공화정기 로마 귀족과 평민의 관계- 포룸과 포풀리즘 - (Patricians, Notables and Plebeians in the Roman epublic -Forum and Populism-)

초록

한국 사회에서는 최근에 학생에 대한 무상급식을 둘러싸고 때 아닌 포풀리즘 논쟁이 등장하였다. 이는 미국 정치사의 편린이지만, 기본적으로 로마의 역사에 뿌리를 두고 있는 논의이다. 본고에서는 그런 논쟁이 로마사에 투영되었을 때 가지는 문제점을 의식하여, 최근의 역사연구의 동향을 중심으로 귀족과 평민의 관계를 심층적으로 이해하고자 하였다. 그간 신분투쟁이라고 이해되어온 귀족과 평민의 관계는 허구로 인식되거나 후대의 의식적인 투영이라는 식으로 해석되어 왔다. 그러나 최근 이탈리아 학자들의 연구에 따라서 실증적인 연구의 모습을 띠게 되었으며, 로마 초기 역사에 대한 이해의 폭을 넓힘으로써 신분투쟁의 사실성이 조명을 받게 되었다. 필자는 이런 신분투쟁의 해결로서 양자 간의 관계 설정 즉 피호관계에 관하여 주목할 필요가 있다고 보았다. 사회는 끊임없는 갈등을 낳지만, 다른 한편으로 이를 완화할 기제를 생성한다. 이를 대응의 측면을 이해하는 것은 로마 사회의 구조를 파악하는 방식이다. 특히 이런 갈등이 로마의 포룸을 통해서 전개되었고, 이런 소통이 공화정 로마의 활력을 낳았으며 또한 로마사의 영원한 주제가 되는 배경이라고 파악하였다. 이런 시각이 한국의 포풀리즘 논의에서도 참고가 되기를 바란다.

영어초록

The Korean conservative politicians used the term of Populism in assault of the Democrats as a substitute of the socialism in 2011. The slogan was a fragment issued from the American politics in the early twentieth century. It was also rooted in the Ancient Roman politics which was focused on the conflicts of orders, that is, on the narrative between patricians and the plebeians. In historiography the narrative was composed by the modern historians on the base of the scattered materials, which did not emphasize the aspects of conflicts. On the contrary the Italian historians tried to show the context of the conflicts on the land possession. The patrician economy and their power was built on their manorial lands. The plebeians tried and succeeded in establishing the principle of property on the alloted land against the patrician possession. This caused the decline of the patrician families. Instead the nobility appeared as a kind of compromise between them, ensuring the control of power in the hands of the upper class. The status of plebeians was sanctioned by their participation as soldiers. Their military duties were rights of their citizenship. So the meaning of people as an army was ascertained in the Roman period. It is far from the truth that all of the plebeians were poor comparing the nobility. Rather the plebeians were differentiated according both to the wealth they had and to the regions where they lived. The dwellers in the city could participate in the political issues and represent their demands to the politicians. The tenants in the villages and the laborers of farms were, however, in the inferior situation compared to the city dwellers. These complex aspects of plebeians made the Roman politicians dependant on the farmers or on the city dwellers like a pendulum. The antagonistic opposition was mitigated by the client-patron relationship. This relation was maintained during the republican periods, functioning like a lubricant preventing the clash. This could be extended to the foreign relationship. These two elements and their relationship remained the main theme of the narrative of the Roman history, contained in the Roman Forum. This fact prevents the politicians from seeing the populism like communism.
