대학교육 개혁 로드맵: 국립교양대학과 대학통합네트워크 안을 중심으로 (Road map to the Reformation of Korean Higher Education System: National Colleges of General Education and Integrative College Network Abstract)

초록

많은 학생들과 학부모들이 교육문제로 고통스러워하고 있다. 교육문제의 핵심 이슈는 1) 대학의 수직적 서열화, 2) 등록금이 비싼 사립대의 과도한 비중 3) 대학입시 중심의 초중등교육의 파행, 4) 대학교육의 부실이다. 대학의 수직적 서열화와 사립대의 과도한 비중을 완화하는 좋은 방법은 대학 통합네트워크의 실시이다. 대학통합네트워크는 정부의 지원을 적극적으로 받는 국립공동학위대, 정부책임사립대, 정부지원사립대로 구성된다. 이들 간에는 강의개방,학점교류, 교수교류가 적극적으로 이루어져야 한다.대학입시로 인한 중고등학교교육문제를 해결하고 대학교육을 양질화하는데 좋은 개혁방법은 국립교양대학의 설치이다. 국립교양대학은 박사급 교양교육국가교수가 주축이 되는 교양교육 담당 교수진이 양질의 다양한 강의를 제공하는 국립교양대학 프로그램을 대학통합네트워크에 동시에 설립․운영하여, 고등학교 졸업자는 졸업장과 대입자격시험만으로 자신이 사는 또는 원하는 권역의 대학의 교양대학에 진학하고, 1년 반 동안의 교양대학과정 이수 후 교양대학 성적을 중심으로자신이 원하는 대학과 전공을 택할 수 있게 하는 제도이다.대학통합네트워크와 국립교양대학은 2단계에 걸쳐 점진적으로 이루어져야 한다. 1단계에서는 수직적인 대학서열을 해체하는 대학통합네트워크제가 설립·안착되어야하며, 동시에 2단계에서의 대학입시 폐지와 전면적인 국립교양대학 실시를위한 토대를 튼튼하게 마련해야 한다. 2단계에서는 현재의 대학입시제도를 폐지하고 국립교양대학을 전면적으로 실시해야 한다.

영어초록

Millions of high school and college students, graduates, and parents in Korea have been victimized by the chronical education problems, whose key issues are the discriminating hierarchy of colleges and universities, about 80 percentage of Korean colleges and universities being private ones, whose tuitions are expensive, and the abnormalization of education in most elementary, middle, and high schools owing to the feverish competition for the entrance to colleges or universities. A good way to deconstruct the established hierarchy of colleges and universities and the extremely unbalanced ratio of private colleges and universities to public ones is to found Integrative College Network composed of Government-Supported Colleges, Government-Subsidized Colleges, and National College League, whose colleges offer the same diploma to their students regardless of the location of their campus. To normalize the abnormalized education of most elementary, middle, and high schools, I propose to establish the National Colleges of General Education in the Integrative College Network colleges and universities so that high school graduates do not apply for a college or university through tough competition but only with the high school diploma and the passage of the college qualification exam enter the National Colleges of General Education near her/his residence. In graduating one and half year general education in the National Colleges of General Education, the student can apply for a college or a university for her/his major studies. The reformation of Korean higher education system should be implemented gradually in 2 stages. In the 1st stage, Integrative College Network to deconstruct the hierarchy of colleges and universities will be established and the preparation for National Colleges of General Education should be done. In the 2nd stage, National Colleges of General Education will be set up and the current feverish college entrance exam will be abolished.
