초록

북송대 소위 3용의 폐단은 국초이래 지속된 관료증가와 함께 중앙에서 지방관부에 이르는 대소 관료들의 탐오(貪汚)와 부패는 정치경제질서를 크게 약화시켰다. 또한 과도하게 이루어진 정치, 경제, 군사의 중앙집권화로 형성된 적빈적약(積貧積弱)의 국면을 출현하였다. 그리고 통치계급의 정치력 부재와 정형화되지 않았던 관료제도와 퇴직 년한이 정해지지 않았던 용병제도의 실시는 군대편제와 병사는 증가되었으나 오히려 전투력의 약화와 군기강을 크게 무너뜨렸다.
이러한 북송 정치상황에서 인종시기 범중엄은 현실정치에 대한 사대부계층의 각성과 책임론을 제창하며 건국이래 누적된 폐단에 대해 부필, 호원(胡瑗) 등과 함께 개혁을 제창하고 이른바 경력(慶曆)신정을 추진하였다. 그는 흥학교와 교육실천을 통해 관료계층의 소질과 정부행정의 효율성을 제고하는 이치법 개혁이 기반이 된 정치개혁운동을 전개하였다.
경력신정은 비록 1년여라는 짧은 기간 밖에 실시되지 못해 실제 큰 효과를 가져 오지는 못했지만 북송중기 이후 정국에 커다란 영향을 주어 사대부계층을 중심으로 황권강화와 정치적 안정을 추진하는 학풍의 개선과 발전에 중요한 요인이 되었다. 이러한 사풍(士風)과 정치풍조는 신종년간(神宗1048-1085년, 1067-1085년 재위) 왕안석(王安石, 1021-1086년)에 의해 진행된 회령변법에 상당부분 영향을 주었다.
범중엄 등이 제창한 이치법 개혁은 경력신정의 중요한 내용으로 관원의 교육양성과 선발, 임용과 고핵(考覈) 그리고 승진과 퇴출을 포함하는 관리에 대한 관리(管理)제도에 대한 개혁이다. 그는 현실정치에 필요한 경세사상을 지닌 인재를 중시하고 덕과 재능 그리고 청렴(淸廉)이 관리선발의 표준이었다. 또한 그는 지방의 기층관원이 친민(親民)이라는 점에서 중요성을 크게 인식하였다. 지방장관은 일반백성이 국가 정치와 가장 처음 직접적으로 체험하게 되는 대상이기 때문에 그 관원의 자질과 청렴함을 제고하는 것을 중요하게 여겼다. 이것은 오늘날 적극적으로 귀감으로 삼아야 할 의미 있는 부분이다.
인종 경력3년(1043년) 범중엄이 서하와 전쟁에서 큰 공을 세우면서 참지정사에 발탁하면서 그의 경세관을 현실정치에 실현하게 되었다. 그해 범중엄은경력신정(新政)의 핵심강령인「答手詔條陳十事」를 상소하였다. 그 중요 내용이 개혁과정에서 추진하였던 명출척(明黜陟), 억요행(抑僥倖), 정공거(精貢擧), 택장관(擇長官) 등 개혁안으로 관료사대부계층에 대해 교육, 임용, 감찰, 인사고과, 승천(升遷)의 방법의 개혁을 통해 관료제도를 개혁하자는 이른바 이치(吏治)개혁을 주장하였다. 특히 그는 기구조직과 관리 인원의 감축을 통해 용관을 감소하고, 현능한 사람을 등용하여 관원들의 소양을 제고하고 행정의 효율성을 높여 국내외적인 누적된 폐단과 어려움을 극복하자고 하였다.
그러나 인종황제는 빠른 성과를 바랬으며 국가의 미래에 대한 바램도 많이 가지고 있어서 불리한 현실 상황에도 불구하고 충분한 준비도 없이 성급하게 개혁을 추진하였으며 큰 성과를 얻고자 하였다. 이에 범중엄은 원래 계획하였던 개혁 절차가 완전히 전개되지 못하고 체계적인 개혁 방법과 과정도 지키지 못하였다. 그리하여 경력 개혁은 실패를 피할 수 없었다.

영어초록

The Three Rong Problems(三冗), which are the abbreviations of redundancies in the department of national bureaucracy(冗官), defence(冗兵) and public economy(冗費) in the Early age of Song Dynasty. For more explanation, the excessive growth of bureaucracy system, the corruption existed in central and local governments, the doubtable combat capacity of military forces caused these Problems and since all of these departments were structurally combined with the national finance, so no doubt that the finance system collapsed as well. The whole public economy went into chaos and the empire, once was glorious and splendid, in the era of Ren Zong emperor(宋仁宗), after 50 years since the death of its founders, came to be poor and weak, standing in front of the Northern nomad countries, lonely and helpless. The unreliable infantry would hardly survive in the battles with the horrible nomad cavalrymen. Objectively speaking the over-centralized administration system, financial system and national defence system should be thought as the inner reasons to the Three Rong Problems, which were created by the founder of this country after his got his crown.
The era of Ren Zong emperor(1022-1063) was a beginning of a tough age to Song Dynasty. The Three Rong Problems have never been solved yet, and the state of war with Xia(西夏) and the quasi-state of war with Liao(遼) hit the empire form its north-west boundary and put this country in a harms way. Changes must be called and reformations must be taken to save the people living in this place and the person living in his palace.
Mr. Fan Zhongyan(范仲淹), a typical patriot, with his brilliant acknowledge and rich political experience in central and local governments, engaged the situation to make some difference. He was appointed to be Prime Minster(參知政事) by the Ren Zong emperor as the reward of his contribution during the war in 1043. And definitely, the young dominator believed that the future of his county could be relighted according to Fan's plan, which was also a dream of Ren Zong himself, to rebuilt the state, reinforce the crown and recall the glorious.
In September of 1043, the construction started. Due to Fan's plan, which was stated in his memorials to the emperor, the reformation of governor and officer system was the main point and direction of this project. By changing the old promotion and retirement system, adjustment of Imperial examination system and reconstruction of national and local education system, the goal of the reformation could be achieved according the Fan and his supporter's thought.
However, the reformation didn't even last for one year, and generally speaking, nothing was changed, either. Some of new ideals were abolished immediately after Fan lost his position in the cental government by the hands of anti-Fans' group. Ren Zong emperor, the passionate dominator finally lost his patience and signed on Fan's resignation. Accurately speaking, the failure of this reformation should also blamed on Ren Zong because of his over-passion and over-reaction, which make the plan out of Fan's control from its very beginning and lead the road into a dead end.
