한말 기독교 신문의 근대국가론 : 인민을 중심으로 (Inmin and the Modern Nation in Christian Newspapers during the Late Joseon Korea)

초록

이 논문은 「죠션크리스도인회보」와 「그리스도신문」이 펼친 문명개화론 가운데 근대국가 건설과 관련된 기사들을 분석했다. 민족주의나 민족국가에 관한 최신의 이론을 적용하여 「회보」와 「신문」을 분석하고, 두 신문이 전한 근대국가 개념의 핵심요소를 ‘인민'이라는 새로운 용어를 중심으로 드러내려고 했다. 두 신문은 먼저 조선이 청일전쟁의 결과로 독립할 수 있는 기회를 얻었다고 보고, 문명개화를 통해 참된 독립국, 즉 근대국가를 만들어야 한다고 주장했다. 문명개화는 근대국가를 형성하는 데 필수불가결한 요소로 인식되었다.
두 신문에 따르면 근대국가의 기초가 되는 것은 주권을 가진 인민이었다. 인민은 전근대 사회에서 피지배층을 의미하던 백성이나 신민과 구별되는 용어로서 문명개화와 근대국가의 중심이었다. 근대국가는 자유와 평등과 같은 인민의 인권을 법으로 보장하며, 그들이 능력을 발휘할 수 있게 하는 국가다. 이를 위해서 근대국가는 공정한 법을 만들고 공의로운 정치를 펼친다. 두 신문은 한글 사용을 근대국가 형성을 위해 대단히 중요한 요소라고 본다. 한글은 민족어를 적는 민족 문자로서 전근대 동양의 지배층 문자였던 한자와 대비된다. 두 신문은 한글의 우수성과 편리함을 칭찬하면서 한문의 어려움과 불편함을 신랄하게 비판했다. 민족문자인 한글의 사용은 인민이 주인의식과 공동체 의식을 가지게 만들었다. 이 일에 크게 기여한 것이 한글로 된 신문과 도서의 배급이었다. 이런 점에서 두 신문은 신문의 가치를 높이 평가하며 신문발행을 권장했다. 근대국가를 유지시키는 것은 인민의 애국심이다. 두 신문은 전통사회 속에 조선인의 애국심이 결여된 것을 지적하면서 교육을 통해 애민, 애족, 애국을 가르쳐야 한다고 주장했다.
현대의 민족주의 이론은 「회보」와 「신문」이 펼친 근대국가 개념을 이해하고 분석하는 데 도움을 준다. 그러나 서구의 민족주의 이론은 근본적으로 서구중심적 역사관인 근대화론에 기초하고 있었다. 이와 마찬가지로 두 신문이 말한 문명개화론도 사회진화론에 기초하고 있었다. 따라서 선교사들은 일본이 조선을 식민지로 만들었을 때 그것을 쉽게 받아들일 수 있었다. 선교사들이 신문을 통해 조선 사람들의 국가의식 부족을 비판했지만, 조선의 대중이 근대국가가 요구하는 국가의식을 가질 수는 없었다. 그들은 지배층의 언어, 문화, 종교로부터 소외되어 국가가 아니라 씨족 공동체를 중심으로 살고 있었다.

영어초록

This paper deals with the articles related to modern nation-building as part of the civilization-enlightenment campaign by the Joseongrisdoinhoebo(「죠션크리스도인회보」) and the Grisdosinmun(「그리스도신문」). It attempted to analyze their idea of nation-state with recent theories of nationalism and to reveal its key ingredients with the idea of “inmin (people).” Believing that Korea became independent due to the Sino-Japanese War, the two newspapers claims that Korea should became a truly independent modern nation through the civilization-enlightenment movement. Civilization and enlightenment is regarded as a necessity for building a modern nation.
According to the two newspapers, the sovereign inmin(인민) is the basis of modern nation. Compared to baekseong and sinmin in the pre-modern period, the inmin is the center of civilization-enlightenment and modern nation. A modern nation secures inmin's rights such as freedom and equality by law and help it willingly contribute to the nation. Therefore, a modern nation establishes just laws and righteous politics. The two newspapers considers the universal use of hangeul inevitable for modern nation-building. As the national alphabet, hangeul stood in contrast with the classical Chinese that had long been the alphabet of the rulers in pre-modern East Asia. The two newspapers praises hangeul's superiority and convenience, and harshly criticizes the difficulty and inexpediency of the classical Chinese. The widespread use of hangeul helps inmin have a sense of national responsibility and community. The distribution of Korean-language newspapers and books greatly contributed to this development. The power behind the prosperity of a modern nation is inmin's patriotism. Criticizing the lack of patriotism in the traditional Korean society, the two newspapers holds that the love of nation and fellow inmin should be taught by universal education.
The civilization-enlightenment theory that the two newspapers introduced was based on social Darwinism. Therefore, it was natural for the American missionaries, who published the newspapers, to accept Japan as a new ruler over the Korean peninsular. Although they criticized the Korean people's lack of national consciousness, they could not fully understand why. The Korean populace, long alienated from the language, culture, and religion of the rulers, was living around blood-related communities and could not have the sense of nation as the missionaries advocated.
