초록

The two main reasons for the rapid emergence and development of the Chamber of Commerce during the late Qing dynasty are the strengthening of the group of businessmen and the protection given by the government. However, as far as the chambers of commerce of Shanghai, Suzhou, and Tianjin are concerned, there were various other accidental reasons aside from these two common reasons.
There were also some difference present between these three chambers with regard to the organizational system. For example, the Chamber of Commerce of Suzhou directly led the two peripheral organizations - the Commercial Militia and the Citizen’s Commune, thus its influence was more remarkable. Nevertheless the chambers of commerce of Shanghai and Tianjin were markedly different. Furthermore, these chambers had some difference with regard to membership.Although the chambers of commerce mainly consisted of businessmen, the chambers of commerce in commercial ports included some comprador; some chamber even had compradors as their leaders, yet there were also exceptions, such as the Chamber of Suzhou which did not include any comprador. Moreover, the diversity of the development in different regions greatly influenced the professions of the leaders of chambers of commerce. Chambers of commerce had, arguably, as many common features as differences in the actual operation of the electoral system. Not every chamber actively accepted the arrangement of the electoral system. All chambers of commerce shared the common economic functions, yet varied in other respects and accordingly, they had different influences.
