조선후기 함경도 지역민의 국가의식 (National Awareness of Hamgyeong-do People in the late Joseon Dynasty)

초록

조선 팔도 가운데 가장 동북변에 있는 함경도는 공식적으로는 태조 이성계와 그 선조들의 활동 무대였으므로 왕기(王基)가 형성된 곳이라는 뜻으로 풍패지향이라 불렸으나, 실제로는 중앙 조정과 왕실에 저항하는 지역 반란이 일어난 곳이며, 유학을 중시하는 다른 지역과 달리 풍토와 기질상 무예를 중시하는 곳으로 인식되었다.
1712년(숙종 38)의 백두산 정계 이후 압록ㆍ두만 양강 이남 지역이 조선의 고유 영토로 재확인되었으며 함경도에 대한 영토 의식은 더욱 확고해졌다. 지역 주민들의 경제활동이 보장되고 거주 인구가 늘어나는 등 지역 개발도 진행되었다. 북어나 북포 등 특산물 거래가 활발해지고 상업과 무역이 성장하여 경제적 여건도 개선되고 있었다. 다른 지역에 비해 여전히 수준이 낮은 편이었으나 문예에 대한 관심도 높아지고 있었다. 그러나 함경도 지역을 이역으로 취급하는 일반적인 분위기가 크게 변하지는 않았다.
이에 함경도 지역의 유력 인사들은 우호적이지 않은 외부의 시각을 극복하기 위해 함경도가 풍패지향이라는 점을 부각시키고 반역향이라는 관념과 궁마지향이라는 차별적 시각을 불식시키기 위해 다양한 노력을 경주하였다. 함경도는 조선의 중요한 강역의 일부이며 도민들 역시 조선민의 일원임을 인정받으려 한 것이다.
함경지역의 인사들은 왕실사적 현창사업을 적극 추진하고 동참하여 함경도가 조선 왕조의 중요한 근거지임을 알리려 하였고, 지역반란이 있었다 해도 지역민들이 봉기하여 주모자들을 처단하였음을 부각시키려 하였다. 변경지대라는 특성 때문에 고착된 궁마지향이라는 관념을 극복하기 위해 지역마다 중앙의 주요 학자들과 학맥이 이어진 문학지사들이 있는 유교적으로 교화된 곳이라 강조하였다. 유교적 소양을 중시하는 조선의 일반적 가치가 함경도 지역에도 구현되어 있음을 알리려 한 것이다. 역사지리적으로도 함경도는 조선 건국 전후에 새로 편입된 강역이 아니라 단군과 기자 이래 조선의 고유한 영역이었음을 강조하였다.
특히 조선 후기에 백두산이 조선 전체의 상징으로 부각되면서 백두산이 있는 함경도민들의 지역적 자부심은 더욱 높아졌다. 함경도는 더 이상 조선의 중심에서 멀리 떨어진 변방이 아니라 국가의 상징이 있는 조선의 중심, 조선의 뿌리라 생각하게 된 것이다. 함경도의 주민들 역시 변경인 혹은 이질적인 존재가 아니라 조선의 당당한 주인, 조선 지리와 역사의 주역으로 자리매김할 수 있게 되었다.
자기 지역에 대한 이러한 자긍심은 함경도 지역민들의 국가관을 더욱 고조시켰다. 조선의 최북단 변경지역인 함경도 주민들은 외지인들의 편견에도 불구하고 조선인으로서의 자의식을 가지고 있었던 것이다. 이는 조선시대 국가관은 물론 20세기 이후 지금까지 이어지는 민족관념을 확인할 수 있는 실마리가 되기에 충분하다고 생각한다. 19세기말에서 20세기 초, 국가의 주권을 유지하기 어려웠던 시기에 함경도 출신으로 독립운동에 투신하였던 이들의 사상적 연원은 이같은 지역민들의 국가관에서 찾을 수 있다고 본다.

영어초록

Located in the edge of the northeastern part of the whole nation, Hamgyeong-do was officially called the Homeland of Kings, meaning the land where the root of the dynasty was formed as Taejo Yi Seong-gye and his ancestors were active. However, as a matter of fact, it had been recognized as the place where local rebel arose and people emphasized martial arts due to its climate and disposition, unlike the other regions that focused on Confucianism.
After the delimitation of Mt. Baekdu in 1712 (Sukjong 38), the southern region of both Amnok and Duman rivers was reconfirmed as the own territory of Joseon that the territorial awareness of Hamgyeong-do became more solid. The community developments such as guarantees of the local economic activities and increase in population were also carried out. Furthermore, the business of local specialties including dried pollacks became popular and economic conditions were improving as commerce and trade grew. Though the level was still low compared to other regions, interests in literature were increasing too. However, the general circumstances to treat Hamgyeong-do as a foreign station hardly changed.
To remove these unfavorable perspectives, the figures in Hamgyeong-do devoted to highlight the region is the Homeland of Kings, and remove the disgrace and discriminative perspective of the Homeland of Rebels and Warriors. It was aimed to be recognized that Hamgyeong-do was an important part of Joseon's domain and those who resided were also parts of its people.
The figures in Hamgyeong-do actively promoted and participated the development projects on historical sites of the royal family to inform that Hamgyeong-do was the important base of Joseon dynasty. Also, they emphasized that even when a rebellion arose, the locals rose against the rebels and executed the leaders in the end. To overcome the concept of the Homeland of Warriors, biased due to the natures of borderland, they also emphasized that every place was reformed by Confucianism with scholar-officials, connected with the major scholars in the central government. They wanted to inform that the Confucian ideas, the general value of Joseon, were practiced on Hamgyeong-do as well. Historically and geologically, Hamgyeong-do was noted that it had been the inherent region of Joseon since Dangun’s and Kija’s reign, not merged before or after Joseon’s establishment.
Especially, as Mt. Baekdu stood out as the symbol of the entire Joseon in the late Joseon dynasty, the self-esteem of people in Hamgyeong-do grew higher and higher. Hamgyeong-do was not considered a borderland far from the capital anymore, but the center and root of Joseon with the symbol of its nation. People of Hamgyeong-do also had changed from border people or alien beings to righteous figures and leading people of geology and history of Joseon.
Such pride about their own region raised the views of nation of people in Hamgyeong-do. They kept their identities of Joseon in the northernmost region despite the others' prejudices. It is considered to be the evidence to confirm the views of nation not only in Joseon dynasty but also in the present that began in 20th century. Between late 19th and early 20th centuries, when it was hard to maintain the national sovereignty, the people from Hamgyeong-do who threw themselves in the independence movement had their thoughts originated from the locals' views of nation.
