초록

이 연구는 러시아 지역(노령 방면) 서훈 미전수 독립유공자에 대해 훈격별 현황, 포상자 서훈시기, 출생지별, 지역별 현황, 활동 조직별 분석을 토대로 독립운동의 현황을 고찰하였다. 또한 러시아 해외독립유공자 후손 찾기 방안도 제시해 보았다.
러시아 지역 독립유공자 포상자는 2017. 12. 31 기준 총 123명이다. 이중 서훈 미전수 독립유공자는 83명으로 67%를 차지하고 있다. 서훈 미전수 독립유공자 83명에서 애족장이 27명으로 가장 많고, 이어 건국 포장 26명, 애국장 16명, 대통령 9명, 독립장 5명이다. 러시아 지역 서훈 미전수 독립유공자 출생지별로 보면, 함북 29명으로 가장 많다. 서울 6명, 강원도 3명, 러시아 3명, 북간도 1명을 제외하면 대부분은 북한 출신들이다. 러시아 지역의 독립운동은 연해주 49명, 이르쿠츠크 12명, 자유시, 하바롭스크, 중국 만주 지역 등을 중심으로 활동하였다. 그들은 한인 단체, 한인 언론, 한인 학교, 한인 정당, 한인 군대, 임시정부 등의 조직에서 활동하였다.
러시아 지역은 사회주의계열의 독립유공자가 거의 대부분이다. 그리고 함경도를 비롯한 북한 출신들이 대다수이기에 독립유공자 발굴과 서훈 전수, 그 후손을 찾는 것도 쉽지 않다. 특히 국외 후손들은 한글도 잘 모르기에 보훈 당국이 후손 찾기에 좀 더 적극적으로 나서야 한다.
서훈 미전수 독립유공자 전수방법으로는 다음과 같은 방안을 제시한다. 첫째, 인터넷 시대 SNS(페이스북, 트위터 등)를 통해 현지어로 네트워크 구축을 하는 방법도 있다. 둘째, 국내 고려인 네트워크로 하여 찾는 방법이다. 셋째, 오프라인 방법으로 현지에 가서 고려인 단체와 연대하여 캠페인을 하여 찾는 방법일 것이다. 넷째, 가장 중요한 것은 사진이 첨가된 공훈 자료집을 만들어 현지 배포하는 작업도 필요하다. 다섯째, 러시아의 경우 출신지가 북한이라는 점을 감안한다면 앞으로 남북한 정부 차원에서 연계하여 독립운동가 유공자를 찾는 방안도 효과가 있을 것으로 보인다.
2019년은 대한민국 건국과 임시정부 수립 100주년이 되는 해이다. 정부는 독립 운동가들과 그들의 후손들이 이 땅에서 자랑스럽고 존경스런 삶을 살 수 있도록 의무를 게을리 해서는 안된다.

영어초록

This study examined on the National medal citations issued to Korea's independence activists in Russia and method to delivery decorations to their descendants. To this end, I analyzed the status of medals, the place of birth, region and organization of independence activists.
By 31 December 2017, a total of 123 Korea's independence activists in Russia were awarded the Order of Merit for National Foundation. Among them, 83 of the total number were not delivered the medals. This is 67% of the total. The following are the medals of 83 independence activists: National Medal is the largest with 27 people, 26 National Foundation Medal, 16 Patriotic Medal, 9 Presidential Medal, 5 Independence Medal. According to the birth place of independence activists, Hambuk is the most frequent with 29 people. Most of them are from North Korea except for six in Seoul, three in Gangwon Province, three in Russia and one in Manchuria.
The independence movement in the Russian region was mainly performed in Primorsky Region, Irkutsk, Svobodny, Khabarovsk etc. Independence activists worked in Korean organizations, Korean press, Korean schools, Korean political parties, Korean forces, and Provisional Government of the Republic of Korea In various Russian regions. Most of the independence activists in Russia are socialist tendencies. The majority are from North Korea, including Hamkyungdo. Therefore, it is not easy to find independent activists and to find the descendants. Especially, the descendants do not know Hangul well, so the patriots & veterans authorities should be more active in finding descendants.
The following suggestions are presented as a method to delivery decorations to their descendants. First, there is a way to construct the network in the local language through SNS(Facebook, Twitter, etc.). Second, it is a method to find out by using the domestic Koryoin network. Thirdly, it would be a method to go to the local area by offline method and to campaign with the Koryoin community. Fourth, the most important thing is to create a related book with photos and distribute it locally. Fifth, considering the fact that the place of origin is North Korea, it would be effective to find the independence activists or descendant in cooperation with the government of the two Koreas.
The year 2019 will mark the 100th anniversary of the founding of the Republic of Korea and the provisional government. The government must not neglect its duty to ensure that independence activists and their descendants can live proud and honorable lives.
