한말 일제의 대륙 진출과 부산 및 진해만의 요새화 (The Japanese Imperialism of Entry into the Continent at the Late Period of Joseon and the Fortification of Busan and Jinhae Bay)

초록

본 논문은 러일전쟁에 임박한 일제가 대륙으로의 진출과 한반도 식민화를 목표로 부산 및 진해만을 요새화하는 과정에 대해 살펴보았다. 일제는 러일전쟁을 대비하여 해상방어를 위한 전략적 요충지인 부산 및 진해만 일대에 영구적인 군사거점을 확보하기 위해 군용지를 수용하기 시작했다. 대한제국의 국권이 존재하던 시기임에도 불구하고 한일의정서를 비롯하여 일제가 규정한 여러 조항 및 요령을 빌미로 군용지의 무단점거 및 점탈을 정당화하고 있으며, 국유지 및 관유지는 무상으로 영구 수용하고 가덕도 민가등급표 등을 통해 민유지는 강탈에 가까운 금액으로 보상하는 행태를 확인할 수 있었다. 또한 군항을 건설함에 있어 진해만 군항 예정지를 일본 통감부의 주도하에 군항지를 조사, 군항 경계를 수립 계획하였다.
러일전쟁의 발발과 동시에 한반도의 식민지화 및 대륙진출의 전초작업으로 ‘진해만요새’를 신설하였으며 그 산하의 외양포포대와 저도포대가 이에 해당된다. 이러한 요새의 건설공사를 담당한 조직은 육군 축성부이다. 이들은 요새를 단기간에 건설하기 위해 ‘요새건설실행위원회’를 조직하고 ‘건설설계요령서’를 제작하는 등 수단과 방법을 가리지 않고 이 일대의 빠른 점령을 위해 요새화를 진행하였다. 러일전쟁이 임박하여 임시요새를 단기간 내에 공사를 완료해야하는 업무 특성으로 제3임시축성단의 포대 건설공사 일체를 나카타니 히로키치(中谷廣吉)가 독점으로 청부받았으며 한국인 역부의 강제동원을 확인하였다.
이와 같이 일제는 러일전쟁이 임박한 이 시기에 대한제국의 국권이 존재함에도 군용지를 무단으로 점탈하고 각종 포대를 건설하는 등 부산 및 진해만 일대를 요새화하여 장악하였다.

영어초록

Japanese imperialism expanded naval ports and made them into fortresses in order to use these areas as strategic points for the colonization of the Korean peninsula and entry into the continent.
Imperialist Japan constructed firstly the military installations of Jeo-do(猪島) and Oiyang-po(外洋浦) against the Russo-Japanese War. After the moving of the artillery headquarters into Masan(馬山) in 1911, these installations had been maintained for the defense of Busan and Jinhae Bays.
The study looked into the procedure of forcible occupation by Japan, involving the background of the designation and forcible accommodation of military reservations, and forced eviction by the purchase of land. Concerning Oiyang-po, carefully planned compensation for land and forced eviction was made according to the ‘Table of Folk Houses Rating(民家等級表)’ (1905).
It is recorded on the documents, so the amount of construction for each construction can be identified and reasons and timing for each construction project, the budget or repair expenses related to the construction are recorded. In addition, the layout and current status of the artillery positions are compared through drawings and ‘design tactics’(設計要領書) attached to the annex. Data on the purpose of each military facility, weapons, and attached facilities were also available.
In 1904, the artillery headquarters and position were constructed by the 3rd Temporary chookseong-dan (第3臨時築城團) under the command of Matsui , a military engineer officer. The executional constructions were accomplished by the Japanese construction contractors.
It is the 'Chukseong-bu' (築城部, the Department of Castle Construction) that supervised the construction of fortresses. Also, the study reviewed the administrative flow as well as the installation process of the Chukseong-bu of the Department of the Army.
A Japanese contractor ‘Nakatani Hirokichi’(中谷廣吉) was in charge of the construction for the quick completion of the Oiyang-po and Jeo-do artillery position. As the Pacific War approached, numerous caves were dug in key military sites in addition to the existing artillery. Many Koreans were forced to work in the cave, making it very difficult for there lives.
