초록

660년 의자왕이 소정방에게 항복하면서 백제는 멸망했으나 이후 각지에서 부흥운동이 일어났다. 663년 당-신라연합군이 백강구전투에서 백제-왜 연합군에게 크게 승리하면서 부흥운동이 진압되었고, 당은 1도독부(웅진도독부)-7주-51현의 행정구역을 정비하고 백제고토에 대한 지배권을 확보하였다. 그 과정에서 신라와 웅진도독부 간 영역 경계를 설정하기 위해서 양자 간 2차례에 걸쳐 맹약이 맺어졌다. 이때 웅진도독부의 대표로 참석한 인물이 부여융이다. 부여융은 취리산 회맹 시 작성된 맹약문에서 웅진도독의 직함을 가지고 있었다. 그러나 그 행적이나 활동은 문헌이나 금석문 속에서 단편적으로만 확인된다. 본고에서는 한·중·일 사료를 검토하고 비교분석하여 부여융의 행적을 복원하고, 이를 바탕으로 웅진도독부에서의 부여융의 역할을 살펴보았다.부여융은 660년 의자왕과 함께 낙양으로 압송되었다가 663년 백제부흥운동을 진압하기 위해 파견된 당의 지원군에 포함되어 백제고토로 돌아갔다. 임존성 함락 후 손인사, 흑치상지 등과 함께 당으로 돌아갔다가, 664년 2월 웅령에서의 맹약에 참석하기 위해 바로 돌아왔다. 665년 8월 취리산 회맹에 참여하기 전까지 그의 행적은 불분명하나, 『구당서』 기록에 따르면 백제고토에 계속 머무르고 있었을 가능성도 있다. 부여융은 취리산 회맹 후 고종의 태산 봉선에 참여하기 위해 당으로 갔는데, 이후 다시 백제고토로 돌아온 기록은 확인되지 않는다. 다만 유인원, 유인궤 등이 백제고토를 떠난 상황에서 웅진도독부를 유지하는 것을 우려하여 당으로 갔다는 기록으로 미루어보아 666년에 백제고토로 돌아왔다가 668년에 당의 고구려 정벌이 완료되고 유진당군이 철수했을 때 부여융도 당으로 갔을 것으로 추정된다.
이처럼 부여융은 백제고토에 오래 머무르지 않고 당을 자주 왕래하였으며, 정식으로 웅진도독에 제수된 후에도 고종의 태산 봉선에 참여하는 등 웅진도독부를 장기간 떠나있기도 하였다. 백제유민 묘지나 문헌 사료에서 흑치상지나 예식진, 예군 등 백제 유민 중 웅진도독부의 관리로 임용되었던 인물들이 확인되기는 하지만, 실제 백제고토에서 웅진도독부가 운영되던 663~672년 사이에 활동했던 것으로 보기 어려운 경우들이 많았으며 오히려 유인원이나 당과의 연관관계가 확인되기도 하였다. 따라서 663년 이후부여융의 활동으로 보아 웅진도독부에서 주도적인 활동을 했다고 보기 어려우며, 웅진도독부의 운영은 유인원, 유인궤 등 당인 장군들에 의해서 이루어졌다고 생각된다.

영어초록

The Baekje dynasty fell in 660 when King Euija-wang surrendered to SoJeong-bang, but later, movements to resurrect the dynasty occurred andcontinued. In 663, however, the Dang-Shilla allied forces hugely defeated theBaekje and Japanese forces at the Baekgang’gu battle, effectively subduing theresurrection movement. The Dang dynasty established one Dodok-buunit(Ungjin), 7 Ju units and 51 Hyeon units in the old Baekje territory, tosecure a powerful control over the region. In the process, two pacts weresigned between Dang and Shilla in order to establish a borderline betweenShilla and the Ungjin Dodok-bu territory. The representative of the UngjinDodok-bu unit at the time was Buyeo Yung, who occupied the title of ‘UngjinDodok’ according to the document which was supposedly signed at the Mt.
Chwiri gathering. But other than that, his past actions and activities at this timeare only scarcely spotted in written records or epitaphs. So, attempted in thisarticle is to reconstruct his activities by cross-referencing not only Korean butalso Chinese and Japanese records, and determine Buyeo Yung’s actual role inthe operations of the Ungjin Dodok-bu unit.
In 660, he was relocated to Nagyang alongside King Euija-wang, andreturned to the Baekje land in 663 as part of the Dang army which wasdispatched to crush the Baekje resurrection movement. After the Imjon-seongfortress fell, he returned to Dang with Son In-sa and Heukchi Sangji, yetreturned to Baekje in February of 664 in order to participate in the signing atWung-ryeong. His actions leading up to August 665 -when he is known tohave joined the Mt. Chwiri gathering- is still unclear, but according to 『Gudangseo』 it is possible he was still staying in the late Baekje territory at thetime. After the Mt. Chwiri gathering he returned to Dang to join EmperorGojong’s Taesan visit, and there is no record showing that he ever returned toBaekje again. But there is another record that says ‘...with Yu In-weon and YuIn-gwe out of the Baekje territory, he[Buyeo Yung] was frustrated at theprospect of not being able to aptly run Ungjin Dodok-bu, so he returned to Dang...’, which suggests a possibility that he did return to Baekje in 666 butleft again heading for Dang in 668, when Dang’s campaign against theGoguryeo forces was completed and Dang troops pulled out of the area.
As we can see, Buyeo Yung did not remain in the late Baekje territory forlong, and went back and forth between the peninsula and China. Even afterbeing officially appointed to the Ungjin Dodok seat he stayed away from it fora long time for reasons like attending Dang Gojong’s travel to Taesan.
According to tomb epitaphs of Baekje refugees or other written records, thereare references to figures like Heukchi Sangji, Ye Shik-jin and Ye Gun, whowere all supposedly appointed to the Ungjin Dodok-bu office as Baekjerefugees, but it does seem unlikely that they would have served such functionbetween 663 and 672, during which Ungjin Dodok-bu functioned in the lateBaekje territory. Rather than them, Yu In-weon or other Dang figures mighthave served the office. Considering Buyeo Yung’s actions since 663, it does notseem that he was the main figure in Ungjin Dodok-bu, and the unit wouldhave indeed been run by Dang commanders such as Yu In-weon and YuIn-gwe.
