초록

본고는 대한제국 농무국장 서병숙이 작성한 『농림시찰일기』를 토대로 1906년 10월부터 11월까지 48일간 그가 도쿄를 중심으로 일본 각지를 시찰한 일을 검토 한 글이다. 그의 여행기는 경부철도와 부관연락선을 기반으로 한일 양국간 대량 고속수송 루트가 완비된 이후에 양국의 수도를 오간 최초의 기록이라는 점에서 중요한 의미를 갖는다.
서병숙은 농업근대화를 위한 견문을 넓히고자 일본 시찰을 계획했기 때문에 우선 농업 관련 시설을 두루 찾았다. 그러나 시찰지는 농림업에만 한정되지 않았 으며, 오히려 근대산업 시찰에 중점을 두었고 교육기관도 다수 살폈다. 그의 시 찰지 선정에는 문명개화론자로서 식산흥업과 신식교육을 중시하는 태도가 큰 영 향을 미쳤다고 보인다.
하지만 그의 일본 시찰은 별다른 의미 있는 후속 조치로 연결되지 못했다. 귀 국 후 농상공부 협판 승진에서 친일파에게 밀리고 농무국장에서 해임됨으로써 그의 일본 산업시찰은 일부나마 정책으로 실현될 기회를 영원히 상실했다. 그의 사례는 일제의 보호통치를 저항 없이 수용하며 오로지 식산흥업, 신식교육만을 부르짖던 문명개화론자 일반의 좌절을 압축적으로 보여준다.

영어초록

This paper examines the 48-day inspection tour conducted by Seo Byeong-suk, the Director of the Department of Agriculture of the Daehan Empire, from October to November 1906, based on his travelogue “Nongrim Sichal Ilgi” (Diary of Agricultural and Forestry Inspection). His travel record holds significant importance as it represents the first documented journey between the capitals of Korea and Japan after the comple- tion of the high-speed mass transportation route connecting the two countries via the Gyeongbu Railroad and the Busan-Shimonoseki Ferry.
Seo Byeong-suk planned the inspection to broaden his knowledge for agricultural modernization and, therefore, visited various agricultural facilities. However, the scope of his inspection was not limited to agriculture and forestry; instead, he placed greater emphasis on modern industrial sites and visited numerous educational institutions. His selection of inspection sites reflects his prioritization of industrial promotion and mod- ern education, influenced by his perspective as a proponent of civilization and enlighten- ment theory.
However, his inspection in Japan did not lead to any significant follow-up actions. After returning to Korea, Seo was passed over for promotion to Vice Minister of the Ministry of Agriculture, Commerce, and Industry by pro-Japanese figures, and he was eventually dismissed from his position as Director of the Department of Agriculture. As a result, his findings from the Japanese industrial inspections never had the opportunity to be translated into policy. Seo’s case encapsulates the frustration of civilization and enlightenment advocates who, while passively accepting Japan’s protectorate rule, solely emphasized industrial promotion and modern education. His experience highlights the general failures faced by such figures during this turbulent period.
