이민정책･행정 관련 공무원의 전문성 제고를 위한 대학교육 연계 방안: 교정직, 사회복지직과의 비교를 중심으로 (A Study on the Connection with University Education to Enhance the Professionalism of Immigration Policy Administration Public Officials: A Comparative Study With Correctional and Social Welfare Offic)

초록

본 연구의 목적은 이민정책･행정 공무원의 전문성 제고를 위한 대학교육과의 연계 방안을 모색하는 데 있다. 정부 부처들은 소속 공무원의 전문성과 관련된 고유한 학문 기반을 구축하고, 인적자원개발에 주력하면서 임용시험에 전문과목을 편재하는 등의 노력을 기울이고 있다. 한국도 글로벌화로 인해 이민정책･행정 공무원의 직무영역이 다양해짐에 따라 전문성 제고에 대한 사회적 요구도 더욱 커지고 있다. 그러나 출입국관리직 공무원 전문성 제고는 대학교육과 연계되지 않고 있으며, 따라서 임용시험에 전문교과목이 편재되지 못하고 있다. 본 연구는 이러한 문제인식에서 교정직, 사회복지직과의 비교분석을 통해 문제해결을 위한 정책대안을 도출하여 다음과 같이 제시하였다.
첫째, 대학에 이민 관련학과를 개설하고 다양한 진로를 개발하여야 한다. 이민정책학과, 이민행정학과 또는 융합(전공)학과 등을 개설하고, 이민정책･행정 관련 다양한 직업영역과 진로를 개발함으로써 이민 관련 종합전문가 양성을 목표로 하여야 한다. 둘째, 출입국관리직 공무원 임용시험의 전문과목을 개편하여야 한다. 대학교육과 연계된 전문과목을 임용시험의 필수과목에 편재하여 전문성이 갖추어진 공무원을 선발하여야 한다. 셋째, 자격증과 채용제도를 연계하여야 한다. 이민행정 수행에 전문성을 갖춘 지방직 공무원을 선발하기 위해서는 대학교육과 연계된 전문자격증 소지자를 의무 채용하는 방안이 요구된다. 넷째, 이민 관련 교과가 개발되어야 한다. 관련 교과는 행정･정책이론을 기반으로 다양한 분야의 통합된 지식과 연계함으로써 포괄적 시각을 갖추는 데 도움이 되어야 한다. 다섯째, 교과서(수험서 포함)가 저술되어야 한다. 전문교과목을 학습하고 전문성을 갖춘 인재가 임용되려면 관련 교과서와 강의교재들이 출시되어야 하고 그에 따른 출제위원이 확보되어야 한다. 여섯째, 입직 후 교육훈련과 대학교육의 연계성이 확보되어야 한다. 입직 이전에 대학교육에서 충분한 학습과 전문성 함양이 이루어져 입직 후 전문성이 최대한 발휘될 수 있도록 제도화하는 노력이 필요하다.

영어초록

The purpose of this study is to explore ways to make a connection with university education to enhance the professionalism of immigration policy and administrative officials. Government ministries are making efforts to establish a unique academic foundation related to the professionalism of their public servants, and to compile specialized subjects in employment test while focusing on human resources development. As Korea has become more diverse in the field of work for immigration policy and administration officials due to globalization, social demands for enhancing professionalism are also growing. However, enhancing the expertise of immigration officials has no connection with university education, and therefore, specialized subjects are not compiled for the employment tests. This study found policy alternatives for problem resolution through comparative analysis with correctional staff and social welfare staff and presented as follows.
First, the university should open an immigration major and develop various career paths. The goal should be to foster comprehensive experts on immigration by opening an immigration policy major, an immigration administration major, or a convergence major, and developing various career areas and paths related to immigration policy and administration. Second, the specialized subjects of the employment test for immigration officials should be reorganized. Specialties related to university education should be included in the compulsory subjects of the employment examination to select the specialized public officials. Third, the license and the recruitment system should be linked. In order to select local government officials with expertise in carrying out immigration administration, it is required to hire those with professional certificates linked to university education. Fourth, immigration-related subjects should be developed. The relevant teaching departments should help to have a comprehensive perspective by linking them with integrated knowledge in various fields based on administrative and policy theories. Fifth, specialized lecture materials including textbooks must be written. To hire experts who studied specialized subjects, related textbooks and lecture materials must be published and the test organizers must be secured. Sixth, the link between education training in practical affairs and university education should be secured. Efforts should be made to institutionalize sufficient learning and professional development in college education so that professionalism can be exercised to the fullest extent after starting a career.
