대한제국기 閔泳殷의 관직활동과 계몽운동 (A Study on Min Yeong-Eun’s Public Service Activities and Enlightenment Movement during Korean Empire, 1897-1910)

초록

閔泳殷(1870~1944)은 일제강점기 충북지역을 대표하는 가장 유력한 유지이자 친일파이다. 기존 연구에서는 그가 일제강점기에 벌인 다양한 유지활동과 친일행각을 규명했지만, 그 활동의 기반이 마련되는 과정과 그가 강점 이전에 벌인 계몽운동의 성격에 대해서는 언급하지 않았다. 이 같은 이유에서 본고는 대한제국기 민영은의 괴산·청주군수 역임과 함께 그가 추진한 계몽운동의 양상을 살펴보았다.
그는 괴산과 청주의 군수를 역임하면서 나름 선정관의 풍모를 보여주었다. 지방관으로서의 조세행정은 물론 백성을 구휼하고 지역의 유력자와의 관계개선에 노력했으며, 교육을 진흥시키고 풍속을 바로잡으려 한 정황이 포착된다. 주목할 점은 그가 지방관으로서 보인 활동이 일제강점기 유지활동 및 친일행각의 기반이 되고 있다는 것으로, 그가 행한 조세행정과 지역유력자 관리는 일제의 조세행정에 대한 협력 및 각종 관제단체에 대한 참여로 이어지고 있었다.
한편 그는 관직활동을 전후하여 계몽활동에도 나섰다. 직접 사립학교를 운영하기도 했으며 여러 학교에 기부금을 내기도 했다. 또 관직에서 물러난 뒤에는 기호흥학회를 필두로 계몽단체에도 관여했다. 이 같은 활동들은 지방관으로서의 책무인 동시에 국망의 위기에 대한 관리 및 지식인들의 대응책이기도 했다.
일반적으로 대한제국기에 전개된 계몽운동은 ‘애국계몽운동’ 또는 ‘교육구국운동’ 등으로 일컬어지며, 표면상 민영은의 계몽활동 역시 이 같은 범주에서 속할 수 있을 것이다. 그러나 민영은이 벌인 계몽운동의 한계는 자명하다. 경술국치 이후 그가 행한 친일행각으로 인해 그의 계몽운동은 평가절하 될 수밖에 없는 것이다.

영어초록

Min Yeong-Eun(1870-1944) was the most influential community leader that was pro-Japanese, representing the Chungbuk region during the Japanese rule. Previous studies investigated his various activities as a community leader and his pro-Japanese acts during the Japanese rule but did not mention the process of him building a foundation for his activities and the nature of his enlightenment movement before Joseon was occupied by Japan by force. This study thus set out to examine the patterns of his enlightenment movement he engaged in after being appointed as the governor of Goisan and Cheongju counties during Korean Empire.
Holding office as the governor of Goisan and Cheongju counties, Min displayed his appearance as a good governance officer. There were circumstances captured in which he tried to relieve people as a local government official as well as working on tax administration, improve his relations with local community leaders, promote education, and set the custom straight. It is noteworthy that his activities as a local government official became a foundation for his activities as a community leader and pro-Japanese act during the Japanese rule. His tax administration and management of community leaders led to his collaboration for the Japanese tax administration and his participation in all kinds of government organizations.
He also took the initiative in enlightenment activities around his activities as a government official. He managed a private school himself and made donations to many different schools. After resigning from public office, he got involved in enlightenment organizations starting with Gihoheunghakhoi. Those activities of his were his duties as a local government official and also represented the countermeasures against the crisis of falling nation among government officials and intellectuals.
The enlightenment movement during Korean Empire is generally called “patriotic enlightenment movement” or “save-the-nation movement based on education.” Min’s enlightenment activities may belong to the same category on the surface, but there are obvious limitations to his enlightenment movement. It is inevitable that his enlightenment movement was devalued for his pro-Japanese acts after Japan-Korea Annexation Treaty of 1910.
