금산 백령성의 축조와 운영 주체 (The Construction and Management of Baekryeong Fortress in Geumsan)

초록

금산 백령성은 간지명 인명와를 통해 축조 및 운영 시기를 비교적 분명하게 비정할 수 있으며, 지역명과 기와의 제작에 관한 명문을 통해 기와의 제작과 공급 관계를 일부나마 파악할 수 있다는 점에서 학술적 가치가 매우 높다.
백령성에서 출토된 인명와의 간지명 ‘丙辰’․‘丁巳’․‘戊午’는 사비기의 정국상황으로 볼 때 위덕왕 43․44․45년 즉, 596․597․598년에 해당될 가능성이 높다. 다만 산성의 체성부는 내부의 시설물과 축조 시기가 다를 수 있다. 금산일대에 신라의 압박이 강하게 미쳤던 시기는 관산성 패전 이후이고, 위덕왕 26년에 웅현성과 송술성이 축조되었다. 백령성은 관산성전투에서 패배한 이후부터 웅현성과 송술성이 축조되는 위덕왕 26년(579)을 전후한 시점에 축조되었을 가능성이 높고, 위덕왕 말기에 수축된 것으로 볼 수 있다.
백령성의 운영 주체 문제는 산성이 위치한 행정구역과 축성을 위한 力役, 그리고 防戍를 위한 軍役 동원체계를 통해 파악해 볼 수 있다. 백제에서 축성사업은 ‘城’단위를 뛰어넘는 ‘郡’단위 정도에서 관리되었다는 점, 지리적인 접근성과 인명와에서 확인되는 ‘栗峴’의 지명 등으로 볼 때 백령성은 중앙의 관리 하에 진잉을군에 편제된 백성들을 동원하여 축조하였을 것으로 파악된다.
백제의 군사체계는 지방 행정구역과 지방관을 중심으로 조직되어 있었지만 사비기 금산지역은 신라와의 접경지대로 군사운용체계가 정상적으로 작동하기 어려웠을 것이다. 반면에 백령성은 황등야산군의 영현의 치소성으로 비정되는 진산성, 흑석동산성과 동일한 시기에 정비된 사실이 확인된다는 점에서 군사적인 측면에서 오히려 동방 소속인 황등야산군의 지휘체계에 편제되어 있었을 가능성이 높다고 판단된다. 그렇다면 백령성에 진수하였던 군사도 황등야산군 소속의 병력으로 동방령의 휘하에 편제된 상비군일 가능성이 높고, 지휘관도 동방령의 지휘체계에 소속되었을 것이다.

영어초록

The Baekryeong Fortress in Geumsan can be relatively clearly dated in terms of its construction and management periods through the inscriptions on the ceramic roof tiles. Additionally, the scholarly value of this site is significantly enhanced by the inscriptions related to the regional names and the production of tiles, which provide insights into the tile manufacturing and supply relationships.
The inscriptions found on the ceramic roof tiles from the Baekryeong Fortress, namely ‘Bingchen’, ‘Dingsi’, and ‘Wuwu’, suggest a high likelihood of corresponding to the years 596, 597, and 598, specifically during the 43rd, 44th, and 45th years of King Wideok's reign, based on a comparative analysis with the political circumstances of the Sabi period. However, it is possible that the structural components of the fortress were constructed earlier than the internal facilities. The period when Silla exerted significant pressure on the Geumsan area followed the defeat at Gwanseong. In the 26th year of King Wideok's reign, Unghyeonseong and Songsulseong were constructed in the direction of Chupungnyeongro.
Therefore, it is likely that the Baekryeong Fortress was built around the time of the defeat at the Battle of Gwanseong and the subsequent constructions of Unghyeonseong and Songsulseong, around 579 (the 26th year of King Wideok's reign), and it can be inferred that it contracted at the end of King Wideok’s reign.
The issue of management regarding the Baekryeong Fortress can be examined through the administrative district in which the fortress is located and the mobilization system for its construction. It is noted that in Baekje, construction projects were managed at a ‘military’ level that transcended the individual fortress units. Given its geographical accessibility, it can be inferred that the Baekryeong Fortress was constructed by mobilizing the local population arranged in the Jiningeul-gun unit county region. organized under the administration of the central government.
Although Baekje's military system was organized around local administrative districts and governors, the Geumsan area during the Sabi period formed a border zone with Silla, which likely hindered the normal operation of the military mobilization system. In contrast, it has been confirmed that the Baekryeong Fortress was fortified at the same time as Jinsanseong and Heukseokdongsanseong, which were part of the Huangdeung Yasan-gun. This suggests that, from a military perspective, it was likely integrated into the command system of the Huangdeung Yasan-gun, which belonged to the Eastern Region.
Therefore, it is highly probable that the troops stationed at Baekryeong Fortress were part of the standing army affiliated with Huangdeung Yasan-gun and organized under the command structure of the Eastern Region, indicating that the commander was also likely integrated into the command system of the Eastern Region.
