<광주시민 문화예술 욕구조사>의 결과 분석 연구 (An Analyzing Study on the Result of “A Survey of Culture and Arts Desire of Gwangju Citizens”)

초록

본 논문은 광주의 문화예술 진흥을 위한 중장기계획 수립을 모색하기 위 해 실시하였던 <광주시민 문화예술 욕구조사>(문화예술관람 및 참여 정도, 지역 문화예술 공간의 이용 경험, 지역축제 등 문화행사 관람 경험, 문화예 술 지원정책의 필요성과 수요 파악 등)의 결과에 관한 분석을 통해 광주시 민의 문화의식이 무엇인지, 즉 광주시민의 문화수요가 무엇인지와 그 문화 수요에 부응하는 정책이 무엇이어야 하는지를 모색하는 것을 목표로 하고 있다. 본 연구가 도출한 분석의 결과는 다음과 같다. 첫째, 광주시민의 문화시설의 이용도는 경제적 문제와 밀접한 관계가 있 다고 분석하였다. 지출비용이 낮은 특정 문화시설의 선호는 광주시민의 열 악한 경제 환경과 불가분의 관계가 있으며, 또한 문화욕구를 일으키는 다양 한 문화시설이 많지 않음과도 관련이 있음을 살펴보았다. 둘째, 광주의 문화 예술행사는 아시아문화중심도시와 동아시아문화도시, 그리고 유네스코 미디 어아트 창의도시라는 새로운 도시정체성 확립과 글로벌 도시 브랜드 구축에 있어서 역할이 미흡함을 분석하였다. 셋째, 광주 시민의 문화예술 관련 인식 의 차원에서, 광주시민은 문화가 시민의 삶을 윤택하게 해주고 경제발전에 도움이 된다는 것에 적극적으로 공감하는 것은 광주가 문화예술을 통해 시 민의 일상적 삶과 경제적 삶의 질을 높여주어야 한다는 것에 공감하는 것으 로 해석하였다. 마지막으로, 광주시민의 시민문화예술 향유 기회 확대를 위 한 지원 정책의 필요성을 분석하였다. 지원정책은 문화프로그램의 다양화와 다양한 문화행사의 지속적인 개최, 문화행사에 대한 홍보 강화를 핵심으로 삼아야 함을 강조하였다.

영어초록

This paper aims to find out the cultural demands of Gwangju citizens and to verify the pertinent policies to meet up those needs through the analysis of the survey on the Culture and Arts Needs of Gwangju Citizens, focused on the frequency of watching culture and arts performances, experiences on the use of local culture and arts space, and attending rates on the local festivals and their related events to build up the mid-long term development plan for the enhancement of Gwangju culture and arts. Conclusions drawn from this study can be summed up as follows: Firstly, with regard to the frequency in use of culture and arts facilities of Gwangju citizens, it is closely related to the economic status. Especially the preference on the specific cultural facilities linked to the low cost makes citizens connected inseparably to poor economic situation. And it is also proven that a lack of various cultural facilities which arouse cultural desire was a cause of low-rate attendance. Regarding the issues on triggering and enhancing cultural needs of Gwangju citizens, it can be concluded that securing a necessary budget is closely connected to set up various cultural facilities and its management. It is highlighted that Gwangju cultural policy must be directed to operating various programs by cultural facility, and education programs to counter the lack of enjoying the cultural activities. Secondly, it has been analyzed that the roles of culture and arts events in Gwangju in connection with the HCAC (Hub-city of Asian Culture), the EACC (East Asian Culture Cities), and the UCCN (UNESCO Creative Cities Network) were not successful. Competitiveness on the various culture and arts events is linked not only to make citizens attendance but also to establish city identity and to raise city brand. Thus it is proposed that an improvement plan is urgent to increase culture and arts performance attendance of Gwangju citizens. Thirdly, in terms of awareness of culture and arts of Gwangju citizens, they sympathize that culture makes them abundant in life and contribute to economic development, which can be interpreted as Gwangju, through culture and arts, must strive to find an optimal solution to provide citizens with a reasonable quality of life and enhancing economic status. However, they do not positively respond to a question on “Gwangju is taking the lead in culture? or Gwangju is a suitable city for artists’ activities?”. Concerning this issue, it can be analyzed that hardware, software, and human-ware in culture and arts activities are not fully sufficient. Another issue has been raised to the necessities of Gwangju Cultural Policy, including the increase of citizen’s enjoyment in culture, extension of opportunity to provide real experiences in culture, solutions in culture enjoyment asymmetry , improvement of artist’s welfare, and so on, to overcome the poor cultural environment as found in current Cultural Policy Plan, describing cultural benefits, conditions of artist’s activities. The future cultural direction has also been proposed to promote various culture and arts activities by breaking from the old custom, which has been focused on a few representing arts area. Finally, the supporting policy has been analyzed to provide citizens with extended opportunities to enjoy various culture and arts programs by emphasizing the variety of cultural program, as in the customized cultural contents to enjoy together, development of cultural programs, improving programs through continuous evaluation and its feedback, incessant opening of various cultural events, improving public relations to cultural activities, like public relations in connection with citizen’s daily lives and providing positive cultural policy information
