전라도 장흥도호부 수군(水軍) 만호진(萬戶鎭) 회령포(會寧浦) 연구 (Study of Naval Manho-jin Hoeryeong-po in Jangheung Prefecture (Dohobu), Jeolla-do)

초록

이 글은 조선 초기에 왜구의 침입을 방비하기 위하여 전라도 장흥도호부 회령포에 설치된 수군 만호진의 설치와 이설 그리고 관할의 변동과 축성사실, 수군의 운용에 대하여 살펴본 것이다. 그 중에서도 특히 서로 다른 기록이 있어 관련연구에 혼란을 주고 있는 진의 설치와 이설 시기에 대한 사실규명에 중점을 두었다.
이를 위하여 먼저 회령포진은 조선 초기인 세종 4년(1422)에 요충지인 장흥부의 동(東)쪽 회령포에 병선을 정박시키면서 수군만호진이 되었는데, 3년 후인 세종 7년(1425)에 남(南)쪽인 지금의 회령포진성 인근 해안으로 옮겨서 정박하다가, 성종 21년(1490)에 회령포진성이 축성되면서 현재의 위치에 고착되었으며, 이 때에 기존의 지명을 그대로 사용하게 되었다는 회령포진의 설치·이설사실을 실록(實錄)·지지(地誌)·지도(地圖) 등 관(官)·사찬(私撰) 기록의 비교 분석을 통하여 확인 하였다.
이어서 회령포진의 이설시기에 대한 연구의 걸림돌이 되었던『장흥지(長興誌)』에 기초한 ‘명종 9년(1554) 이진설’에 대하여 조선초기의 수군진포의 설치·이동은 당시 수군의 근무방식인‘장재선상수어(長在船上守禦)’원칙에 따라 병선의 정박과 이박을 기준으로 인식되어야 한다는 점과, 회령포의 병선을 주포(周浦)로 이박 시킨 세종 7년(1425)의 기록에 ‘회령포만호’라는 관직명이 이미 등장하고 있으며,「세종실록지리지」이후의 모든 기록에 회령포진의 위치를 동(東)쪽이 아닌 남(南)쪽으로 적고 있는 점, 그리고 실록 등 관찬 사서에 이미 등장하고 있는 회령포진의 설진·이설 관련 기사를 간과하고 일제시대 지방의 향교에서 발간한 사찬기록물을 1차 사료로 선택한 사료선택의 부적절성 등을 지적하여, 기록의 부당성을 밝히고 세종 3년(1422) 설진과 세종 7년(1425)의 이진 사실을 입증 하였다.
다음으로 회령포진이 전라 좌·우도 수영(水營)의 중간지점에 설치되어 왜구의 침입 경로· 해안지형· 조류변화 그리고 수조(水操)의 시행에 따른 정책변경 등의 추이에 따라 관할변동이 다른 진포에 비해 심했던 점에 착안하고, 관련 자료의 기록들을 시대 순으로 정리하여 회령포진의 변천과정과 원인을 밝혔다.
또한 회령포진성의 축성시기에 대한 고찰을 통해 '명종 9년(1554)의 이진설'에 입각하여 전남 보성군 회천면 일대에서 회령포진성 관련 유적으로 추정되고 있는 몇몇 유적지에 대한 기록의 재검토가 필요하다는 것을 문제점으로 제기하였으며, 마지막으로는 회령포진에 입방(入防)하는 수군의 운영상황을 살펴보았다.

영어초록

This study investigated the installation and shift of Naval Manho-jin in Jeolla-do Jangheung Prefecture (Dohobu) Hoeryeong-po installed to defend against invasion by Japanese raiders during the early Joseon period, change of jurisdiction, fortification facts and the operation of Naval Forces. In particular, this study focused on investigating the facts concerning the times of the installation and shift of a base (Jin), which give confusion to related research because there are different records.
Hoeryeong-po Base became Naval Manho-jin as warships were anchored in Hoeryeong-po, east of Jangheung-bu, a strategic point during the early Joseon period in the 4th year of King Sejong’s reign (1422). Three years later in the 7th year of King Sejong’s reign (1425), the warships were anchored, moving south to the currently nearby coast of Hoeryeong-po Fortress. In the 21st year of King Seongjong’s reign (1490), it was fixed at the current position as Hoeryeong-po Fortress was constructed. This study verified the facts of the installation and shift of Hoeryeong-po Base that the existing nomination has been used as it had been through a comparative analysis of public and private records such as annals, geographical descriptions and maps.
Next, this study pointed out that the installation and shift of Naval Jin-po during the early Joseon period should be perceived based on the anchoring and leaving of warships according to Naval forces’ working method, the principle of ‘long stay on the vessel and defense (Jangjaeseonsangsueo),’ concerning ‘the view of shift of Hoeryeong-po Base in the 9th year of King Myeongjong’s reign (1554)’ based on Jangheung-ji (Report on Jangheung) that became a stumbling block of research on the time of shift of the Hoeryeong-po Base, pointed out that the official title of ‘Hoeryeong-po Manho’ already appeared in the record on the shift of warships in Hoeryeong-po to Jupo in the 7th year of King Sejong’s reign (1425) and all records after Sejong Sillok Jiriji (King Sejong’s Treatise on Geography) write the location of Hoeryeong-po Base as south, not east and proved the facts of establishment in the 3rd year of King Sejong’s reign (1422) and shift in the 7th year of King Sejong’s reign (1425), listing the overlooking of the articles related to the establishment and shift of Hoeryeong-po Base, which already appeared in public historical books like annals and the inappropriateness of the selection of historical materials, that is, choosing private records published by local Confucian school (hyanggyo) during the Japanese colonial period as primary historical materials,
Next, this study perceived that, since Hoeryeong-po Base was installed at the half-way point of Naval Base in left and right provinces of Jeolla-do, change of jurisdiction was severer than in other Jin-po (Naval bases) according to the developments such as Japanese raiders’ intrusion path, coastal terrain, tidal currents and change in policies according to the execution of naval maneuvers, summarized the records of the related materials chronologically and revealed the transition process and cause of the change of Hoeryeong-po Base.
In addition, through a discussion on the fortification of Hoeryeong-po Fortress, this study raised a question that it would be necessary to review the record on some historic sites assumed to be remains of Hoeryeong-po Fortress in the whole area of Hoecheon-myeon, Boseong-gun, Jeollanam-do, based on 'the view of shift in the 9th year of King Myeongjong’s reign (1554)', and lastly, this study examined the situation of the operation of Naval forces that keep Hoeryeong-po Base.
