본 고에서는 흉노의 이볼가 성지를 통해서 유목민과 정착민간의 관계를 살펴보았다. 그 결과 유목 제국인 흉노에서는 분명히 유목민이 정착민보다 더 높은 사회적 지위를 누렸던 것으로 생각된다. 하지만 반드시 유목민이 이민족 농경민을 착취했다고 단선적으로 보기는 어려우며, 흉노 제국에서 유목민과 농경 정착민 사이의 관계는 분명히 다양한 방식으로 존재했다. 이볼가 주거지의 위계, 남녀의 계층, 영아 부장 등을 통해서 볼 때, 이 지역에서는 4-5개의 사회 계층이 식별되었다. 한편에서는 부장품이 없는 최하위 집단의 무덤이 나타났지만, 동시에 같은 사회에서 그와는 정반대로 풍요로운 생활을 영위했던 거주민들도 확인된다. 그들의 무덤에는 다양한 부장품과 무기, 풍부한 음식이 부장되었다. 이것은 아마도 유목과 관련된 사람에게 속한 것일 가능성이 있다. 이 두 극단의 계층 사이에는 몇몇 사회 집단, 즉 남성의 무덤에서는 3집단까지, 여성의 무덤에서는 2-4집단, 영아의 무덤에서는 1집단의 구별이 나타난다. 그들 모두는 흉노 제국의 일부인 농경 정착 집단을대표하며, 그들의 사회적 지위는 유목민보다 낮았다. 그러나, 그들도 유목 제국의 경제 구조에서 독특한 역할을 수행해왔다는 점에서, 이볼가 거주민에 대한 연구는 흉노제국의 내부 구조를 이해하는 데에 매우 중요한의의를 가진다

How the relationships between nomads and residents of permanent settlements should be assessed: as a stable system of dominance of nomads and the exploitation of agriculturists or as a trading-exchange partnership of two economic and cultural groups of the society? Nomads obviously possessed a higher social status in the Xiongnu nomadic empire. This is evidenced even by visual observations: graves of nomads at Dyrestuisky Kultuk and Chercmukhovaya Pad are richer and larger than graves in the Ivolga cemetery. This fact is suggestive of possible exploitation of settlements' residents by nomads (no state formation is required for interethnic exploitation of agriculturists by nomads). At the same time, it should be borne in mind that in the in the lower social strata of the Han Empire there existed the idea of easy living of immigrants in the nomadic milieu. The only problem was how to escape Chinese frontier guards. Relationships between the nomads and the sedentary agriculturalists in the Xiongnu state were apparently rather diverse. The villagers could have been captive slaves or semi-vassals, who had to pay a tribute to the nomads in the form of agricultural and handicraft products, or even agriculturalists who maintained friendly economic and trade links with the nomadic population of the steppe empire under the military and political dominance of the nomads.
Ivolga Dwellings hierarchy, and stratification male, female and Immature burials of Ivolga cemetery shows that 4-5 social ranks can be identified. On the one hand, the graves of the lowest groups of society without inventory are revealed. At the other pole of the society, the well-to-do residents are. Their graves are accompanied with diverse inventory, arms, abundant funeral food. It is entirely possible that they belonged to persons related to the nomadism. Between these extreme ranks, several social groups (in the male graves, up to three, in the female ones, from two to four while in the children graves one group) are noted. All of them are representatives of the settled-agricultural part of the Xiongnu empire. Their social position was lower the status of nomads. However, this is no to say that they did not play a particular part of no small importance in the economic structure of the nomadic empire.
