The spreading of rumors which claimed that King Jeongjo was assassinated by fatal poisoning, and the social unrest that followed the sudden death of King Jeongjo, were all part of a chain of events(incidents) fueled by the people's general distrust of the No'ron group's Byeok'pa faction at the time.
The Byeok'pa faction, in control of the government, had to neutralize the rumor of the alleged fatal poisoning of King Jeongjo, in order to stabilize their shaky power. The Indong Revolt, which refers to a raid upon the Indong administrative office (in the Gyeongsang-do province) led by a man named Jang Shi-gyeong and his followers, early in the morning on August 16th, 1800,was an incident fabricated to give the Byeok'pa faction a political cover.
The Byeok'pa faction intended to accomplish total of three political goals with this so-called Indong Revolt. They wanted to the kill the 'Jeongjo was poisoned' rumor, wished to gain a political upper hand by stabilizing the social unrest caused by Jeongjo's sudden death, and intended to stigmatize the Yeongnam (Gyeongsang-do) region as a 'province of rebellion' and label the Southerners in the region as a bunch of traitors. With the Indong raid successfully conducted, they achieved all their political aims.
After subduing the Southerners of the Yeongnam region in August, 1800, the Byeok'pa faction staged a massive political offensive against other opposition forces in December, 1800, when the national funeral for King Jeongjo was completed. The Persecution of January 1801 was a blatant example, as it was designed to purge the Southerners in the Gyeong'gi and Chungcheong-do provinces. The 'In-law' parties that dominated the government, which characterized the 19th century politics of the Joseon dynasty, was starting to form in the shape of a reign of terror spearheaded by Queen Jeongsun and the No'ron Byeok'pa faction.
