고려말 鄭地의 생애와 군사활동 (The Life and Military Activities of Admiral Jeong Ji in the Late Goryeo Dynasty)

초록

정지는 1347년 羅州에서 태어났다. 恭愍王 대에 李僖와 함께 防倭策을 내세우며 정지는 수군으로서의 첫 入仕를 하게 되었다. 정지의 방왜책은 海道에서 나고 자란 사람을 훈련시켜 倭寇와의 전투를 준비하겠다는 수군 정비에 관한 상소였다.
정지의 방왜책은 수군 정비에서 끝나는 것이 아니라, 전함 건조로 이어졌다. 후대의 기록에 정지가 처음으로 전함을 건조했다고 나타난다. 이는 기존의 전함과 어떠한 차이를 두고 있음을 의미한다. 정지가 건조했다는 전함은 아마도 화포가 장착된 전함을 의미하는 것은 아닐까 한다. 화약 무기를 실은 전함으로 큰 전과를 올린 鎭浦 전투를 통해, 정지는 전함에 화포를 장착하기에 이른다. 觀音浦 전투는 정지의 수많은 전투 중에서도 그 의의가 다르다 할 수 있다. 火㷁都監의 설치 이후, 관음포 전투에서는 처음으로 전함에 화포를 장착해 이동 중 해상에서 싸워 크게 승리하였다. 관음포 전투 이후 정지는 화포를 장착한 전함 건조에 힘을 쏟았다. 이것이 정지의 두 번째 방왜책이었다.
정지가 왜구와의 전투에서 많은 승리를 거두었음에도 왜구의 평정을 이루지 못하니 禑王은 이를 책망하였다. 이에 정지는 對馬島 征伐을 건의했다. 정지의 대마도 정벌은 당시에는 받아들여지지 않았다. 하지만 정지는 왜구의 근거지가 對馬島와 壹岐島임을 정확히 파악했고, 경인년 왜구 침입 이후 단 한 번도 시도되지 않았던 동정을 건의하였다. 정지는 탁월한 전략가였으며, 왜구 침입의 근원적인 문제를 해결하려 했던 대마도 정벌의 선구자였음을 확인할 수 있다.
당시 수군의 최고 지휘자로서 큰 전공을 남긴 정지에게도 고려 말 격동기의 비운은 지나칠 수 없었다. 威化島 回軍 후 李成桂의 정변으로 이어지는 김저사건과 윤이·이초 사건에 연루되어 정지는 유배되었다. 일평생 왜구 격퇴에 앞장서며 수군의 수장으로서 백성들에게 높이 평가되었던 정지의 존재는 이성계에게 경계해야할 대상이었고, 이에 이성계는 정지를 포함한 위협적인 세력을 역모사건에 연루시켜 제거하려 했던 것이다.
정지는 1391년 회군의 공으로 이등공신에 선정되고, 옥에서 풀려나 명예회복에 나섰으나 광주로 은퇴해 정계에서 물러나 살다가 病死했다. 그의 나이 마흔다섯으로, 병사의 이유는 밝혀진 바가 없다.
본고는 정지의 생애와 활동에 대한 연구이다. 정지가 방왜책으로 내세운 전함 건조에 대해 집중적으로 검토하였다. 후대의 기록에 처음으로 전함을 만든 이가 왜 정지가 되었는지, 이러한 전함을 언제 건조하였는지 등에 대해서 현재까지 밝혀진 바가 없다. 이에 필자는 정지의 전함 건조에 대해 심화된 견해를 제시하고, 더불어 정지의 대마도 정벌 건의에 대해서도 상세히 규명해 보고자 한다.

영어초록

Born in 1347 in Naju, Jeong Ji shows no exact record of how he could enter politics. He served as Jungrangjang in 1374, and it was the first government post on record. In the reign of King Gongmin, Jeong Ji made his first debut as a navy with Lee Hee, introducing a new defence policy for battles against the Japanese. Jeong Ji’s defence policy against the Japanese was about appealing on naval maintenance to train those born and raised in the sea to prepare for the battle against the Japanese.
Jeong Ji’s defense policy against the Japanese did not end in the maintenance of the Navy but led to the construction of the battleship. Later records show that Jeong Ji was the first to build a battleship. This means there was some difference between the existing battleships and his own. The battleship that the Jeong Ji built was probably a warship equipped with gunpowder. After Hwatong Dogam’s installation, it was the first time in the Battle of Gwaneumpo that a battleship was equipped with a cannon and won greatly at sea. After the Battle of Gwaneumpo, Jeong Ji focused on the construction of battleships equipped with artillery shells. This was Jeong Ji’s second defense policy against the Japanese.
Jeong Ji won great successes in numerous battles, starting with the defeat of Japanese invaders in 1377 in Suncheon, Nakan, and others. In particular, the Battle of Gwaneumpo, which led warships equipped with artillery guns to the sea and produced the greatest success, was of a different significance among the numerous battles of Jeong Ji. However, King Wu blamed Jeong Ji for not being able to annihilate the Japanese. In response, Jeong Ji suggested that the government go on a conquest of Daema-do. Jeong Ji’s suggestion was not accepted at the time, but was later done by Park Wi in 1389. It can be confirmed that Jeong Ji was an excellent strategist in defeating the Japanese, and he was the pioneer who tried to conquer Daema-do to eliminate the root problem of the Japanese invasion.
Even Jeong Ji, who rendered distinguished services in wars as the top conductor of the Navy at the time, could not afford to overdo the tragic fate of the late Goryeo Dynasty. Jeong Ji was exiled for his involvement in the Kim Jeo incident and the Yun Yi and Lee Cho case, which led to Lee Sung-gye’s political revolution after returning at Wihwado. There are no exact causes of Jeong Ji’s involvement in the political backstabbing. The existence of Jeong Ji, who was the leader of the Navy fighting against the Japanese army and was highly regarded by the people throughout his life, was something to be wary of, and Lee Seong-gye tried to remove threatening forces, including Jeong Ji, by engaging in back-faltering incidents.
Jeong Ji was selected as a second-class contributor in 1391, released from prison and sought restoration of his honor, but retired to Gwangju and died of illness while living away from politics at the age of forty-five. The reason for his illness is unknown.
This dissertation is a study of Jeong Ji’s life and military activities. Intensive consideration was given to the construction of battleships, which Jeong Ji put forward as a defence policy against the Japanese. So far, nothing has been learned about why Jeong Ji was recorded to have built the first battleship, and when it was built. In this regard, I would like to present my intensified view on the construction of Jeong Ji’s battleship, and also to elaborate on Jeong Ji’s proposal to go on the conquest of Daema-do.
