세조 7년 대책문으로 본 사민(徙民) 실행 제안 (Proposals for Population Relocation(Samin) as Presented in State Examination Essays During the 7th Year of King Sejo’s Reign)

초록

본고는 일본 나고야 봉좌 문고 소장의 『책문(策文)』에 있는 평안도의 사민(徙民) 문제에 대한 국가의 대응책을 검토한 글이다.
조선이 건국되고 세종대까지 영토의 확정과 북방의 대책을 위하여 사민 정책이 행해졌다. 세조대가 되면, 사민을 통한 생활 기반의 확충 곧 농지 개간을 통한 농업 생산의 증진이 추진되었다. 그런데 평안도는 지리적 위치상 잦은 기근(饑饉), 축성과 노역의 폐단으로 유망이 속출하였다. 이에 세조는 사민 계획을 차질 없이 추진하고 그 구체적인 방안을 마련하기 위하여 이를 과거시험 문제로 제출했다.
1등인 하숙상은 다섯 가지 대안을 제시하였다. 첫째는 동남지방의 잉여를 운송하여 창고를 넉넉히 하고 경작지를 헤아려 이주 모집에 응한 백성을 먼저 이주시켜 가장 빈 지역을 채우도록 할 것, 둘째로 점진적으로 이주하게 하여 금년 가을에 약간인, 다음 해에 약간인을 옮겨 살도록 할 것. 셋째, 추수하는 날을 기다려, 휴대할 양식을 갖추고 이주시켜 살게 한다면 옮겨 사는 것을 꺼려하지 않을 것. 네 번째는 응모하는 자에게 관직에 보임한다는 명령으로 응모자가 많은 것을 감안하여 자발적 응모자는 직임에 보임하고 부역을 경감해 줄 것. 다섯째는 고향을 그리는 마음을 생각하여 원래 서북 방에 살던 사람을 옮겨 살게 하여 자신의 집에서 거주하고 밭에서 경작하도록 하자는 것이다. 그리고 이 모든 것은 임금의 마음가짐이 중요하다고 하여 임금의 마음이 바르게 되면 만사가 저절로 다스려질 것이라고 하였다.
홍귀달은 옛날의 임금은 상을 줄 만한 사람에게 상을 주고 벌을 줄 만한 사람에게 벌을 주어 백성이 신뢰를 갖게 된다고 전제하면서 이주의 어려움을 살펴 부역을 약소대로 관직을 주고 백성에게 신뢰를 얻으며, 죄짓고 도망간 자는 엄히 하고, 징계하면 이주하는 사람들이 옮기는 것을 즐겁게 여기고. 서북지방의 텅빈 것은 바꾸어 동남지방처럼 부유하고 내실있는 것이 될 것이라고 하였다. 그리고 어진 수령을 임명하여 만민의 부모가 되어 백성을 위하는 정치를 하여 백성의 신뢰를 얻으면 백성들이 즐거운 마음으로 서북지방에 옮겨 살 것이라 하였다.
이러한 과거시험 문제인 대책문은 사민의 방법을 구하는 동시에 사민의 필요성을 알리는 홍보의 장이 되는 것이었다.

영어초록

This article is a review of the King Sejo’s migration policymaking viewed through the Countermeasures Proposals for migrating people to the Northwest by Ha Suk-san and Hong Gwi-dal as answers to the Joseon’s Civil Service Examination, which are at the Hosa Library Collection in Nagoya, Japan.
From the founding of the Joseon Dynasty until the reign of the King Sejong, the migration policy was practiced to secure Joseon’s territory and counteract the Northwest. Especially by the time of the King Sejo’s period, the expansion of the livelihood base through the migration policy or the improvement of agricultural production by clearing farmland was promoted in the Northwest. However, due to its geographical location, the Pyeongan province, the Northwest, was plagued by frequent famines and many of the migrated people into this province died of hard working on fortifications and slavery. Given these circumstances, the King Sejo tried to find answers to these problems by asking solutions in the Civil Service Examinations so that he should ensure the successful progress of the migration policy with concrete measures.
The first-place winner, Ha Suk-san, proposed five solutions. His first proposal was to move the people who first responded to the call for migration so as to fill the most vacant areas of the Pyeongan province with transporting the surplus from the Southeast and filling the warehouses and cultivating land. His second proposal is to let the people migrate gradually, moving some people in the fall of one year and some in the following year. The third one is to let the people wait for the harvest, and if they are given food to carry after harvest, then make them migrate. The fourth proposal is to lessen and lighten the duties, labors, and burdens to those who voluntarily apply for the migration by appointing them to government positions. The fifth one is to relocate the people to their native places who originally lived in the Northwest so that they could live in their own homes and cultivate their own fields. Ha Suk-san finally added that the king’s benign mindset was the most important, and that, if the king’s heart was right and proper, all things would be governed by themselves.
Hong Gwi-dal, adducing that the kings of the old days built up people’s trust by rewarding those who deserved rewards and punishing those who deserved punishment, suggested that reducing people’s labors and burdens, gaining people’s confidence by way of assigning government positions as promised, and keeping strict with those who sinned and ran away would make the migrants take pleasure in migrating, and would eventually render the empty provinces of the Northwest rich and substantial as those of the Southeast. Hong gwi-dal conclusively remarked that if the king should appoint a provincial governor to be the parent of all the people and govern for the good of the people and gain their trust, the people will be happy to migrate to the Northwest.
The Countermeasures Proposals as Civil Service Examination Answers upon which the King Sejo made migration policies were a place for publicizing the needs of the people’s movement to the Northwest while at the same time seeking the proper and efficien ways of the migration.
