남송말 지방행정과 添差通判 - 黃震의 廣德軍 添差通判 활동을 중심으로 - (Auxiliary Vice-Prefects and Local Governance in the Late Southern Song: Huang Zhen as Auxiliary Vice-Prefect of Guangde Military Prefecture)

초록

이 글은 절동로 광덕군에서의 황진의 활동을 첨차통판이라는 송대 특유의 관직이라는 틀 안에서 다시 살펴보고자 하는 것이다. 添差官 제도 전반 그리고 첨차통판에 대한 개괄적인 연구는 있었지만, ‘初探’과 ‘試論’이라는 제목이 시사하듯이 기존의 연구는 대개 제도적 연원의 사실관계를 확인하는 데서 그치는 것이었다. 따라서첨차통판이란 관직을 수행한 이들은 이 자리를 어떻게 파악했고, 그 자리가 남송대 지방행정에서 실제 어떤 역할을 수행했는가에 관한 연구는 존재하지 않는 것으로 보인다. 필자는 황진의 자료를 이용하여 위와 같은 문제를 다룸으로써 연구사의 작은 공백을 메우는 것 외에도, 송대 지방 관료기구의 운용과 冗官 문제에 대한 새로운 이해를 시도하고자 한다.
황진은 정원 외에 따로 관리를 두는 것은 백성에게 보탬이 되지 않을 뿐 아니라 오히려 해가 된다고 말한다. 그런데 황진은 바로 그러한 “정원 외의” 첨차통판직을 통해 광덕군의 지방행정과 사회에 구체적인 변화를가져왔다. 그는 첨차통판청의 장기적 존립에 핵심적 문제였던 재정 문제를 선명하게 해서 관청의 추가적 수탈을 방지했고, 일반 백성의 생계에 직접적인 영향을 주었던 社倉의 적폐를 개혁했으며, 광덕군을 비롯 주위 지역사회의 불안요소로 작용하기 시작한 사산묘와 방산의 ‘사회’와 우제를 금지시켰다. 그리고 첨차통판이라는관직과는 직접 관계가 없을지 몰라도, 광덕군에서 이루어진 각종 공공 건물의 보수와 중건에 관한 공적인 기록자의 역할도 담당했다.
현재 남아 있는 사료를 통해 볼 때, 황진은 송대 통판의 주요 임무라고 여겨지던 군의 재정에 직접 간여하고 있지 않다. 광덕군 첨차통판으로서의 황진의 활동은 해당 지역사회의 도덕경제와 ‘풍속’에 관련된 부분에집중되어 있었다. 적절한 관리와 재정적 뒷받침만 이루어진다면, 관료기구의 적절한 확대는 사회의 기본 질서를 유지하기 위해 오히려 필수적이었다고 보아야 할 것이다. 이 글은 주부군 행정의 다기한 분야에서 첨차통판이라는 관리의 추가적인 부임이 행정의 효율성 면에서 꼭 부정적인 효과만을 야기하지는 않았을 것이라는점을 강조했다.

영어초록

This article examines Huang Zhen’s activities in Guangde military prefecture in a larger context of the post of ‘auxiliary vice-prefect.’ A few scholars have made preliminary studies on the issue of ‘auxiliary officials’ and ‘auxiliary vice-prefect’ in the Song period. Limited to basic fact-finding, focusing on tracing their institutional evolution, most of them paid little attention to what those ‘auxiliary officials’ actually did in their posts and how they made sense of the post. Drawing on rich sources left by Huang Zhen, I hope to fill in the gap in historiography and shed new light on the issue of ‘supernumerary officials’ and how the local bureaucracy functioned in the Song period.
Huang believes that dispatching additional officials beyond the existing quota does not do good to the people but does harm to them. What is noteworthy, however, is that he brought in concrete changes to the local governance and local society of Guangde military prefecture while working as ‘auxiliary vice-prefect’ which was an extra-quota position. He prevented the local government from extracting more revenue from the people by clarifying the final problems related to the office of ‘auxiliary vice-prefect’, a key issue to guaranteeing the stable existence of the post. He also drafted and conducted reforms of the Community Granary that was closely related to the subsistence of commoners and the moral economy of the society. Moreover, he put an end to the illicit religious practices at Cishan and Fangshan temples, which had begun to cause various social problems. Finally, although not directly related to his post of ‘auxiliary vice-prefect,’ he was an official recorder of renovations and reconstructions of public buildings and facilities in the prefecture.
Extant sources show us that Huang was not involved in the prefectural finance, which is understood to be the most crucial duty of vice-prefect in the Song. His activities as ‘auxiliary vice-prefect’ of Guangde military prefecture were largely focused on the moral economy and social customs of the area. If supported by adequate administration and financial healthiness, well-managed expansion of the bureaucracy would have been desirable for maintaining basic social order. This article highlights that the post of ‘auxiliary vice-prefect’, which was considered to be a glaring example of ‘supernumerary official’, could have actually brought in positive effects on the efficiency of local governance.
