반민주평화론과 북한 개혁․개방 촉진에 대한 연구 (Anti-democratic peace theory and reform and opening of North Korea : a proposal for the Korean economic community and the peaceful unification)

초록

2011년 6월 8일 황금평과 다음날 나진선봉 경제특구 개발 착공식이 있었다. 그동안 우리가 북한에게 요구한 개혁․개방의 열매의 일부가 고스란히 중국에 넘어 가고 있음을 의미한다. 남북한은 현재 냉기류가 흐르고 있다. 2008년 박왕자 사건과 2010년 천안함 연평도 포격이후 냉기류는 더욱더 강해져 있어 그동안 북한이 남한에게 개방한 금강산관광지구가 위협받고 있으며, 개성공업지구는 정체되어 있다. 북한을 지금처럼 계속 몰아붙이면 북한이 갈 수 있는 곳은 중국밖에 없다. 이는 한민족의 경제공동체 건설과 평화통일을 위해 바람직하지 않다. 또한 북한이 개혁개방의 속도를 내는데 장애요소로 작용할 것이다. 그리고 한반도는 전쟁의 위협에서 벗어나기 쉽지 않다. 또한 대륙진출 없이 미국 리먼브라더스 사태로 야기된 경제침체 회복을 위해서도 바람직하지 않다. 북한은 농촌에서 1978년 중국이 보여주었던 개혁의 바람이 일고 있다. 그리고 도시의 공장, 기업소, 연합기업소 등에서 나타나고 있는 계획의 일원성과 세부화가 완화되고 독립채산제가 정착되어 기업 운영의 자율성과 분권화가 확대되고 있으며, 자본주의에서 나타나고 있는 성과급제도가 확대되고 있다. 또한 우리가 바란만큼 북한의 개혁개방은 되어 있지 않지만 북한의 개혁개방은 시대적 조류이다. 이러한 상황을 이용하여 한민족의 미래와 비전을 위해 분단 66년 본의 아니게 해양시대를 살고 있지만 잃어버린 대륙시대를 열어야만이 우리의 미래가 있다. 이제는 남북간에 냉기류를 해소하고 대북정책을 고려해야 할 시기에 와 있다. 그러나 현재 민주평화론에 입각하여 북한의 민주화와 인권 개선을 요구하는 압박정책이 남북교류와 한반도의 평화와 안정을 증진시키는데 오히려 부작용을 낳고 있다. 그래서 반민주평화론에 입각하여 우리는 북한의 정권안정과 체제불안을 해소시키는 역할을 하여야 북한의 개혁․개방을 확대시키고 오히려 인권 개선과 한민족의 경제공동체 건설과 평화통일의 기반을 조성할 수 있다. 북한은 이미 제한적인 개방에 들어섰다. 북한이 개방에 들어섰다고 자연스럽게 우리에게 이득이 되는 상황이 아니다. 지금과 같은 냉기류가 지속되는 한 북한의 개혁개방의 속도 및 범위가 더딜 것이고 그 열매마저 중국에게 넘어갈 것이다. 다시한번 남북관계의 현상황과 동북아 국제관계에서 남한의 역할을 냉정히 고찰하여 신대북포용정책을 적극적으로 고찰할 시점이라고 판단한다.

영어초록

There was a groundbreaking ceremony of the development of exclusive industrial zone in Hwanggumpyong on July 8th, 2011, and in Rajin-Sonbong on the next day. This means that the fruit of reform and opening which South Korea demanded for North Korea was handed over to China intactly. After Wangja in 2008 and ROKS Cheonan sinking in 2010, the flow between two Koreas become colder and colder, and thus the Kumgangsan tourist Park which North Korea opened to South Korea is being threatened, with Kaesong Industrial Region tied up. If we are continuously too hard on North Korea, the way North Korea goes to is only to China. This is not advisable for the construction of Korean economic community and for the peaceful unification. Furthermore, it will be an obstacle for North Korea to gather speed on the reform and opening. And it is not easy for the Korean peninsula to escape from the threat of war. It is not desirable to recover the economy caused by Bankruptcy of Lehman Brothers. This paper argues that North Korea has already reformed in the rural area which was shown by China in 1978. In addition, it argues that the unity and fractionation of the plan in the cities, factories, enterprises, united enterprises is eased, the autonomy and decentralization of the business operation is being expanded by settling the self-supporting system, and the incentive system activated in the capitalism is being expanded. I also want to illuminate the fact that the reform and opening of North Korea is not done as we wished, but that it is the current of times. Therefore, although we live in the era of the ocean because of the 66 years of the division, the lost era of the continent should be opened for the future and vision of the Koreans. For now, this is the time to resolve the cold flow between North and South Korea and to consider the policy toward North Korea. We should play a role to resolve the unstable system of North Korea, expand the reform and opening, and build up the construction of the Korean economic community and a foundation of the peaceful unification. North Korea has already been reforming and opening itself. However, it is not the case that it will be naturally profitable to South Korea. As long as keeps going on, the speed of the reform and opening of North Korea will be slow, and the range will be narrow, and what is worse, even the fruit would be that of China. I think that this is the time to cooly consider the current status of the relation between North and South Korea once more, consider the Neo-engagemant. Policy toward North Korea not by the democratic peace theory but the anti-democratic peace theory.
