일제강점기 대중잡지 『삼천리』를 통해 본 검열의 흐름과 매체의 생존 전략 (Teend of Censorship and Survival Strategy of the Media during the Period of Japanese Colonialism as Witnessed Through the Popular Magazine 『Samcheonli』)

초록

『조선출판경찰월보』는 1928년 9월부터 1938년 12월까지 매월 정리된 총독부 도서과의 비밀 검열 문건이다. 이 자료는 매월 발행된 출판물의 수량 통계, 행정처분 통계, 검열에 따른 행정처분 기록 등이 기록되어있는데, 본고는 검열 후 행정처분 내역을 구체적으로 기록한 ‘기사요지’를 활용하여 제국에 의한 출판정책 변화와 매체의 대응 방식에 대한 논의를 전개하고자 하였다. 특히 일제강점기 최장 발행 대중잡지인 『삼천리』의 발간 방향성 전환된 이유를 밝히고, 친일의 논리와 정서가 어떻게 형성되고 유포되었는가를 밝혀내고자 한다.
『삼천리』의 기사요지를 연도별 비중에 따라 1929년~1931년, 1932년~1936년, 1937년~1938년 세 시기로 구분하여 검열과 행정처분의 구체적인 양상을 살펴보았다. 기사요지 29건 가운데 20건이 집중된 1929년부터 1931년은 민족주의적 성향과 사회주의적 성향의 기사들이 검열 처분을 받았다. 1932년부터 1936년은 이전 시기에 비해 행정처분 건수가 현격하게 줄어들었으며, 일반 기사문이나 논설적 성격이 강한 글 대신 문학 작품이 기사 요지에 등장하였다. 행정처분 건수가 급격하게 늘어나기 시작한 1937년부터 1938년은 내선일치 정책과 반대되는 내용, 전쟁과 관련하여 적국에 해당한다고 판단한 미국의 시각에 대한 옹호적인 발언, 민족주의와 반전의 맥락이 있다고 판단된 글들이 행정 처분을 당하였다.
『삼천리』가 29건이나 기사요지로 정리되었다는 것은 총독부가 이 매체를 사상적으로 문제적인 요소를 지니고 있었다는 판단의 근거가 된다. 이를 통해 각 시기별 수록된 글들의 특징을 통해 시대적 의미와 매체적 대응 방식을 확인할 수 있다. 신간회 해소를 기점으로 『삼천리』는 시사적이고 정치적인 성격 대신 급격하게 대중성이 강화되는 성격으로 변화되며, 독자층 확보와 노골적인 친일로 방향성을 선회한다. 초기의 정치적이고 사상적인 성향이 거세된 이후 대중종합잡지를 추구한다는 김동환의 본래 의도가 자연스럽게 드러난 것이며, 그 결과 『삼천리』는 자본주의적 ‘선정성’과 생존을 빌미로 한 ‘친일성’이라는 측면으로 노골화하여 귀착되었다.

영어초록

『Joseon Chulpan Gyeongchal Wolbo』 was a classified censorship document of the Japanese Government General’s Book Department formulated every month from September 1928 to December 1938. This report documents the total number of publications printed every month, administrative disposition statistics, and record of administrative disposition due to censorship, among other information. This article seeks to unfold the discussion regarding changes in the publication policy under the Empire and the media’s response strategy by utilizing the “article point” that documents the details of administrative disposition following censorship. In particular, it seeks to illuminate why the longest–running popular magazine during the period of Japanese colonialism, 『Samcheonli』’s, changed its publication direction, and to uncover how the proJapanese theory and sentiment formed and disseminated.
The article point of 『Samcheonli』 has been classified, on the basis of its yearly proportion, into the three periods: 1929–1931, 1932–1936, and 1937–1938. The classification was made to examine the detailed aspect of censorship and administrative disposition. From 1929 to 1931, when 20 out of 29 article points were concentrated, articles with a nationalistic and socialist overtone were subject to censorship. From 1932 to 1936, the number of administrative dispositions decreased significantly compared to the previous period, and literary work appeared in the article points instead of other general articles or articles with a strong editorial characteristic. From 1937 to 1938, when the number of administrative dispositions increased rapidly, those articles with content contrary to the Japanese-Chosun identity policy (Naesun–Ilchae policy), those with favorable statements about the perspective of the U.S, which was regarded an enemy country in relation to the war, and those that were determined to contain contexts relating to nationalism and antiwar became subject to administrative disposition.
The fact that 『Samcheonli』 was organized as article point for 29 occasions forms the basis of the Japanese Government General’s determination that this magazine contained ideologically problematic issues. Based on this, the historical meaning and the media’s response strategy can be confirmed through the characteristics of articles published for each period. From the point of the dissolution of the Shinganhyoe (an antiJapanese colonialism group), 『Samcheonli』’s characteristic transformed drastically from being suggestive and political to mass appeal–oriented, and its direction turned to securing readership and being plainly proJapanese. Following the emasculation of its political and ideological tendency of the early days, Donghwan Kim’s original intention of pursuing a popular general magazine emerged naturally, and as a result, 『Samcheonli』 settled based on the conspicuous capitalistic “sensationalism” and survival-based “proJapanese tendency.”
