초록

The purpose of this study is to describe the reforms and national modernization attempts, which were pushing by the Russian government in the late 19th century, and to reveal the achievements and limitations of these policies by using the reports written by diplomatic missions dispatched from Korea and Japan.
In the 19th century the degree of modernization of the Russian Empire was the lowest in Europe. At this time socio-economic and cultural gap between Russia and the West was gradually increased, and discontent among the people was growing. After the Russia was defeated in the Crimean War the imperial government was aware of the backwardness of country, and thus embarked on overall national reforms. In just this period the two Missions dispatched from Japan and Korea were to visit St. Petersburg.
The backgrounds Iwakura Mission and Min Yeong-hwan Mission visited to Russia were different from each other. In 1873, when Alexander II's reforms were going on, Iwakura Mission visited the St. Petersburg, and focused on observing and evaluating the achievements of modern Russia. In contrast, Min Yeong-hwan Mission, that visited this city in 1896, did not give up a political purpose, which was out of the influence of Japan through the support of Russia.
The two delegations were differently evaluated modernity of Russia. According to estimate of the Iwakura Mission, during the mid-19th century the modernization in Imperial Russia was in progress, but its level was not so high. In contrast, for Min Yeong-hwan and Kim Deuk-ryeon Russia was one of the European Powers, and had the vast territory in Europe and Asia. However, Yun Chi-ho had a different opinion. In his view, Imperial Russia was still lack of many things compared to the United States and other European Powers, and the country was still needed help from outside for the duration of modernization.
Finally, we are able to reach the following conclusions. First, in the second half of the 19th century Imperial Russia's efforts towards modernization were in progress, but its levels were not too high. Second, the assessment of the Imperial Russia appearing in the official records of the two missions is different. However, this was not due to bias or diplomatic purposes. Rather, the evaluator's experience and knowledge of the external world functioned significantly.
