초록

The colonial agricultural policy of the Japanese Imperialism was changed into the War Mobilization Policy after 1937 that Japan provoked the Sino-Japanese War. In the rural areas of Choseon, the War Mobilization Policy was unfolded into the production increase and the procurement of war supplies, the draft of soldiers and laborers of the munitions industry by force, and, for these, the strengthening of the control over ideology and the establishment of a resident mobilization system. The agricultural production of Choseon under the Japanese Imperialism was accomplished on the ground of a landlord system, and the agricultural productivity depended on the input of fertilizers and labor force. The War Mobilization brought about huge inconvenience. The production and the supply of fertilizers plunged because of the preferential assignment of industrial manufacturing materials into the production of the war supplies and large quantities of the rural labor force was draft into the military and the munitions industry by force. By these, the agricultural productivity plunged and there was a big snag in the War Mobilization. The Agrarian Restructuring Policy under the wartime of the Japanese Imperialism was carried out with a focus on the resolution of the crisis of the agricultural productivity. The Agrarian Restructuring Policy under the wartime of the Japanese Imperialism was unfolded into the organization of coproduce with a village as a unit and the expansion of the production function of landlords, for solving the problem of labor shortages. The Agrarian Restructuring Policy under the wartime of the Japanese Imperialism demanded the expansion of the production function of landlords and the absentee landlords who didn't accede to the demand were forced to manage their tenanted farms by farming contracts. But the control over the landlord system under the wartime was folded into the change from the general landlord system to the active landlord management of Japanese farming companies not into the dissolution of the landlord system. This study explained the truth about the control policy over the landlord system of the Japanese imperialism by the analysis of the Agrarian Restructuring Policy of Joseon under the wartime which was unfolded until the end of the Pacific War after the Sino-Japanese War.
