이 논문은 혁신주의 시기 미국에서 전국적으로 합의된 반독점 담론이 출현하는 과정을 분석한다. 주의 경계를 넘어선 기업조직이었던 트러스트는 연방 차원의 대응을 요구했고, 시어도어 루스벨트 정부는 전국적 여론을 따라 반독점 정책을 추진하려 했다. 본 연구는 이 시기 전국적 여론을 표상할 수 있던 유일한 매체인 10센트 잡지, 그중에서도 『매클루어스 매거진』이 만들어낸 반독점 담론에 주목한다. 전국의 중산층 독자를 대상으로 했던 이 잡지들은 중산층 전문직과 소비자의 관점에서 트러스트 문제를 기존과 다른 성격의 정치경제 담론으로 형상화했다. 이는 산업적 결합을 경쟁의 원칙과 대비시키는 동시에 트러스트가 상품의 가격에 미치는 영향을 비판하는 것이었다. 연방정부가 이러한 담론을 따라 정책을 세우게 되면서 ‘경쟁의 원칙’과 ‘소비자 보호’라는 이중의 목표는 반독점과 관련된 미국의 정치문화에서 핵심을 이루게 되었다.

영어초록

This thesis investigates the crystallization of antitrust narrative at the national level during the United States Progressive era, with a keen interest on the role of “ten-cent magazines”—the only national periodical at the time. This study argues that the medium had set out a path for the development of a double-edged conceptual framework against industrial monopolization: An antitrust political culture promoting the preservation of competition and consumer protection. Even though historians agree on this binary nature of antitrust principles, the exact circuit in which it developed into a national political culture is not fully investigated. Particularly, scholars often fail to mention the vehement contestation of discourses regarding the trust problem and its tentative resolution during the years between the Sherman Act in 1890 and the Clayton Act in 1914. The primary objective of this paper is to present a case study illustrating how these convoluted proposals had amalgamated into a distinctive political-economic discourse which embodied the two principles. Analyzing 「The History of the Standard Oil Company」, a well-known serial article published in 『McClure’s Magazine』, this paper analyzes the process and outcomes of representing the national consensus on the trust problem; and hence claims that the nationwide readership of the magazine qualified the discourse to be a guide for the federal government. Meanwhile, since these magazines were fashioned for the white-collar readership, the editors configured the issue not from the perspective of the “general public” but from that of the middle-class professionals and consumers. In doing so, the editors could sharpen the dichotomy between the industrial combination and competition while simultaneously demonizing the monopolistic attempts to control the price. This double-edged discourse has remained at the core of the antitrust political culture in the United States since it was recognized by the administration of Theodore Roosevelt.
