고종의 정권운영과 閔氏戚族의 정치적 역할 (King Gojong's Management of the Government, and the Political Role of the Min House Members)

초록

본고에서는 민씨척족이 정계에 등용되는 경로와 이 과정에서 황후의 역할을 조명하고, 황후 사후까지도 고종을 지지하는 기반의 한 축으로서 정계에 등장하고 있는 민씨척족의 정치적 비중과 역할을 분석하였다.
을미사변 이전, 황후는 그 존재 자체만으로도 국왕으로 하여금 보다 많은 민씨척족들을 정계에 등용하게 하는 촉매적 역할을 하였다. 때문에 황후가 자신의 친정식구를 끌어들여 고종정권을 농단했다고 보고, 민씨척족의 진출이 두드러지는 1885년에서 1894년까지 내무부가 존속했던 기간을 ‘민씨척족정권기’로 간주하는 시각도 있어왔다. 그러나 민씨척족의 정치적 성장은 고종이 다양한 세력을 활용하여 집권기반을 공고히 하려는 정책의 일환 속에서 이들을 적극 기용한 측면이 더 크다. 이의 근거로는 관료임용에 議薦을 거치지 않음으로써 국왕의 의사가 쉽게 개입될 수 있었던 점, 고종이 中批를 통해 독단적으로 인사행정을 단행하는 방식이 통용되고 있었던 점 등을 들 수 있다.
대한제국기에도 여흥민씨들은 광범위하게 등용되었다. 특히 이 시기 민씨일파는 전제황권을 구축하기 위한 물리력을 담보하는 부서인 원수부와 군부, 황실존숭을 위한 직제로서 궁내부 특진관, 정권의 외곽에서 정부를 홍보하고 비호하는 주요 지방관직에 이르기까지 전방위로 등용되었다. 황후 사후까지도 민씨척족 인물들이 막강한 정치 세력을 이룰 수 있었던 것은 왕가의 인척 가문으로서의 능력과 정권유지 차원의 필요성이 상보적으로 어우러졌던 결과일 뿐, 이들이 고종을 능가하며 정권을 농단하는 형태는 아니었다. 결국 민씨척족세력은 황후를 매개로 등장하였지만 황후 사후까지도 고종과 정치적 고락을 함께 한 국왕의 일가친척으로서, 유교적 도의를 수호하면서 정권의 지지기반 역할을 한 정치세력으로 평가할 수 있다.

영어초록

In this article, how the Min House members entered the political arena, what was the role of the Queen behind all his, and what was the status of the Min House members who continued to function as a supporting party for King Gojong even after the Min Queen's demise, are all examined.
Before the Eulmi-year tragedy(in which the Queen was assassinated), the Queen, with her own presence, urged the King to enlist more and more Min House members for the government. Some historians critically suggested that the Queen 'abused' the Gojong regime by giving out many governmental posts to her family members. And some historians even labelled the time period from 1885 through 1894, in which the Naemu-bu office existed and a considerable number of Min House members joined the government, as the 'Min House regime' period.
Yet it should be noted that it was ultimately King Gojong's decision to invite many Min House members to the government and support its political growth, as part of his efforts to solidify his regime by summoning several factions to royal service. We can see that from several facts of the time, such as the fact that officer appointments did not require the recommendation process(議薦), which made it more easy for the King to have his intentions reflected in those appointments, and the fact that King Gojong was appointing officers in quite an arbitrary fashion, by using the method of Jungbi(中批).
Many members of the Yeoheung Min House were summoned to the government even during the Daehan empire period(after the Queen's death). Their presence are detected in almost every department, from the Weonsu-bu and Gun-bu offices which would provide physical force for the imperial government, and to the Teukjin-gwan post of the Gungnae-bu office which was in charge of affairs honoring the Royal family, and even to major local posts that were required to propagate the actions of the government and openly support it.
Min House members were able to maintain their power and status even after Queen Min was assassinated, not only because of their own capabilities as a House related to the Royal family but also because the government needed them to continue their functions. Yet they were certainly not in a position to overpower the King or abuse the government. They entered the government with the help from the Queen, but even after she died, the Min House members stayed with King Gojong to the bitter end, and continued to guard Confucian morality, and serve as an integral base of support for the government, as a Relative House to the Royal family.
