중국 카자흐스탄 석유 및 가스 협력에서의 국유 석유 기업의 역할 : 중국석유와 카즈무나이가즈를 중심으로 (Role of National Oil Companies in the oil and gas cooperation between China and Kazakhstan : CNPC and Kazmunaigas)

초록

In the former socialist countries, national oil companies are doing a pivotal role in the domestic energy industry, international energy cooperation. CNPC and Kazmunaigas are also doing useful job in their own oil and gad industry. Moreover, they are doing critical role in the oil and gas cooperation between China and Kazakhstan. However, in previous studies, there is no research about the role of national oil companies in the energy cooperation among nations. This research emphasizes the performance and influence of national oil companies between China and Kazakhstan to tries to fill this blank.
CNPC and Kazmunaigas are controlled by their own central government. It is an advantage to represent government’s position, speed up oil and gas cooperation between China and Kazakhstan.
From 2002, they started to cooperate in middle stream : the construction of oil and gas pipelines,the modernaization of shymkent oil refinery. From 2006, they joined the upstream cooperation and acquisition of Kazakhstan local energy company : (1) acquisition of Mangistaunaiz ; (2) through providing 5 billion dollars for Kazmunaigaz, CNPC obtained the right to develop oil and gas field in Kazakhstan. Their cooperation is originated from the complementary structure between CNPC and Kazmunaigas : CNPC has a strong point about funding and middle stream. On the contrary,Kazmunaigas is playing a leading role in the domestic oil and gas development, also has a huge amount of oil and gas. Their complementary relationship strengthens oil and gas cooperation between China and Kazakhstan, gives a “win-win” situation to their own central government.
