초록

현대사회는 세계화의 흐름 속에 각 지역 고유의 문화를 세계에 알려 지역 활성화에 힘쓰고 있다. 이러한 상황 속에서 지역 문화를 보존하는 한편 활성화시키기 위해서는 지역민들과 관(官)의 협력이 필요하다. 최근 들어 지역 발전을 모색하기 위한 방안의 하나로 지속가능발전과 공공-민간의 협력이 중요시되고 있다. 문화유산 분야의 발전은 경제, 사회 및 환경 분야 등 외부 요인의 영향에서 분리될 수 없다. 이러한 변화는 문화유산에 관한 관점이 확대되었다는 사실을 반영한다. 또한 문화유산은 이제 개발, 문화다양성 및 지속가능한 공동체와 같은 분야에 긍정적인 기여를 할 것으로 기대되고 있으며, 이는 문화유산과 사회 사이의 이러한 상호의존성에 대한 인정은 문화유산이 보다 적극적인 역할을 할 것임을 의미한다.
본 연구는 문화유산과 지역사회 간의 상호 의존관계를 향상시키는 관리 및 보존 방법을 보여주는 이탈리아 헤르쿨라네움(Herculaneum)의 헤르쿨라네움 보존 프로젝트(Herculaneum Conservation Project)를 비롯해 지속가능한 지역 문화유산과 민속자원을 보존하고 활용한 사례를 살펴보았다. 이 지역은 고대 로마 도시인 헤르쿨라네움이 현대 도시 에르콜라노(Ercolano)에 문화유산의 혜택을 확보할 수 있도록 한 시스템과 이해관계자들의 참여 확대를 위한 노력을 보여준다.
헤르쿨라네움은 지역정체성 확립과 경제적 부가가치 창출이라는 과제를 해결하는 접근법 모색하고 지역민, 유관기관 등과 해당 지자체와의 유기적 협력을 실천하고 있다. 이는 문화유산 관리 시스템과 보다 폭넓은 맥락 간의 참여 형태를 장려함으로써 상호 이익이 나타나고 결과는 시간이 지남에 따라 더욱 지속될 수 있다는 것을 의미한다. 이 사례를 통해 유․무형의 문화유산의 전승과 보존․활용이 지속가능할 때 지역이 지닌 고유의 가치, 생활, 삶에 대한 의미를 새롭게 발견하고 이해하는 기회를 갖고자 한다.
이제 문화유산은 기존의 역사적․사회적ㆍ경제적 가치는 물론 그 지역 사람들의 정서적 가치까지 담고 있는 지역 발전의 중요한 요소로서 작용하게 되었다. 지속가능한 문화유산의 보존을 위해서는 사회구성원들의 생활을 함께 고려해야 한다. 그리고 그 사회구성원들이 주체적으로 문화유산을 보존할 때 문화유산이 모두 지켜질 수 있다. 더불어 문화유산 관련 사업은 지속적인 정책 시행을 위한 지역 내재적 발전이 필요한 사업이기 때문에 각 지역의 민간조직 등 지역민들의 공감대를 얻는 것이 필수적이다. 이러한 점들 염두에 두고 유․무형의 문화유산을 활용한다면 좀 더 지속적이고 효율적인 문화유산 보존정책을 실현할 수 있을 것이다.

영어초록

Modern society is striving to revitalize the region by introducing the culture of each region to the world in the flow of globalization. In this regard, close cooperation from local residents are needed to safeguard and revitalize the local culture. As one of the method to seek regional development in recent years sustainable development and public-private cooperation became critical. And the development of the cultural heritage sector cannot be separated from the influence of external factors such as economic, social and environmental sectors. This change also reflects the expanded view of cultural heritage. In addition, cultural heritage is now expected to make positive contributions to areas such as development, cultural diversity and sustainable communities, which acknowledges that cultural heritage will play a more active role in recognizing this interdependence between cultural heritage and society. it means.
This study is based on the Herculaneum Conservation Project of Herculaneum, Italy, which demonstrates how to manage and preserve cultural heritage and interdependence between communities. We looked at an example. The region shows the system and stakeholder efforts that helped the ancient Roman city of Herculaneum to benefit from the heritage of the modern city of Ercolano.
Herculaneum seeks an approach that addresses the challenges of establishing local identity and creating economic added value, and is practicing organic cooperation with local governments, relevant agencies, and local governments. This means that by encouraging a form of participation between the heritage management system and the broader context, mutual benefits are created and the results can be sustained over time. In this case, I would like to have a chance to discover and understand the meaning of local values, life and life when the transmission, preservation and utilization of tangible and intangible cultural heritage are sustainable.
Cultural heritage now serves as an important element of regional development that includes the historical, social and economic values ​​as well as the emotional values ​​of the people of the region. The preservation of sustainable cultural heritage should take into account the lives of members of society. And all cultural heritage can be preserved when the members of the society preserving it. In addition, cultural heritage-related projects require local development for continuous policy implementation, so it is essential to gain consensus among local people, including private organizations in each region. With these points in mind, the use of tangible and intangible cultural heritage will enable more sustainable and efficient cultural heritage preservation policies.
