초록

지방자치단체 캐릭터 제작은 지역의 이미지를 구체화하고 타 지역과의 차별화를 꾀하며 나아가 경제적 가치창출을 목표로 하고 있다. 캐릭터의 제작은 타 콘텐츠보다 제작이 용이하다는 장점으로 대부분의 지방자치단체가 선택하고 있지만 대부분 지역의 특산물과 민담 등을 주제로 하기 때문에 지역별로 이미지가 겹치는 현상이 일고 있는가 하면 캐릭터의 활용 면에서 일회성과 단발적인 현상을 보이고 있다.
이에 본 연구는 지자체 캐릭터의 성공 사례로 일본의 지자체 캐릭터 ‘쿠마몬’을 분석하여 국내 지자체 캐릭터를 활용할 수 있는 대책과 방안을 연구하는 것을 목적으로 한다. ‘쿠마몬’은 곰을 형상화한 캐릭터로 쿠마모토 지역의대표 특산품도 아니며 민담이나 설화와도 큰 연관성이 없음에도 불구하고 스토리텔링을 통해 지역민과의 강한 유대감을 형성하여 지역을 대표하는 캐릭터로 인정받고 있다. 또한 한정적인 유루캐라에서 벗어나 일본을 대표하는캐릭터로 자리매김하며 유루캐라의 새로운 발전 가능성을 제안하고 있다. ‘쿠마몬’의 분석은 국내 지자체 캐릭터에 적용 가능한 창의적인 스토리 개발과 구체적인 활용 전략을 제시할 것이다.

영어초록

When local governments try to design characters to represent their cities or communities,these governments would, first, want to make sure that these characterscould help them create economic values. In order to achieve such goal, the localgovernments want their characters to be impressive enough to materialize images oftheir regions and to make people from other regions see these governments’ regionsmore distinctive and original than the other regions are. Most of the local governmentsare willing to design their own characters because this designing of character is consideredeasier for them to do comparing to designing or producing other contents and yet,since the governments want to include all those specialties and folk tales of theirs tothese characters, every local character looks alike to each other, and what is worse isthat when it comes to how to use these characters, the governments do not have theclearest ideas as they only use the characters temporarily once in a while.
In the light of what has been mentioned so far, the study aims to find measures andideas to help the local governments in Korea make good use of their characters as analyzingKumamon, the most successful character of a local government in Japan. As acharacter which looks like a little bear, Kumamon is never a specialty of Kumamoto as ithas nothing to do with folk tales or legends of this area but even so, it is being recognizedas a character to represent the area as it develops a strong bond with residents inKumamoto. In addition, it has positioned itself as the most popular character in Japanas it is no longer some simple yurukara, and that way, Kumamon is proposing a newpossibility for yurukara to develop even more. The analysis on ‘Kumamon’ will providethe local governments in Korea with ideas to help them not only with creative storytellingdevelopment but also with concrete application strategies which they could work onwhen they try to make the best use of their characters.
