필리핀 노동 이주 여성의 일과 한국 생활: 미등록 장기체류의 역설 (Filipina Immigrant Laborers’W ork and Lives in Korea: The Paradox of Illegal Long-term Residence)

초록

이 글은 A공단을 사례로 한 한국 사회의 미등록체류 이주 여성의 노동현장에대한 보고이며, 필리핀 여성을 사례로 한 이주노동의 사회 문화적 구조와 장기체류 기제에 대한 분석이다. 한국에서 A공단은 대표적인‘불법체류’표적 단속지이면서 동시에 미등록 장기체류자들이 모여드는 해방구이기도 하다. 이곳 여성노동자 대부분은 필리핀 출신인데, 필리핀 여성은 외국인 전체나 외국인 여성뿐 아니라 필리핀 전체나 필리핀 남성보다도 미등록체류 비율이 높다. 필리핀은 국가가이주노동을 적극 지원하며 필리핀 여성은 많은 나라의 돌봄노동 분야에 대거 진출해 있다는 상황이 그 배경이 된다.
A공단 내 미등록체류 필리핀 여성들은 남성에 비해 더 단순반복적인 작업을하고, 더 낮은 임금을 받으며, 더 불안정한 고용상태에 있고 성희롱의 위험에도처해 있다. 불법체류 노동자에 대한 한국 정부의 입장은 표리부동하여 실제로는일정 수준의 불법체류자 수를 유지하는 정책을 편다. 공단 내 종교단체에 대한소속감은 미등록 체류신분에 대한 안전장치로 필요하며, 본국 출신과의 교우관계는 피상적인 편이다.
이런 상황에서 미등록체류 여성노동자가 되면 역설적이게도, 합법노동자에게는 허용되지 않는 작업장 선택과 직종 이동의 자유를 갖는다. 나아가 또 다른 미등록 이주를 통해 가족관계를 옮겨 올 수도 있다. 경우에 따라서는 필리핀 가족에 대한 물질적 지원을 지속하기 위해 필요하다고 보아 동거관계가 묵인되기도한다. 방문국에서 실제 가족관계나 유사 가족관계를 실현하는 방식으로 연쇄이주와 반복이주의 연속과정이 진행되면서, 필리핀 기혼여성의 미등록 장기체류는 가능해진다.

영어초록

This paper examines the working conditions of Filipinas living as undocumented long-term immigrants in Industrial Complex A located in S. Korea. In addition, this paper also analyzes the socio-cultural structure of their immigration experiences and the mechanisms that prolong their undocumented stay. Industrial complex A gathers undocumented immigrants who are seeking job opportunities and a less troubled living environment. As a result, this place has become a target zone for enforcement efforts termed‘ control of illegal residents’by the S. Korean government. Filipinas’rate of undocumented immigration to S. Korea is higher than those of all other foreigners, including female immigrants of other nationalities and even their Filipino male counterparts; and almost all female workers in this place are undocumented Filipina immigrants.
Filipinas in industrial complex A mainly work in furniture making or plastic injection factories, even though they often cross into other low-skill jobs if necessary.
Compared with male counterparts, they take part more often than others in jobs requiring simple and repetitive tasks, they earn less salary, they are under less stable employment conditions, and they are more likely to be sexually harassed. The government has strengthened programs for‘ control of illegal residents’since 2004,but its real motive is to keep a certain number of undocumented workers in the country’s underpaid labor pool. In this situation, local religious NGOs have taken the role of intermediates between the state and the immigrants, but do not address laborers’issues. The undocumented immigrant womens’friendships with other Filipinos tends to be limited and rather utilitarian, due to their precarious status.
The paradox of undocumented workers is that the undocumented migrants are relatively free to move from one factory to another or to shift to other occupations such as care works only after they decide to be undocumented. Furthermore, they may also have a chance to live together with a family member in S. Korea who will be another undocumented resident. Even extramarital partnerships tend to be allowed among close people as a way to secure extending undocumented stay. This paper suggests that the construction of real or pseudo-familial relations in the host country is the basis for continuing Filipina workers’undocumented stay in S. Korea.
