of BSTDs through affiliated policies of relevant institutions. Operation strategies should be established to achieve effects of social responsibility and budget/convenience facilities installation support through fulfillment of obligated employment rate in public institutions, local autonomous entities and private enterprises. Through this process, the operation of BSTDs can operate the BSTDs with less burden substantially. Lastly, each organization has to be categorized specifically in its parts and tasks for effective operation after foundation of BSTDs. To encourage the BSTDs to be fostered by building a concrete cooperative-network for this basic environment such as classifying the methods of cooperation through the sectors of the sports of the disabled, the employment of the disabled and the corporation from the part of the each organization and the duty division should be activated.
