This research is about relationship between activity of Protection Alliance for Korea-Chinese inManchuria and the overseas-Chinese exclusion in 1927. The overseas-Chinese exclusion in Chosun in 1927has various elements: contempt and hostility of Korean toward Chinese, reaction against persecution ofKorea-Chinese in Manchuria, expression of repressed national sentiment in different form, method ofexpand of mass movement by strengthening local activity by Singanhoe(新幹會), and confliction of rightsand interests of Manchuria between China and Japan.
The persecution of Korea-Chinese in Manchuria and the overseas-Chinese exclusion in Chosun havedifferent aspects and major problems. However, it becomes the standard to decide treatment and policy forimmigrants in Chosun and China. If any problems happen, such as discrimination of Korean Residents inManchuria, Koreans reacted similar to Chinese in Chosun because there is no way to solve this problemdirectly. For the procedure to expand rights in Manchuria, Japanese Government-General of Korea andJapan related Chinese policy of Korea-Chinese in Manchuria because it needed to be settled down.
Therefore, problem of Korea-Chinese in Manchuria and the overseas-Chinese exclusion problem in Chosunwere recognized as interrelated problem, and the treatment and reaction method are also interrelated.
Immigrants are separated from protection of home government, and community system of migrantarea is relatively separated. They are relatively free from community system’s control; on the other hand,they are separated from protection from community system. Thus, it has enough reasons, which maytransferred into vicarious gratification target for complaints and anger.
The overseas-Chinese exclusion in 1927 is about gathering organization for nationalist movement byusing discrimination of Korean residents in Manchuria under the consequences that nationalists group ofChosun cannot complain against Japan. They began nationalist movement by attacking Chinese, who had1927년 재만동포옹호동맹의 결성과 화교배척사건 127less social and political power, and adequately expressed the citizen’s complaints. Japan, who respondedpassively against the overseas-Chinese exclusion, gave China pressure by using idea of persecution ofKorea-Chinese in Manchuria as containment of Manchuria invasion. Also, Japan succeeded to turn theKorean’s complaints to China. Although China assumed that Korea-Chinese in Manchuria are the agent ofJapan for Manchuria invasion, which causes persecution of Korea-Chinese in Manchuria as method ofgiving pressure to Japan, this policy had to be alleviated because the overseas-Chinese in Chosun also getsinjured at the same time. The immigrant persecution, begun by confliction between China and Japan forManchuria, made Chosun nationalists, Japan, and Beijing warlord government to successfully achievestrategic goal. However, each immigrants, who did not received any protection from the community, weresacrificed. Although each of them couldn’t fight against the enemy directly, the immigrants, who were thesubstitute without any power, were seriously injured. After modernization, East-Asia immigrants weresometimes sacrificed when opposite nation needed social and political targetThe overseas-Chinese exclusion, brought by revenge of persecution of Korea-Chinese in Manchuria,alleviated the persecution, consequentially. This Activity is the overseas-Chinese exclusion as massive asWanbao Mountain Incident(萬寶山事件) in 1931. The persecution of Korea-Chinese in Manchuria, thecause of the overseas-Chinese exclusion in 1927, continued without any solution, and it initiated theoverseas-Chinese exclusion in 1931. The exclusion in 1931 had similar procedure and resolution. Theexperiences of the overseas-Chinese exclusion in 1927 made the overseas-Chinese exclusion in 1931 moreaggressive. Therefore, the overseas-Chinese exclusion in 1927 and 1931 should be handled carefully withinterrelationship. In this sense, the truth of the overseas-Chinese exclusion and relationship with protectionmovement for Korea-Chinese in Manchuria will be a motivation to understand the overseas-Chineseexclusion in 1931 in different point of view.
