『계간삼천리』 피폭조선인 기사를 통해 본 일본 지식인의 탈식민 담론 실천의 단층 (Multi-layered discursive practice of Japanese intellectuals seen through the Lense of Korean Atomic Bomb Survivors Reports in the Quarterly Magazine Samcheon-ri)

초록

1975년 창간된 『계간삼천리(季刊三千里)』는 재일조선인이 편집위원이 되어 일본어 로 발행한 문예 잡지다. 이 잡지에는 비록 많지는 않지만 피폭 조선인과 관련된 기사가 꾸준히 게재되었다. 피폭 조선인에 대한 기록이 충분하지 않은 현실에서 이러한 기사는 그 자체로 ‘두텁게 읽힐’ 사료적 가치를 지니며, 이러한‘두텁게 읽기(thick reading)’는 이 글 이 기고된 시기에 피폭 조선인이 지나온 역사적 맥락 속에서의 해석을 필요로 한다. 이 글은 『계간삼천리』에 기고된 피폭 조선인 관련 기사가 지닌 이러한 중요성을 고려하면서, 한편으로는 이 기사가 일본 지식인의 전후 탈식민 담론의 단층과 그 변형 과정을 검토하는 데에 중요한 의미를 지니는 것에 주목한다. 『계간삼천리』에 피폭 조선인과 관련된 글을 기고한 이들은 주로 히로시마 지역 언론 이나 교육계에 종사하면서 피폭 조선인 지원 활동을 해오던 일본인이었다. 또한 『계간삼천리』의 피폭 조선인 기사는 피폭 조선인의 실태를 보고하거나 일본의 전후 평화 담론에 대한 비판을 가하는 형태가 주를 이루었다. 『계간삼천리』에 기고된 피폭 조선인 기사는 일본 지식인에게 피폭 조선인의 존재가 제국 일본과 식민지배의 역사적 책임을 추궁하 는 탈식민 담론 실천의 표상이었다는 점을 잘 보여준다. 이들에게 피폭 조선인은 패전과 전쟁의 역사를 상기시키는 존재이자 제국 일본의 식민 역사가 여전히 지속되고 있음을 고발하는 존재였던 것이다. 한편, 이 잡지가 발간된 1975년에서 1987년까지는 일본의 고도성장과 국제화 노력, 한국의 독재 정권, 그리고 동아시아의 냉전 질서 등이 겹쳐 있는 시기이기도 하다. 『계간 삼천리』에 기고된 피폭 조선인 관련 기사는 이 시기 한국과 일본이라는 두 사회에 피폭 조선인의 존재가 축적되고 침잠되어 있는 역사적 지층의 단면들을 잘 보여준다. 그리고 이 지층의 단면에는 한국과 일본, 그리고 재일조선인 사회 내에 드리운 포스트 식민과 냉 전, 분단의 그림자, 그 속에서의 협력과 갈등, 연대와 균열이 그려낸 역사적 옹이들이 그 대로 아로새겨 있다. 피폭 조선인을 주제로 한 이들 기고문은 이 시기 일본 사회의 전후 평화 담론의 한계 또한 드러낸다. 일본의 국내정치적인 맥락에서 분열된 반핵평화단체 사이의 정치적 견 해차가 한국 원폭피해자가 처한 구조적 제약과 맞물리면서, 이들 간의 연대 과정에서 상 호 간의 처지를 살피는 데서 적지 않은 사각지대(blind spot)가 생겨났다. 일본의 반핵평 화 담론 내부의 균열이 피폭 조선인이라는 상징이 갖는 정치적 효과에 대한 경쟁으로 나 타난 것도 또 다른 예다. 요컨대 전후 일본의 평화 담론은 역사적 책임의 문제 보다는 ‘인 도주의’라는 탈정치화된 수사들 속에서 재생산되는 가운데 피폭 조선인의 존재를 탈역 사화된 ‘평화’의 표상으로 부유(浮游)하게 했다

영어초록

Founded in 1975 in Japan, “Quarterly Magazine Samcheon-ri” is a literary magazine published in Japanese by Korean residents in Japan. There was a steady, if not a lot, publication of articles related to Korean atomic bomb survivors in the magazine. Considering the reality that there are not enough records of Korean atomic bomb survivors, such articles have important historical value in themselves for ‘thick reading’ or ‘ethnographic reading’. This paper takes into account the importance of the articles on Korean atomic bomb survivors in the “Quarterly Magazine Samcheon-ri”, while also noting that these articles have significant implications for reviewing fault lines and transformation process of post-war and post-colonial discourse of Japanese intellectuals. Those who contributed articles on Korean atomic bomb survivors to the magazine were mostly Japanese who had been working in the media and education in Hiroshima to support the atomic bomb victims. Accordingly, the articles in the magazine mainly consisted of reports on the status of “the bombed Koreans” and critical reviews of Japan’s post-war peace discourse. This illustrates that the existence of the Korean atomic bomb survivors was an important symbol for the Japanese intellctuals to use when questioning historical responsibility of the Imperial Japan and its colonial rule. On the one hand the Korean atomic bomb survivors were a reminder of the history of war and defeat, and a charge against continuing Imperial Japan’s colonial history on the other. Meanwhile, the time when the magazine was published from 1975 to 1987 overlapped the period of Japanese high growth and internationalization efforts, Korean dictatorship, and the Cold War order in East Asia. Thus, the articles on Korean atomic bomb survivors shed light on historical strata where the existence of the exposed Koreans has piled up and submerged in the societies of Korea and Japan. In the layers of the strata are dissolved social and discursive practices as historical obstacles that came from post-colonialism, Cold War, the shadow of devided Korea, cooperation/conflict and solidarity/cracks in Korea, Japan and society of Korean residents in Japan. Therefore, these articles on Korean survivors clearly reveal the limitations of post-war peace discourse in Japanese society during this period. In Japan's domestic political context, political differences between divided anti-nuclear peace groups interlocked with structural constraints faced by Korean atomic bomb victims, creating quite a few blind spots in looking at each other's situations. Political differences within Japan's anti-nuclear peace discourse have also emerged as a competition for the political effects of the symbol of exposed Koreans. As a result, the lack of a delicate understanding of the Cold War in East Asia and the political oppression structure of the divided Korea in the 1970s and 1980s delayed responding to calls for a discourse on the historical responsibility, and made the existence of the Korean atomic bomb survivors drifted as a symbol of “peace” in rhetoric of de-politicized “humanitarianism”.
