일제강점기 구술자료를 통해 보는 노무동원 노동자의 몸 건강 : 전시체제기 강제동원과 의료체제의 제한성을 전제로 (Testimony about Physical Health of Conscripted Workers During Japanese Colonial Period: On the Premise of Forced Mobilization and Limited Medical System in Wartime)

초록

일제강점기 강제동원은 신체에 가해진 일제의 압제를 보여주는 증거이다. 그 가운데 조선인은 존재했고, 일반 조선인의 신체에 건강의 문제가 생겼다. 이들은 물적, 인적 압제 속에서 다수가 죽기도 했다. 일제는 식민지 지배의 정책과 제도를 통해 그리고 일제의 전쟁 체제 속 조선인을 희생시겼다.
전시체제기 건강은 억지로 만들어진 몸의 상태였다. 이를 위해 보통 조선인, 국민은 제도화된 시스템 속에서 존재의 가치를 부여받고 동시에 제도적으로 만들어진 건강을 갖게 되었다. 그리고 이들 조선인은 노동현장과 전쟁에 강제동원 되었다.
구술자료로 본 강제동원된 조선인 노무동원 노동자는 최악의 조건에서 최악 의 생존만을 가능한 몸 상태를 유지했다. 구술자료는 강제동원된 조선인의 경우 먹을 것, 자는 곳에서 압제적 탄압을 받았다는 사실을 보여주고 있다. 그리고 구 술자료는 노동현장, 부상자와 사망자에 대한 대처방식, 개별 노무동원 노동자의 정신 건강 상태 등을 확인하게 만들고 주었다. 사실의 파악이 아닌 학살에 가까 운 인권의 왜곡이 자행되었던 역사가 강제동원의 역사이다.
그런가 하면 전시체제 속 일제는 1938년 ‘의료 관계자 직업 능력 신고령’을 반포하여 의료인들의 지역적 분포상황, 국민의료와의 관계, 각 개인의 사정 등을 상세하게 조사했다. 그리고 일제는 후생국을 통해 강제로 건강한 국민을 만 드는 신체 정치를 일상 속에서 실현했다. 그것은 대상이었던 조선인의 죽음과 희생으로 귀결되었다.
강제동원 속 압제된 몸은 제도 속에서 의료체계와 무관하지 않다. 일제의 의료 체계 속 조선인 의료 관계자는 동원되었고 의료의 전선에서 그 역할을 해야 했다. 전선의 ‘간호부’는 전시체제기 의료 최전선의 치료 담당자였다. 일제강점기 강제 동원과 왜곡된 의료제도 속 조선인의 건강은 식민지 통치의 한가지 증거이다.

영어초록

The forced mobilization during the Japanese colonial period is evidence of Japanese oppression applied to the body, among which Koreans existed and the body of ordinary Koreans had health problems. Many of them died in physical and human oppression, and the Japanese sacrificed Koreans through the policies and systems of colonial rule and the Japanese war system.
The health of the wartime regime was a condition of the body made by force. To this end, Koreans and citizens have been given the value of existence in an institutionalized system and at the same time have institutionalized health. And these Koreans were forced to work in the labor field and war.
The forced Korean labor mobilization, which was viewed as oral data, maintained the worst survival condition in the worst conditions. Oral data show that forced Koreans were oppressively oppressed in eating and sleeping places. And oral data made us identify the workplace, how to deal with injuries and deaths, and the mental health status of individual labor mobilization. The history of forced mobilization is the history of the distortion of human rights close to the massacre, not the grasp of facts.
In addition, the Japanese imperialism in the exhibition system distributed the “Report of the vocational ability of medical personnel” in 1938 and examined the local distribution of medical personnel, the relationship with national medical care, and the circumstances of each individual. Based on this, the medical personnel were controlled by a series of limited and distorted policies. In 1942, the medical personnel were distributed, and in 1944, the Chosun Medical Decree was distributed. This ‘Chosun Medical Order’ was a system that incorporated related laws and regulations, and Japanese imperialism realized physical politics forced through the welfare state in daily life, which resulted in the death and sacrifice of the object Koreans.
The oppressed body in forced mobilization is related to the medical system in the system. The Korean medical personnel in the distorted medical system were mobilized and had to play a role in the medical front. The “Nursing Department” of the front line was the medical director of the front line of medical treatment during the wartime system. The health of Koreans in the forced mobilization and distorted medical system during the Japanese colonial rule is the product of politics about distorted bodies.
