제주도의 말고기 식용과 사회적 통제로서의 부정 관념 (The Jeju Island Tradition of Horsemeat Eating and the Analysis on the Belief of Impurity in Consuming Horsemeat)

초록

요즈음 제주에선 말고기 식당이 번성하고 있으며 말고기 소비가 증가하고 있다. 이는 육지와는 다른 제주도 음식문화의 특징이라고 할 수 있다. 그런데 제주도 내에서도 말고기 식용은 ‘부정하다’는 관념과 더불어 형성되어온 특이한 면이 있다. 말고기는 제사나 명절 등의 음식으로 상위에 오르지 않으며, 큰일을 앞두고 최소한 일주일 전까지는 ‘부정하다, 부정탄다’는 생각 때문에 금기시되어 왔다.
하지만 역사를 거슬러 올라가면 ‘말고기 부정 관념’은 의도적으로 생성된 것임을 알 수 있다. 현재까지 전승되는 제주의 신화, 세경본풀이와 구좌면 세화리 당본풀이 및 여러 속담들에는 말고기 식용 문화가 여실히 반영되어 있다. 또 조선왕조실록, 산림경제, 동의보감 등 옛 문헌에는 말고기포와 말고기곰국 요리법과 말고기 중독에 대한 처방이 소개되어 있어 말고기 식용이 내륙에서도 이루어졌음을 알 수 있다. 물론 제주에선 매년 섣달에 암말을 잡아 말고기포를 만드는 풍속이 있었으니, ‘말고기에 대한 부정’관념이 애초부터 존재했던 것은 아니라고 할 수 있다.
그러나 내륙에서 군마나 역마로서 말의 기능이 중시되면서 마정과 말에 대한 신성관념이 복합적으로 작용하여 말의 식용이 억제된 것처럼, 제주에서도 말 목장 운영과 말 진상의 폐단 등으로 말고기 식용이 ‘제한되었고 부정시 되었음’을 알 수 있다. 세종조에 시행된 천여명이 넘는 말도적과 이들의 강제 이주는 국가의 마정과 제주민의 말고기 식용 풍속의 갈등 혹은 상충을 보여주는 것이다. 우마도살금지책이나 마소도적의 강제 이전 등 정책적으로 제주의 말고기 식용 관습을 일소할 수 없었기에 말을 진상해야 하는 지방관이나 사목장을 소유한 토호들을 중심으로 의도적으로 생성된 것이 ‘말고기는 부정하다’는 관념이었다고 생각된다. 왜냐하면 이들은 국가에 필요한 말 공급을 담당했던 만큼 생계를 위해 말 도살을 하거나 말을 식용해온 제주 사람들을 통제할 필요가 있었기 때문이다. 이미 제주에는 특정한 ‘육고기’-돼지고기에 대한 부정 관념이 있었으므로, ‘말고기 부정 관념’은 물리적인 통제나 설득적인 언설보다 더 쉽게 제주민의 인식 속으로 파고들었을 것이다. 말고기가 명절이나 제례, 혼례 등에 여전히 부정하다고 인식되는 것은 지방관이나 제주 양반들, 즉 공적 업무를 담당하는 이들에게 ‘인정받지 못해 왔기’ 때문일 것이다. 그러나 말고기에 대한 부정 관념을 제사나 명절에 한정하며 말고기를 식용해온 것은, 말을 사육하면서 밭발림, 말방에 등 농경에 말을 이용하며 말 이용 각종 가공품을 만들며 생활해야 했던 제주 사람들의 지혜에서 비롯된 것이라 할 수 있다. 또한 특정 음식에 대한 ‘부정’ 관념은 사실은 그 음식의 순수함 혹은 불순함, 먹을 수 있음 혹은 없음의 문제라기보다는 사회적 제재 혹은 통제에 의해 강요되거나 제한된 것임을 알 수 있다.

영어초록

Horsemeat restaurants are thriving in Jeju Island nowadays and consumption of horsemeat is increasing there as well. These trends highlight the unique Jeju dietary traditions that are different from that of the mainland. However, there is also a peculiar belief that consuming horsemeat is impure ; a belief that has developed along with the culture of horsemeat consumption in the island. Horsemeat was neither used for ancient rituals nor in seasonal festivities. The locals regard the practice as taboo before an important occasion and therefore refrain from consuming horsemeat at least for a week before the occasion.
As one takes a closer look at historical evidence however, such belief, quite clearly, had been manufactured. The tradition of horsemeat consumption is clearly evidenced in several Jeju Island myths and proverbs including the Segyeongbonpuli, Dangbonpuli of Guja-myeon, which have all been transmitted until today. Records of ancient recipes from ancient literatures such as the Joseon Dynasty Annals, Sanrimgyeongje, and Donguibogam also make it clear that horsemeat consumption was practiced even in the mainland. Such recipes include horsemeat jerky, horsemeat broth, and an antidote for horsemeat poisoning. Also, there was an old Jeju tradition of making horsemeat jerky from a mare in the last month of the year, which makes it clear that the notion of impurity existed originally.
It is quite clear that horsemeat consumption was regarded as impure and was suppressed in Jeju Island due to the operation of horse ranches and abuse in royal offering of horses. Similarly, eating horsemeat in the mainland was discouraged because of the regarded sanctity of horses and the administration of horse usage as they became important for the purposes of war and post.
Ancient literature from the time of King Sejong during the Joseon Dynasty reveals that 1,000 or more horse thieves were exiled. This legal act clearly shows the conflict and contradiction between the national policy on horse usage and the tradition of horsemeat consumption in Jeju. Since it was impossible to wipe out horsemeat consumption completely through policies that prohibited the slaughtering of horses and cows and exiled horse and cow thieves, it seemed that it was the local officials who intentionally created the belief of impurity to suppress horsemeat consumption since they had to make a royal offering of horses and patronize the owners of horse ranches. They had to control the locals who had, for generations, traditionally slaughtered horses for their food and livelihood in order to guarantee the supply of horses to the central government. Since there was already a well established belief of impurity on another type of meat-pork, they thought that it was probably easier to penetrate the consciousness of the locals with such a belief rather than physical control or persuasive arguments.
The main reason why horsemeat is still regarded as impure for seasonal festivities, ancient rituals and weddings is because it had not been recognized by local officials and gentries, the class in charge of official matters. However, locals have shied away from horsemeat because they have wisely developed a close interest in horses as an important support to enhance their livelihood. They began to use horses in farming, such as Batbalim and horse yoke, building houses and producing horse-based materials. Also, it was quite clear that the belief of impurity was usually reinforced and limited by social censure or control, not from the horsemeat’s edibility.
