오키다 긴조[沖田錦城]의 내한활동과 『裏面の韓國』 간행 (Activities of Okida Ginjo in Korea and Publication of 『The Other Side of Korea』)

초록

오키다는 한국이 병합되기 이전 한반도 강점을 준비하는 일본정부의 방침에 부응하여 활동한 동아동문회 소속으로 1898년에 내한했다. 내한 후에는 『목포신보』 기자, 금성학당 교사, 잡화상 경영, 『오사카마이니치신문』 통신원, 대구일본인상업회의소 창립위원, 『대구일일신문』 사장 등으로 활동했다. 청일전쟁 이후 일본인 단체와 도한 민간인의 움직임을 파악할 수 있는 하나의 사례라는 점에서 특기할만한 인물이다.
그는 자신이 활동하던 목포, 나주, 여수, 대구의 민심 동향과 제반사항을 조사하고 정탐하여 일본에 있는 신문사나 한국주둔 일본군에게 보고하는 역할도 맡았다. 그리고 한인 연구를 위해서 『裏面の韓國』(1905)을 간행했다. 즉 러일전쟁의 승전을 기념하고 전후경영과 식민사업을 위해 철저히 한인의 국민성을 연구하고 한국에서 장래 무슨 사업이 유망한지를 조사하기 위해서였다. 나아가 일본이 열강의 경제적 침탈로부터 한국의 이권을 차지하기 위해 일본인의 적극적인 도항이 필요하다고 생각했다.
『裏面の韓國』에서는 한국이 ‘망국’이 될 수밖에 없는 원인은 무사안일주의, 족류간의 싸움, 미개화 생활, 유타주의에서 찾는다. 유타주의는 정치의 부패와 복장, 가옥 구조, 끽연 문제 등에서 나온다고 보았다. 한국인은 이러한 고질병에 걸렸기 때문에 ‘名醫’인 일본 주도의 개선을 강조하고 있다. 오키다는 부정적인 편견이 가득찬 타자의 시선으로 한국인을 묘사하여 식민통치시기 일본인들의 왜곡된 조선상을 형성하는 토대를 만들었으며 후대에까지 영향을 미쳤다.

영어초록

Okida was a member of Touadoubunkai that engaged in activities in response to the policies of Japanese government in its preparation to take over the Korean Peninsula before merging Korea into its territory and he came to Korea in 1898. After visiting Korea, he was active as a reporter of 『Mokpo Sinbo』, teacher of Geumsung School, management of sundry store, correspondent of 『Osaka Mainichi Newspapers』, founding member of Daegu Japanese Chamber of Commerce, president of 『Daegu Daily Newspaper』 and so forth. After the Sino-Japanese War, this is a person with particular interest since he set out a case to find out the movements of Japanese organizations and civilians residing in Korea.
He also had the role to investigate and monitor the trend of the area and pertinent matters in Mokpo, Naju, Yeosu, and Daegu where he was active and report to the newspapers in Japan or Japanese military in Korea. And, for the studies on Korean, he published 『The Other Side of Korea』 (1905). Namely, it was purported to study the nationality of Korean in detailed ad for the celebration of victory of the Russo-Japanese War along with the investigation of post management and colonial businesses in a way of learning what businesses would be promising in Korea. Furthermore, he thought that it would be critical to have Japanese to come to Korea enthusiastically in order to take over the interests of Korea from the economic exploitation of superpowers around.
In 『The Other Side of Korea』, it considered that the cause for Korea to be a ruined country could be attributable to the fact of the principle of peace at any price, conflicts among factions, uncivilized life style, and idle practice. The idle practice was deemed to come from corruption of politics, attires, housing structure, smoking problem and so forth. It emphasized that Koreans had these incurable disease that there must be improvement led by Japan that had been the right doctor for the cure. Okida depicted Korean with the eye of a third party full of adverse prejudice in a way of laying down the foundation to establish the disported image of Joseon by Japanese during the colonial ruling of the period with the influence on the later generations.
