남북한 초등학교 듣기말하기 교육 내용 비교 - 남한의 ‘2015 개정 국어과 교육과정’과 북한의 ‘2013 개정 국어과 교육과정’을 대상으로 - (Comparative Analysis of Educational Contents on Listening and Speaking in North and South Korean Elementary Schools -With Focus on South Korea’s 2015 Revised Curriculum and North Korea’s 2013 Revised )

초록

본 연구는 남한과 북한의 국어과 교육과정 중 듣기?말하기 교육 내용을 비교 검토하고 통일을 대비한 통합 교육과정안을 마련할 때 고려할 사항을 논의하는 데 목적이 있다.
남한은 듣기와 말하기를 통합하여 제시하고 있으나 북한은 듣기와 말하기를 두 영역 으로 나누어 제시하고 있다. 남한에서는 내용 체계표를 제시하고 성취기준을 영역별로 제시하고 있는 데 비해 북한에서는 내용 체계표를 제시하지 않으며 성취기준을 ‘학년별 범위와 수준’, ‘도달기준’으로 나누어 제시하고 있는 점이 남한과 다르다. 반면 남북한은 영역별로 구체적인 성취기준을 제시하고 있다는 점에서 공통적이다.
세부적으로 살펴보면 북한에서는 설명과 해설 중심으로 듣기교육 성취기준을 제시 하여 정보전달적 말, 설득적 말을 강조하고, 친교적 말이나 정서표현의 말은 상대적으로덜 다루고 있음을 알 수 있다. 개인의 감수성을 존중하며 개인의 표현 의사를 존중하는 교육보다는 설득 위주의 목적성을 지닌 화법 교육을 추구하고 있는 것이다. 남북한 교육과정의 여집합에 해당하는 성취기준의 조정, 영역 통합 성취기준에 대한 조정, 위계화 기준에 대한 합의 등은 통일 대비 교육과정을 개발함에 있어 고려해야 할 사항이다.
사회통합 역량 틀과 2015년 남한 교육과정에서 논의하고 있는 국어과 교과 역량, 국어과 내용 영역을 좌표화하여 통일 대비 통합 교육과정의 안을 제안하였다.

영어초록

The present study aimed to comparatively review educational contents on listening and speaking in the Korean curricula of South and North Koreas, and discuss the points to be considered in the preparation of an integrated curriculum upon their unification.
In South Korea, listening and speaking are presented combined, whereas these skills are handled separately from each other in North Korea. In South Korea, the teaching contents are systematized, and the achievement criteria are presented for individual items; however, North Korea does not have systematized teaching of contents and presents its achievement criteria for “the scope and level for each grade” and “the level achieved.” On the other hand, both South and North Koreas share a common practice of establishing concrete achievement criteria for individual domains.
A detailed review showed that North Korea emphasizes the use of language to communicate information and to persuade by setting the achievement criteria for listening skills with a focus on describing and interpreting, and relatively de-emphasizes the language of niceties or emotional expressions. Thus, they pursue speech education aiming at persuasion rather than speech education in which individuals’ sensitivities and the expression of individuals’ opinions are respected.
Points to consider in developing an educational curriculum in preparation of the unification include making adjustments in the new achievement criteria that are excluded from South or North Korea’s current curriculum, making adjustments in the achievement criteria for individual domains combined across the two Koreas, and building an agreement on the hierarchy of criteria. Finally, the present study suggests an integrated teaching curriculum in preparation of the unification by referring to the framework of social integration competency, and the academic competencies in Korean language as well as the teaching contents discussed in the 2015 Educational Curriculum of South Korea.
