루스벨트 행정부의 전시외교정책 변화: 무기대여법 입법을 중심으로 (Changes to the Wartime Diplomatic Policies of the Roosevelt Administration: Focusing on Legislation of The Lend-Lease Act)

초록

지금까지 프랭클린 루스벨트 행정부의 대외정책에 대한 연구들은 무기대여법의 제정과 시행이 미국의 참전과정에서 차지하고 있는 중요성과 의미를 과소평가해왔다. 기존 연구에서는 무기대여법이 부수적 요인으로 취급되거나 무기대여법의 실행으로 나타난 경제적인 작용을 보여주는 경향이 강했던 것이다. 그러나 무기대여법은 미국의 대유럽 정책의 변화과정을 선명하게 보여주는 대표적인 사례로서 그 역사적 가치를 재고해야 할 필요성이 있다.
이 글은 프랭클린 루스벨트 대통령 시기에 제정된 무기대여법을 중심으로 미국 대외정책이 전개되는 과정을 고찰함으로써 전시외교정책의 변화양상을 파악하는 것을 목적으로 한다. 이를 위해 다음 사항을 중심으로 살펴보았다. 첫째, 프랭클린 루스벨트 1기 행정부가 국내의 고립주의자들과 협력하여 중립법을 제정하면서 고립주의적 대외정책을 실행하는 모습을 살펴보았다. 둘째, 제2차 세계대전의 개전 이후, 비참전 상태로 연합국을 지원하기 위한 루스벨트의 노력에 대해 살펴보았다. 그는 영국에게 구축함을 지원하고, 1941년에는 무기대여법을 제안하면서 영국에게 기울어진 중립을 보여주었다. 셋째, 무기대여법의 제정 이후 미-영간의 협의 과정과 실질적인 지원에 대해 분석하였다. 아울러 무기대여법을 통해 설정된 영국과의 관계가 미국의 전후체제 구축에 기여한 부분을 고찰하였다.
무기대여법의 제정을 시작으로 진행된 물자 지원은 영국의 전쟁 수행능력 유지에 큰 도움을 주었다. 이 과정에서 미국은 영국과 일련의 협상을 진행했다. 그 협상의 결과로 세계질서 속 영국이 갖고 있던 영향력이 차츰 미국으로 넘어오게 되었다. 제2차 세계대전 이후에 미국은 유럽문제에 적극 개입하면서 유럽국가와의 협력을 이전보다 더 강화하는 방향으로 정책을 진행시켰다. 결과적으로 미국은 이전보다 더 적극적으로 개입하는 방식으로 유럽과 관계를 설정하게 되었다. 그러므로 이 글은 무기대여법을 미국의 대유럽 정책의 변화에 결정적인 역할을 한 법률로 평가하기는 어렵지만 대외정책 변화의 중요한 기점으로 작용한 부분을 충분히 강조할 필요성이 있음을 주장한다.

영어초록

Research on Franklin Roosevelt’s foreign policies has been conducted in the US. However, the importance and significance of the enactment and enforcement of the Lend-Lease Act, which led to America’s eventual entrance to the warfront, were underestimated. The research showed a strong tendency to treat the Lend-Lease Act as an ancillary factor or focused on analyzing the impact of its enforcement on the economy. The Lend-Lease Act is one of the representative cases that clearly shows the chnaging process within America’s foreign policies toward Europe.
The purpose of this study was to contemplate the changing patterns within the wartime diplomacy policies of the Franklin D. Roosevelt administration by examining the changing process of America's foreign policies around the Lend-Lease Act enacted during his term. For this purpose, the study focused on the following aspects: first, examining how the administration implemented isolationist foreign policies in cooperation with the isolationists in the country by investigating the process of enacting the Neutrality Act during Roosevelt’s first term; second, examining Roosevelt’s efforts to support the Allies after the Second World War broke out without having America join the actual fight by sending destroyers to the United Kingdom and proposing the Lend-Lease Act in 1941; and third, addressing the consultation process between the United States (US) and the UK following the enactment of the Lend-Lease Act to send practical support, the process that ensured America's relations with the UK and strengthened it with the Lend-Lease Act as a contribution to the postwar system established by America.
America's material support which began with the enactment of the Lend-Lease Act, helped the UK to maintain its war effort. In this process, the US and UK engaged in a series of consultations, which gradually transferred the UK’s global hegemony to the US. After the end of the Second World War America's foreign policies toward Europe changed to reinforce its cooperation with Euorpe. As a result, it has maintained its cooperation system with Europe even today.
It is difficult to argue that the Lend-Lease Act played a definitive role in changing America’s foreign policies regarding Europe. Thus, this study instead focused on the Act’s role as a pivot point of America’s foreign policy system.
