학교 밖 청소년 금연지원의 지속성과 실효성을 위한 관리자 요구 분석: 질적 연구 (Administrative Perspectives on Enhancing the Sustainability and Effectiveness of Smoking Cessation Support for Out-of-School Youth: A Qualitative Study)

초록

배경: 학교 밖 청소년의 흡연율은 정규 교육 체계 내 청소년보다 높으며, 기존 금연 교육 자료 및 평가 방식이 이들의 특성을 충분히 반영하지 못하는 한계가 있다. 이에 따라, 학교 중심의 개입이 아닌 새로운 금연 예방 프로그램이 필요하다. 본 연구는 이러한 문제를 해결하기 위해 학교 밖 청소년을 대상으로 한 금연 예방 프로그램 운영의 실효성을 분석하고자 한다.








목적: 금연 예방 프로그램을 기획ㆍ운영하는 관리자들의 경험과 요구를 심층 분석하여, 학교 밖 청소년에게 효과적인 금연 개입 방안을 제시하는 것이다.








방법: 금연지원센터, 꿈 드림센터, 청소년 자립생활관 등에서 근무하는 13명의 관리자를 대상으로 반구조화된 포커스 그룹 인터뷰를 실시하였으며, Braun & Clarke의 주제 분석 방법을 적용하였다.








결과: 인터뷰 자료 분석을 통해 11개의 하위 주제와 5개의 중심 주제가 도출되었다. 중심주제는 금연 교육 개선, 지역금연지원센터 시스템 개선, 금연 지원 서비스 평가 방법 개선, 학교 밖 청소년의 흡연 예방 및 금연의 중요성 인식 개선, 청소년 금연지원센터 설립으로 나타났다.








시사점: 본 연구는 관리자들이 체감한 현장의 문제점을 기반으로, 학교 밖 청소년의 금연 예방 프로그램 효과성을 높이기 위해 최신 정보 반영 및 청소년 맞춤형 교육자료 개발, 안정적 예산 및 운영 시스템 마련, 상담 방식의 유연화, 담당자의 지속성 강화, 그리고 평가 지표의 다각화가 필수적임을 제시한다. 이러한 개선 방안을 통해 학교 밖 청소년의 흡연 예방과 금연 지원이 보다 체계적으로 이루어질 수 있을 것이다.

영어초록

Background: The smoking rate among out-of-school adolescents is higher than that of students in formal education systems, and existing smoking cessation education materials and evaluation methods fail to adequately reflect their unique characteristics. Thus, a new smoking prevention program, distinct from school-based interventions, is needed. This study aims to analyze the effectiveness of smoking prevention programs for out-of-school adolescents.




Purpose: The study seeks to explore the experiences and needs of program administrators involved in designing and managing smoking prevention programs and to propose effective intervention strategies for out-of-school adolescents.
Methodology: A semi-structured focus group interview was conducted with 13 administrators working at smoking cessation centers, Dream Centers, and youth independent living facilities. The collected data were analyzed using Braun & Clarke’s thematic analysis method.




Findings: Analysis of the interview data yielded 11 subthemes and 5 core themes. The core themes identified were: enhancement of smoking cessation education, improvement of the regional smoking cessation support center system, refinement of evaluation methods for smoking cessation support services, increasing awareness of the importance of smoking prevention and cessation among out-of-school youth, and the establishment of a dedicated youth smoking cessation support center.




Conclusions: This study highlights key challenges faced by program administrators and suggests that incorporating up-to-date information, developing youth-centered educational materials, securing stable funding and operational systems, adopting flexible counseling methods, ensuring the continuity of program personnel, and diversifying evaluation indicators are essential for enhancing the effectiveness of smoking prevention programs for out-of-school adolescents. These improvements can contribute to a more structured and systematic approach to adolescent smoking prevention and cessation.
