질병명 선정을 통해 본 공공언어 정책의 방향성 (Direction of public language policy through the process of selecting a new disease name)

초록

본고에서는 공식적인 질병명을 선정하는 과정에서 행정 기관(통계청)이 보여주고 있는 공공성 확보를 위한 노력을 검토해 보고 이러한 노력이 공공언어 정책의 실천을 위해 노력하고 있는 타 행정 기관에 모범이 될 수 있다는 점을 주장하고자 하였다.
본고에서는 우선적으로 질병명이 현대 사회에서는 공공정보에 해당된다는 점을 밝히고자 하였다. 언중이 일상에서 사용하는 질병명과 전문적인 지식과 정보를 포함하고 있는 질병명의 차이에 대해서 논의하였다. 일상에서 사용되는 질병명은 국어의 단어 형성 규칙과 인지언어학에서의 환유를 통해 형성된 것으로 분석될 수 있었다. 하지만 현대 사회에서는 질병과 관련된 전문적인 정보가 반영된 질병명, 즉 공공언어에 해당되는 질병명이 요구된다는 점에 대해 논하였다.
또한, 본고에서는 <국어기본법>과 <국어기본법 시행령>에서 공공언어와 관련된 조항들도 검토하였다. 검토한 내용을 토대로 현재 공공의 목적을 포함하고 있는 질병명도 공공언어 정책에서 논의되어야 할 전문용어에 해당된다는 점을 제안하였다. <통계청> 산하 <질병분류상담센터>가 담당하고 있는 질병명을 수정하고 확정하는 업무는 단순히 이들 행정 기관만의 노력만으로 결정되는 것이 아니라 언중과의 적극적인 소통에 의해 결정되고 있다는 점을 확인하였다.
결과적으로 현재 우리가 사용하고 있는 공식적인 질병명은 행정기관과 언중 그리고 의료 전문가들의 적극적인 의사소통에 의해 선정되었다고 할 수 있다. 본고에서는 질병명이라는 전문용어의 표준화를 위한 행정기관의 노력이 타 분야의 공공언어 정책에도 적극적으로 반영되어야 한다고 제안하였다.

영어초록

In this paper, I reviewed their efforts to keep “publicness” shown by an administrative agency (Statistics Korea) in the process of selecting official disease names, and show that these efforts can serve as an example for other administrative agencies that are making efforts to implement public language policies.
Firstly of all, this paper tried to clarify that disease names are the public information in modern society. The difference between the name of a disease that is used in everyday life and the name of a disease that contains specialized knowledge and information was discussed. Disease names commonly used in the Korean language community could be analyzed as formed through the rules of word formation in the Korean language and the metaphor in cognitive linguistics. However, in modern society, we discussed the need for disease names that reflect more specialized knowledge and information related to diseases, that is, disease names that correspond to public language.
In addition, this paper reviewed the provisions related to public language in the <Basic Korean Language Act> and <Enforcement Decree of the Framework Act on the Korean Language>. Based on the contents reviewed, it was suggested that disease names that currently contain public purposes also fall under the terminology to be discussed in public language policy. It was confirmed that the task of correcting and confirming disease names, which the <Disease Classification Counseling Center> under the <Statistics Korea> is in charge of, is not determined simply by the efforts of these administrative agencies, but is determined by the active communication with language speakers.
As a result, it can be said that the government's current disease name selection process was the result of active communication with administrative agencies, the public and medical experts. In this paper, it was suggested that the efforts of administrative agencies to standardize the terminology of disease names should be actively reflected in public language policies in other fields.
