초록

코민테른의 12월 테제가 만주 한인 사회주의자들에게 전달된 1929년, 북만지역의 화요파는 장쉐량 군벌과 소련의 갈등에 대해서 소련의 지지 및 옹호를 주장, 제국주의 세력과 소련의 충돌 가능성이 큰 지역을 만주로 보았다. 이러한 인식은 1930년까지 이어졌다.
그런데 1930년 북만 화요파의 정세 인식에는 중국공산당과의 합동 문제에 대한 태도에서 변화가 발생하였다. 화요파의 고려공청 만주총국이 발표한 1929년 8월의 선언서에서는 등장하지 않던 중국공산당과의 합동 또는 중국혁명에 관한 내용은 1930년 재만조선인반제동맹의 선언‧강령에서 나타나고 있다. 이것은 1929년 하반기부터 시작된 한인 사회주의 세력과 만주성위와의 접촉에서 일정 부분 합의가 있었음을 보여준다. 특히 재만조선인반제동맹은 1930년 중국공산당과의 합동 문제에 대해 화요파 간부들이 가지고 있던 ‘단체 본위’ 방식을 보여주는 사례다. 이들의 접근 방식은 북만과 동만에서의 조선공산당 조직상황에 따른 중국공산당 측의 접근 방향의 차이와 함께 당시 화요파를 이끌던 간부들의 유호동맹과 같은 상해에서의 경험에서 비롯되었다고 할 수 있다.
재만조선인반제동맹은 1930년 1월 조직된 이래 3‧1 기념일을 이용하여 대중을 동원한 시위 활동을 전개하였다. 당시 간부들은 재만 한인 학교에 배치되어 맹원의 모집, 청년 교육 활동을 전개하였다. 이들의 활동 중 가장 주목할 만한 사건은 1930년 5월 1일 메이데이를 이용한 하얼빈 일본 총영사관 습격 사건이라고 할 수 있다. 이 사건은 만주성위의 ‘5‧1공작’과 연계되어 추진되었으며, 만주성위가 추진한 ‘5‧1공작’ 전반의 부진함과 인원동원의 실패에도 불구하고 일정 부분 성과를 올렸다. 또한 하얼빈 일본영사관 습격의 전후 과정에서 중국공산당과 협력관계를 구축하였다.
그러나 1930년 7월 이후 중국공산당 중앙과 만주성위에서는 재만 한인 사회주의자들에 대한 태도를 ‘개인 본위’ 가입으로 정하였다. 이전까지 재만 화요파들이 지향했던 ‘단체 본위’의 합동은 부정되었다. 이에 따라 재만 한인 사회주의자들은 재건 운동을 계속하거나, 중국공산당에 가입하여 활동하게 되었다. 이후 1930년 말, 1931년 초에는 재만조선인반제동맹은 더 이상 별개의 단체로 존재하지는 않고 중국공산당의 지휘를 받게 된 것으로 보인다.
재만조선인반제동맹의 활동은 재만 한인 사회주의자 특히 북만에서 활동한 화요파들의 현실 인식과 더불어 중국공산당과의 연계 활동을 보여준다. 이들의 선언, 강령, 활동은 북만주로 파견된 화요파 간부들의 상해에서의 경험이 반영됨과 동시에 만주성위가 당시 추진했던 정책에도 일정 부분 영향을 받았던 것으로 보인다. 따라서 재만조선인반제동맹의 조직과정과 활동을 통해 1930년 당시 재만 한인 사회주의자들의 변화 양상을 보여주는 사례의 하나라고 평가할 수 있을 것이다. 즉 중국 공산당과의 합동문제에 대해 맹목적 순응에 그치는 것이 아니라 ‘단체본위’라는 나름의 방향성을 가진 합동을 추진하고자 했던 재만조선인반제동맹의 방향성을 읽을 수 있다.

1929, when the Comintern December These was delivered to Hwayo faction in northern Manchuria, they insisted on defending and supporting the Soviet union against the conflict between Zhangxueliang(张学良) who is warlord ruled the Manchuria and Soviet union. And they thought of the Manchuria as region most likely to clash with imperialists and the Soviet union. This idea continued until 1930.
By the way, the Hwayo faction in northern Manchuria’s attitude toward the coalescence changed. The declaration when the Manchuria administration of Koryeo Communist youth Party which is leaded by Hwayo faction announced didn’t contain about the issue on coalescence with Communist Party of China(CPC) and the revolution in China. However the code of conduct and declaration when the Korean Anti-Japanese imperialism League in Manchuria(KALM) which is established by Hwayo faction in northern Manchuria announced contained the attitude toward the issue on coalescence with CPC and the revolution in China. This change means that some agreement was reached in contact between korean communist in Manchuria and the CPC’s Manchuria Province Committee. Especially KALM is a case of leadership of the Hwayo faction’s attitute about coalescence toward coalescence with CPC in Manchuria that based on group. This attitude was originated from differences in the approch of the CPC according to the organizational situation in northern Manchuria and eastern Manchuria. Also it originated from the experience in Shanghai by the leaders who led the KALM in 1930.
Since January 1930, KALM staged a mass demonstration on the March 1st movement day. And KALM’s executives were assigned to korean schools to recruit new subscribers, and they did the youth education activities. Among their activities in 1930, incident of attacking the consulate of Japan in Harbin on the may 1st 1930 is the most notable event. This incident was promoted in conjunction with the CPC’s Manchuria Province Committee’s “Mayday” maneuvering. Although the “Mayday” maneuvering failed to produce results and faild to mobilize personnel, KALM’s incident of attacking consulate of Japan in Harbin succeeded to produce some results. And also KALM established a cooperative relationship with CPC and showed the use of the cooperative relationship.
After July 1930, the central committee of CPC and CPC’s Manchuria Province Committee decided that the korean communists in China must join the CPC individually. So, the joint method based on group that pursued by the korean communist was denied. As a result, korean communists individually joind the CPC or they had to continue their reconstruction campaign. From the late 1930 to the early 1931 the KALM was no longer a seprate organization, but a group under the leadership of the CPC.
Organization and the activity of KALM is an example of the korean communists’ recognition of the situation (ecspecially communists in northern Manchuria) and its linkage activities with the CPC. Their declaration and the code of conduct reflected the experience of executices dispatche to Manchuria in Shanghai, and at the same time, some of the politics promted by the CPC’s Manchuria Province committee. at the time were also reflected. Therefore, the organization and activities of the KALM can be evaluated as an exemple of the changes of the korean communist in 1930. In other words, it was not only a blind conformity to the cooperation with CPC, but it was intened to carry out its direction and promote cooperative activities.
